According to the San Diego County Sheriff’s Department, the crash happened on northbound I-15 at Rancho Bernardo Road before 6 p.m. At this time, the cause of the crash is unknown. The closure will last until April 3rd.“My fear is that we’re going to have situations where individuals are going to stay in custody longer than what the law permits,” said David P. Shapiro, a criminal defense attorney. “What happens to the individuals who are in custody who have a future court date?”By law, you should have your first court appearance within 48 hours after your arrest. That excludes weekends and holidays, according to a spokesperson with the District Attorney’s Office.“We are in constant meetings with the court and the Public Defender and the Sheriff, our law enforcement partners,” said District Attorney Summer Stephan.Stephan said they have dealt with closures, such as during our past major wildfires. They are working on a system to review criminal cases to see who is suitable for community release.“This is an evolving process, but what we’re trying to do is to maintain due process in the time of crisis,” Stephan said.A Sheriff’s Department spokesperson told 10News they are “working with the District Attorney’s Office and evaluating the impact” the court closures might have.“I was personally hoping they would have an emergency department available through all this just for arraignments, just for in-custody arraignments. SAN DIEGO (KGTV) -- Bombarded with long lines and time delays, the state is planning to replace the Department of Motor Vehicles facility in Hillcrest with a larger facility. The state would tear down the current 14,319 square-foot DMV at 3960 Normal Street, and replace it with a one-story 18,540 square-foot building. The new DMV would accommodate the 931 customers that use it daily, with 141 parking spaces. It would cost .7 million. "The existing DMV Normal Street field office is not sized appropriately to accommodate the existing staffing and service demand levels needed at this location," the DMV said in an environmental notice. But the threat of shorter wait times is not being met with enthusiasm from some Hillcrest residents.Mat Wahlstrom, a member of the Uptown Planning Group, sees the project as a missed opportunity. He pointed to a now-scrapped plan to add a mixed-use housing and retail project, plus a park. It would have a new, larger DMV on the south end the 2.5-acre site."This wouldn't be a deadzone every evening, which is what it's become," Wahlstrom said. "It was supposed to have been a dual use site."Christina Valdivia, a DMV spokeswoman, says the mixed-use plan didn't work because it doesn't conform with its vehicle-centric business model.Meanwhile, the Hillcrest Farmers Market is raising issue with the DMV's plan to add a 7-foot-tall wrought iron fence around the property. The market uses the DMV lots for parking and some of its vendors."It would really create this sort of fortress DMV that we are hostile to," said Ben Nichols, who heads the Hillcrest Business Association.Valdivia says the DMV is installing fences at all of its new and replacement buildings to protect against vandalism, theft, damage, and even human waste. SAN DIEGO (KGTV) — California officials said Friday that a technical glitch caused data on hundreds of thousands of COVID-19 tests to go unreported.Despite the inaccurate data, officials say they are still seeing a trend showing a decrease in case rates. Hospitalization and death data, however, is collected differently and unaffected by the glitch.According to the state, the data system they use failed and that led to inaccurate case numbers and case positivity rates. That failure prevented counties from having some of the data they need to monitor and respond to the virus in local communities, like contact tracing.The state says that about two weeks ago, a server outage created a delay in lab records coming into the reporting system. At the same time, they realized they weren't getting data from one of the largest commercial reporting labs for about five days.California Department of Health and Human Services Secretary Dr. Mark Ghaly says the issues have been fixed."We expect that over the next 24 to 48 hours that the backlog that's between 250,000 to 300,000 cases will be resolved, giving us a better sense of the number of tests that were delayed," Ghaly told reporters on Friday. "We are reporting this data to the counties based on the date the specimen was collected so we can attribute it to the appropriate date."The state says the system was not built for the volume of data it's receiving. It's putting new systems in place and has created a backup system to double-check the data and reports.California's County Monitoring Watch List was paused last week so that the glitch does not play a role in decision making about county statuses.Gov. SAN DIEGO (KGTV) -- Data obtained by ABC 10News showed there were more than 150 complaints made to 211 involving a Pacific Beach gym’s violations of public health orders.The data regarding The Gym was compiled starting April 8; overall, there were more than 9,300 complaints from that time period involving violations of public health orders throughout San Diego County.Troy Kahle said he and his husband have been members of The Gym, located on 2949 Garnet Ave., for more than 20 years. Kahle is also a COVID-19 survivor, and he said he’s not sure how he contracted the virus.Kahle has not been to The Gym since he went to the hospital. His husband last went on July 3, and decided it was not safe.RELATED: County confirms coronavirus outbreak at Pacific Beach gym"There are no safety barriers, there are no hand sanitizers, no one is wearing a mask, and no one is socially distancing," Kahle said, passing along what his husband told him from his July 3 gym visit.On July 15, public health orders forced several businesses to close indoor operations, including gyms. But Kahle said they noticed The Gym kept their doors open.Kahle and his husband notified 211 about The Gym's indoor activities on more than one occasion. He said their goal was to prevent the spread of the virus."I can't believe they stayed open as long as they have," Kahle said.During Wednesday's news conference, San Diego County Public Health Officer Dr. Wilma Wooten confirmed there was an outbreak associated with The Gym.The county had ordered it to close last week; The Gym closed on Monday."Last week, when we were working with them to close, we didn't know there was an outbreak there," Wooten said.
