SAN DIEGO (KGTV) - The San Diego City Council unanimously voted Tuesday to give final approval to place a measure on the November ballot that would change the city's police oversight structure.The current version is the Community Review Board; the ballot measure would replace it with a Committee on Police Practices."It is so desperately what the community wants and needs, so that we can build trust between the police department and the community," said Andrea St. Julian, co-chair of San Diegans for Justice, the group that wrote the ballot measure.The new committee would be appointed by the City Council, as opposed to the old board which was appointed by the mayor. The new committee would also have an independent lawyer and oversight from city staff not associated with the mayor's office or San Diego Police Department.St. Julian said these changes will help avoid conflicts of interest that the old board dealt with, especially because the CRB's lawyer was the City Attorney, who also acted as the lawyer for the police department.The new committee would also have broader power for investigations. It would be required to investigate any police shooting, as well as any time someone died while in police custody or while interacting with police.The committee could also investigate any other complaints against an officer and review all disciplinary action taken within the department."When a full investigation can be done by community members or at the direction of community members, people feel much more comfortable with the results," said St. Julian.Mayor Kevin Faulconer and County District Attorney Summer Stephan have both said they support the measure. SAN DIEGO (KGTV) — There have been 137 community outbreaks reported in San Diego County since June 1, according to San Diego County health officials.Since March 25, the county has reported 164 community outbreaks that have resulted in 1,220 coronavirus cases:March: 3April: 16May: 8June: 34July: 93August: 10County officials broke those numbers down from June 1, 2020, to Aug. 4, 2020, where the majority of community outbreaks have been reported at restaurant/bar and business settings. See the data below:The county adds that community outbreaks between June and August from business, restaurant, and restaurant/bar settings have resulted in a total of 212 cases in June, 508 cases in July, and 48 cases in August.On Wednesday, the county reported 30 community outbreaks, much high than the county's trigger of seven in a week.Even though a restaurant or restaurant/bar is linked to a community outbreak, County Public Health Officer Dr. Wilma Wooten says that doesn't mean a business is failing to adhere to public health orders.RELATED: San Diego County Board approves plan to allow businesses to operate at county parks"It may not mean there's anything going on wrong at the restaurant or at the restaurant/bar," Wooten said. "Most of our outbreaks we do deploy an assessment team and if they are restaurants, the Department of Environmental Health has taken that role until, as of Tuesday, when that will now be under the (county) compliance program."Wooten said investigators visit a reported business and make sure they are adhering to signage, social distancing, face covering, and sanitation measures.The county has said in the past it doesn't name locations where a community outbreak was traced to in order to encourage businesses to cooperate with COVID-19 case contact tracers. 1799

The crew’s goal is to provide disaster relief and medical assistance to Indonesia, Sri Lanka and Malaysia."Our staff and team have come together to form a dynamic team of professionals and we are ready to execute this mission and engage with our partners throughout the Indo-Pacific," said Capt. SAN DIEGO (KGTV) - This year Comic-Con celebrates its 50th anniversary. Only five people have attended the convention every single year. One of them is noted author and television writer Mark Evanier.Evanier began writing comic books when he was a teenager in the 1960's, including the comics featuring characters like Mickey Mouse and Bugs Bunny. His mentor was comic book legend Jack Kirby, who created or co-created many of the genre's most famous characters, such as Captain America, the X-Men, and the Incredible Hulk. It was Kirby who first told Evanier that a group of fans in San Diego were planning a comic convention at the El Cortez Hotel."I thought it was a great idea," Evanier told 10News in an interview from his office in Los Angeles. "I had no idea it would get as large as it did. I thought maybe we'll have 400, 500 people there."While Evanier thought it would be a niche convention, even in its early days Kirby saw the potential. "He said this a long time ago when this was a nutty idea to say. He said Comic-Con is going to take over the city of San Diego each year," Evanier recalled.Early supporters of the convention included Marvel creator Stan Lee and science fiction author Ray Bradbury. Comic-Con moved into the San Diego Convention Center in 1991, soon expanding to take over the ballrooms at the surrounding hotels.Evanier has had a big role at the convention over the 50 years. He is a frequent moderator of panels and a guest of honor at many events. He believes the convention will remain in San Diego for the long term (Comic-Con International recently signed an extention through 2024). This is despite the fact that Comic-Con is facing growing competition for the biggest stars and events. Other conventions have launched in cities across the country, and some companies, including Disney, have created their own events. "Yes, there are conventions that are trying to be bigger or wish they could be Comic-Con," Evanier said. "Those are all commercially run. The Comic-Con we go to in San Diego is a non-profit organization."Evanier is scheduled to moderate more than a dozen panels during this year's anniversary convention. 2171

  

SAN DIEGO (KGTV) -- The state agency that protects California consumers by licensing and regulating the state’s construction industry received more than 30 complaints about a San Diego County-based business.A Team 10 investigation discovered some customers who said they signed a contract with American Pride Enterprises, paid thousands of dollars up front and were left with little or nothing. The Contractors State License Board revoked American Pride Enterprises' license for non-compliance with an arbitration award in July of 2018.An outdoor cover to block the sun was the final piece in what had been a total backyard transformation for the Zimmerman family.“We were just looking to put a patio cover over our east-facing patio,” said Jim Zimmerman.Zimmerman said in 2017 he hired American Pride Enterprises and its owner Stephen Hage to do the work.He said there were no red flags. The company was licensed, bonded and at the time there were no real complaints online.“We paid just under ,200,” Zimmerman said. “That was to cover materials, and he was supposed to come back in three weeks and complete the job. That was the last time we ever saw Stephen Hage.”Zimmerman told Team 10 Hage initially offered to pay the money back, but instead of getting a check Zimmerman got excuse after excuse about why the money hadn’t arrived.Eventually, Zimmerman said the evasion tactics were too much and he sued Hage in smalls claims court.Zimmerman says he got some of his money back.A Team 10 investigation discovered Zimmerman isn't alone.Team 10 was in court when several people who claim Hage swindled them reached an agreement with his bonding company, getting some of their money back.James Francois said he paid Hage more than ,000 for a patio.“He never showed up, never delivered any material, never did an hour of work,” Francois told 10News.Court documents show more than 20 names listed on the lawsuit filed by the bonding company, which seeks reimbursement from Hage.A spokesperson for AmTrust told us, “This is a claim filed under a contractor’s license bond issued to our principal, American Pride Enterprises, by Wesco. Due to the claims we have received exceeding the aggregate ,000 bond limit, we filed an interpleader (a way for a holder of property to initiate a suit between two or more claimants to the property) to pursue funds that would be distributed to the named consumers, assuming the principal does not resolve the claims that have been presented.”  Court documents show Hage filed for bankruptcy in July, and list his estimated liability around 0,000. In bankruptcy people trying to get money can’t access the assets until the bankruptcy is resolved.Team 10 tried to track down Hage, but no one answered the door at his listed address.The Contractors State License Board told Team 10 through a spokesperson:  2964
