The White House National Security Council is ending the role of cyber coordinator, according to an internal announcement obtained by CNN on Tuesday.The internal announcement said the elimination of the cyber role, just weeks into the tenure of national security adviser John Bolton, was part of an effort to "streamline authority for National Security Council Senior Directors."The announcement said the cyber coordinator job would end as Rob Joyce, the latest to hold the post, returned to the National Security Agency."With our two Senior Directors for Cybersecurity, cyber coordination is already a core capability," the announcement read. "Eliminating another layer of bureaucracy delivers greater 'decision, activity, secrecy and despatch (sic)' as Alexander Hamilton put it in Federalist Number 70."The elimination of the cyber coordinator job marked the latest of several changes to the National Security Council since President Donald Trump named Bolton his national security adviser.CNN reported last month Bolton pushed out Tom Bossert as homeland security adviser to make room for his own team, as several other officials left the National Security Council, including deputy national security adviser Nadia Schadlow and Joyce, who served as Bossert's deputy.Politico?first reported?on the elimination of the post.Asked about the position at a Senate Homeland Security Committee hearing on Tuesday, Department of Homeland Security Secretary Kirstjen Nielsen said she had not discussed the decision with Bolton."I have not had a conversation with Ambassador Bolton about that particular issue," Nielsen told Michigan Democratic Sen. The Senate has passed its long-stalled legislation that would overhaul how sexual harassment complaints are made and handled on Capitol Hill and would hold members of Congress personally responsible for paying such settlements out of their own pockets.The legislation moved forward following a deal reached by Missouri Republican Sen. Roy Blunt and Minnesota Democratic Sen. Amy Klobuchar, and praised by leaders of both parties in the Senate.The bill now goes back to the House of Representatives, which passed its version in February and where the expectation is that there will be a conference committee to work out the differences between the two bills after Congress returns from its weeklong Memorial Day recess.The differences between the House's and Senate's versions of the legislation include the language used in describing when a member would be required to pay for settlements -- and when they would not -- and the reporting of settlements.California Republican Rep. Jackie Speier, one of the chief negotiators of the House's bill said that there is "disappointment" in Senate's bill among some members on both sides of the aisle in the House."We will go to conference and hopefully we can iron out some of those differences," Speier said Thursday on CNN's "New Day."There also is criticism of the Senate's bill among some outside advocacy groups, which have written to Senate Majority Leader Mitch McConnell and Senate Minority Chuck Schumer expressing concern that the House bill became essentially too watered down in the Senate's negotiations."This bill contains numerous provisions that are contrary to key principles we've previously articulated, falls short of an acceptable compromise, and may have unintended negative consequences," says a letter sent to Senate leaders signed by the American Civil Liberties Union, Equal Pay Today, The Leadership Conference on Civil and Human Rights National Women's Law Center and Public Citizen.Additionally, these groups say they see "significant differences" between the House and Senate bills and are "deeply concerned" that "neither senators nor key stakeholders have been given adequate time to fully vet the bill."Congressional sources tell CNN there are numerous areas that the discussion will center on when the two sides meet to work out a compromise.Among the chief areas of concern: The provision for members being held personally responsible in the Senate bill states that they have to pay out of pocket only for sexual harassment, not for any awards that may be ordered for sex discrimination or any other kind of discrimination. Some fear that could provide a loophole for members who are accused of harassment to settle with a victim for sex discrimination, knowing that they won't be required to pay the settlement and it will instead come out of a US Treasury fund.Additionally, there is concern that in the Senate's legislation would empower and involve the Ethics Committee more so than the House's. The Senate version would give the chair and ranking member of the committee the authority to overrule settlement repayments. The US attorney based in Pittsburgh has started the process to seek the death penalty for the man accused of killing 11 worshippers at a synagogue Saturday, an assault during Shabbat services that reverberated across the country and around the world.On Monday, suspected gunman Robert Bowers was brought into federal court in a wheelchair for his first appearance. Wearing a blue shirt and handcuffs -- which US marshals removed so he could sign paperwork -- he spoke only to answer questions from the judge.The shooting struck the heart of historically Jewish Squirrel Hill and spurred sadness and anger as citizens learned the names of those gunned down by the killer."It's hard to understand how significant these losses are to our community unless you understand the significance and intimacy of Squirrel Hill," said Tree of Life congregant Jesse Rabner said."The community is knit so tight that one life affects thousands. It's a norm to be Jewish in Squirrel Hill, and it's a loving and peaceful community."Rabbi Hazzan Jeffrey Myers with Tree of Life said his synagogue will rebuild and "be back stronger and better than ever.""You can cut of some branches from our tree, but Tree of Life has been in Pittsburgh for 154 years. We're not going anywhere," the rabbi told CNN's "New Day" on Monday. "I will not let hate close down my building."Attorney General Jeff Sessions must ultimately give the OK to pursue the death penalty for the alleged gunman, Robert Bowers, the Justice Department said. The attack was the deadliest against Jews in US history."At this point in our investigation, we're treating it as a hate crime," Scott Brady, the US attorney for the Western District of Pennsylvania, said Sunday.When asked if the shooting could be considered an instance of domestic terrorism, Brady said there would need to be evidence the suspect tried to propagate a particular ideology through violence.In an address on Monday in Boston, Sessions labeled the assault a "murderous rampage" and said, "This was not just an attack on the Jewish faith. It was attack on all people of faith, and it was an attack on America's values of protecting those of faith. It cannot, it will not, be tolerated."Sessions said authorities will conduct the case "with vigor and integrity.""He'll be subjected to the death penalty perhaps," the attorney general said of the suspect.Bowers is expected back in court for a preliminary hearing Thursday morning. While two public defenders appeared with him in court Monday, the lawyer or lawyers who will handle his case going forward have yet to be appointed.
