SAN DIEGO (KGTV)-- A San Diego couple was stuck in Ecuador after the country canceled all travel due to the Coronavirus. After several days of travel, the couple is finally back in their home. A few days ago, Albert "Ace" Elliott was not sure if he and his wife Mindy would ever make it back to their Ocean Beach home. "Without any warning at all, we hear that Ecuador has closed down the country," Elliott said. "No bus travel, no plane travel." For the last ten years, the couple has spent three months of the year in a small surf town in Ecuador. The Elliotts were supposed to fly back on March 31, 2020. But with the pandemic situation, they were stuck. Their flights and back-up flights were all canceled. They called the United States Embassy to see if they could somehow make it home. On Thursday, they were told to leave the next morning. The problem? Ecuador now has a 2 pm to 5 am curfew. Streets and homes are being sprayed down twice a day. Transportation is limited in their rural town. "Ecuador is going after this thing very aggressively. They're not messing around," Elliott said. At 5:01 am Friday, March 27, 2020, they jumped in a taxi. Four hours later, they made it to the airport. "Whether we are on the plane or not, it's just, show up and hope kind of," Elliott said. "So we go up, and our names are on the list. So we were like, OK, we get to go into the airport."They met another American in line, who told them he showed up yesterday, but there was no plane. He became somewhat discouraged. "They said it's a 12 o'clock flight supposedly," Elliott said. "It's 11:30, and there's nothing. Everybody's just sitting around looking, and around the corner, there comes a plane. And we said, Wow! There's a plane!"They were first flown into Miami. But they had no idea how to get back home. When they asked the kiosk for options, it was either 0 to San Diego the next day or to Los Angeles in an hour. They chose the latter."We got to Los Angeles, and from there, we got a rental car and drove home," Elliott sighed. "We made it home."The relief in his voice said it all. Elliott said they were treated well in Ecuador and throughout the trip. But the uncertainty was unbearable. As a surfer, it is difficult to stay away from the beach. But Elliott said for the safety of himself and his community, he will continue to self-quarantine. "I feel pretty confident that we are OK, but we're just going to have to hang out at home again," Elliott said. "Our lives are going to be just about sitting around, but that's what you got to do." 2569

SAN DIEGO (KGTV)- As elections are quickly approaching, a San Diego man is expressing concerns after discovering what appeared to be undelivered mail ballots and voter guides in City Heights.“I was out walking the dogs, and I found this stack of voter ballots; it was mixed in with ballot envelopes and voter guides,” said Jeremy Alaynick. “Just kept finding them the more I walked.”He sent ABC10News pictures that appeared to show a combination of approximately two dozen unvoted ballots and sample ballot/voter information pamphlets.Alaynick, a professional dog walker, said he did not report the incident immediately because he was walking dogs for a client.“I would have picked them all up and taken them to the post office, but I’m thinking about the dogs, and that just wasn’t running through my mind at that moment,” he said.He was working to report the incident Wednesday.Registrar of Voters, Michael Vu, tells ABC 10News, situations like this are uncommon, and investigations are launched as soon as his office is aware.“What we generally do is we touch base with the US Postal Service. It would have been great to receive this information at the time rather than a week later, particularly for those respective voters but also for us to be able to manage it,” he said.Vu said if voters have concerns or haven’t received their ballots by mail, options are available.“We are tracking every single one of these ballots, so when a voter says they have not received their mail ballot, we have the ability to suspend that ballot and reissue them another one,” he said. “If there are voted mail ballots that come back to our office, we compare the signature off of the envelope against the signature on file. SAN DIEGO (KGTV)- America’s Freedom Bell, which has been traveling across the country for years, officially has a permanent home in San Diego.Wednesday, the bell was unveiled at its new home at the Veterans Museum in Balboa Park. Before that, it was kept in a storage facility in between travels.Richard Rovsek, a Rancho Santa Fe resident and founder of the Spirit of Liberty Foundation, drew up a design for the bell on a napkin during a meal. 72 hours later he learned it would become a reality.Rovsek created the bell to give Americans a chance to ring it and honor the men and women who served our nation. Five million Americans have rung the bell so far.“It’s closure for families,” said Rovesek.The bell was cast on June 6, 2013 with full military honors on the 69th anniversary of D-Day. It has traveled to Independence Hall, Arlington Cemetery, Pearl Harbor, Normandy Beach and more. It will continue to travel occasionally, but will forever call San Diego home. On the bell are the timeless words “Honor Our Armed Forces Past, Present and Future.” It includes emblems for every branch of the military and contains 11 pounds of steel from the World Trade Center.Wednesday, the Spirit of Liberty Foundation and The Veterans Museum at Balboa Park also announced the creation of “America’s Patriotic Honor Roll” which will include the names of more than 100 million veterans who have served since 1776. SAN DIEGO (KGTV) - While bars are set to open Friday, it's not going to look much different from restaurants right now, according to those in the industry.10News spoke with Nathan Colonero, the Director of Operations at Sandbox Pizza and The Tipsy Crow, and he said the only change will be businesses without a food license will be able to reopen and bars that serve food don't have to enforce a food order on each tab.Customers will be required to wear masks when they walk in and may only remove their mask once seated.Tables must be spaced at least six feet apart or partitioned.Colonero is hopeful the easing restrictions will continue, "who knows? Maybe three more weeks and no spike and we get a little more back to, the biggest thing for us is to get back to, if people are allowed to be in the venue, maybe at a lower capacity, just not seated."Many San Diego bars with food licenses have been open for the past three weeks and some are feeling the squeeze of the new restrictions."The 0 unemployment is killing businesses right now to get staff back," Colonero said. SAN DIEGO (KGTV) -- UC San Diego has some of the best graduate programs and schools in the U.S., according to a new report by U.S. News and World Report. Engineering, medicine and management all took top spots on the list. According to the report, UC San Diego’s Jacobs School of Engineering was ranked 11th overall in the U.S. and 6th in the nation among public engineering schools. The school’s bioengineering program placed 5th in the nation.
