SAN DIEGO (CNS) - The San Diego County Health and Human Services Agency announced Tuesday that it will make its inclement weather shelter program available to homeless residents in the county's unincorporated areas. The agency's Housing and Community Development Services division activates the shelter when rain is expected for at least two days, reaches two inches in a 24-hour period or when a storm includes a threat of flash flooding. County officials monitor seven unincorporated zones to determine when to activate the shelter program. Homeless residents can contact 211 San Diego between noon and 7 p.m. to be connected to a shelter provider. In some cases, residents are eligible to receive assistance with transportation to an inclement weather shelter. SAN DIEGO (CNS) - The Poway man accused of running a million dollar Ponzi scheme has pleaded guilty to grand theft and securities fraud. He is slated to be sentenced to a dozen years in state prison next month for orchestrating the scheme that scammed nearly 50 victims, the California Department of Insurance announced Wednesday.Team 10 first spoke to several alleged victims of Dougherty last year. They said he stole the money he was supposed to invest for them. Sheriff's investigators said he targeted the elderly planning for retirement. He offered victims investment opportunities in companies he owned, then used some of their funds for his personal expenses like home remodeling, travel and college tuition, according to officials.A spokesperson for the District Attorney's Office said 47-year-old Christopher Dougherty pleaded guilty to three counts of securities fraud, three counts of grand theft, and admitted to a white collar crime enhancement.Dougherty also used some of the victims' money to pay back other investors "in classic Ponzi fashion," according to the Department of Insurance. SAN DIEGO (CNS) - Parks in Vista will be closed starting Monday in an attempt to limit the spread of coronavirus by encouraging social distancing.The North County city announced the decision on Sunday and had 10 confirmed cases of COVID-19 as of Saturday.The closures include all parks, trails, public restrooms, the South Buena Vista off-leash dog area, athletic fields, basketball courts, pickleball courts, playgrounds, skate parks and tennis courts.Carlsbad, Del Mar, Encinitas, San Diego, Solana Beach, Imperial Beach and the Port of San Diego closed all beaches, trails and parks in their respective cities early last week.San Diego County health officials reported Sunday that five food handlers have tested positive for COVID-19 -- four restaurant employees and a grocery store employee.County Supervisor Nathan Fletcher announced during Sunday's briefing on the coronavirus pandemic that no patients had died in the last 24 hours, leaving the death toll in San Diego County at seven.The county also announced 31 positive COVID-19 cases Sunday, bringing the total number of cases to 519.The highest group of cases, 130, ranged in age from 30-39 and the second highest, 107, in the 20-29 age range.Of the 519 total cases, 219 were female and 298 were male, with 106 people hospitalized and 47 in intensive care, officials said.The grocery store employee who tested positive is from an Albertson's store in Escondido, Fletcher said, adding that the store did the right thing by closing, alerting county environmental health officials, following sanitation protocols, then re-opening to customers."If you have a sick worker, they must stay home," Fletcher said, urging employers to call 858-505-6814 to report any sick workers.Dr. Eric McDonald, the county's medical director of epidemiology, said co-workers of the Albertson's employee who display any symptoms of the coronavirus infection will be sent home, but there are no tests pending in this case.Health officials also stressed that there is no evidence of COVID-19 association with food. SAN DIEGO (CNS) - Sales of previously owned single-family homes and attached properties like condominiums and townhomes both fell more than 15 percent from October to November, according to data released Friday by the Greater San Diego Association of Realtors. Single-family home sales fell from 1,719 in October to 1,452 in November, a 15.5 percent drop. Attached property sales suffered an even steeper drop, falling 22.8 percent from 942 in October to 727 in November. Home sales have trended down in the second half of the year since the high water mark of more than 2,200 single-family homes and nearly 1,200 attached properties sold in June.Month-over-month home prices also fell from October to November, albeit not as drastically. Single-family home prices dropped 1.4 percent from 3,700 to 5,000, while attached property prices fell 5 percent -- from 8,000 to 7,000. Prices of single-family and attached properties have remained steady for most of the year, according to the GSDAR.``The end of the year and the holiday season are usually a sluggish time for home sale activity,'' said SDAR President Steve Fraioli. ``But it does appear that the pace of home price growth has slowed.
