SAN DIEGO (CNS) - UC San Diego is the seventh-best university and the best public school in the country, according to just-released rankings from Washington Monthly.UCSD fell slightly in the nonprofit magazine's rankings compared to 2017, when the school ranked sixth overall but second to Texas A&M among public universities. Harvard took over the top spot on the list from Stanford, first on last year's list, with MIT, Princeton and Yale rounding out the top five.Washington Monthly ranks schools based on a number of factors, the theme being how positively each school impacts its community and the country at large. Magazine contributer Kevin Carey called UCSD "a research powerhouse" at the time of 2017's rankings and noted that roughly one-third of the school's population is made up of first-generation and low-income families."We are proud to be recognized as the leading public university in the nation for expanding educational opportunity for diverse students, conducting bold investigations that benefit all and infusing a service-oriented outlook into all of our research and teaching," said UC San Diego Chancellor Pradeep K. Khosla.UCSD has received multiple high rankings on recent lists of the country and world's best universities. Money magazine deemed UCSD second in the U.S. while the Academic Ranking of World Universities ranked the school 15th.UCLA is ninth on Washington Monthly's list, while San Diego State and University of San Diego are 120th and 126th, respectively. 1510

SAN DIEGO (CNS) - Unemployment in San Diego County has dropped to 14.3%, but is likely to start increasing again due to modified public health orders, a report released Wednesday by the San Diego Association of Governments found. While unemployment has slowly but steadily declined from the high of 25% the week of May 9, county health orders on Tuesday closing bars, indoor dining at restaurants and indoor business at zoos, museums, movie theaters and other businesses will likely take a toll on the region."The recent rollbacks in opening could significantly impact the food and beverage industry," SANDAG Chief Economist Ray Major said. "Additionally, we could see another wave of layoffs as funding from Paycheck Protection Program loans is exhausted."Those industries told to shut down or modify business on Tuesday represent more than 160,000 jobs, or 11% of the region's pre-COVID-19 workforce. The unemployment rate before the pandemic was 3.1% and it could take many months for the economy to recover to that degree, the report said. The report also shows the geographical distribution of lost jobs and calculates unemployment rates for the five most impacted ZIP codes regionwide, including Encanto, College Area, City Heights, San Ysidro, and Logan Heights. Only Logan Heights is estimated to still have an unemployment rate above 20%. The five ZIP codes least affected, with unemployment rates just over 10%, are Carmel Valley, Del Mar, Rancho Santa Fe, Chula Vista NE, and Rancho Bernardo W."This data can help inform local leaders as they continue to plan our region's recovery," SANDAG Executive Director Hasan Ikhrata said. "As the forum that brings together elected officials and leaders from throughout the San Diego region, SANDAG is in a unique position to analyze this data and to develop reports and economic forecasts." 1848

SAN DIEGO (KGTV) -- A 12-year-old girl riding a skateboard down a City Heights hill was seriously injured Wednesday when she crashed into the back of a minivan, San Diego police said.According to police, the crash happened just before 5:30 pm. at the intersection of Estrella and Polk avenues.Police said a Toyota Sienna was traveling northbound in the 4000 block of Estrella Avenue when it entered the intersection. The skateboarder going downhill on eastbound Polk Avenue “failed to stop” at the intersection and collided with the minivan’s left rear bumper cover. The girl sustained major injuries, including a fractured skull and brain bleed, according to police. She was rushed to Rady Children’s Hospital for treatment; her condition is unknown. 758

SAN DIEGO (CNS) - Two community boards that review police practices will hold emergency meetings Wednesday and Thursday regarding the San Diego Police Department's de-escalation-of-force policies. The city's Citizens Advisory Board on Police/Community Relations will meet at 6 p.m. Wednesday, followed by a Thursday evening meeting of the Community Review Board on Police Practices, both of which can be viewed on the city's website and YouTube page.San Diego Mayor Kevin Faulconer said the goal of both meetings is to "take a serious look at de-escalation recommendations that could be implemented by our department" and "increasing and facilitating further dialogue and understanding between our officers, our men and women who are out there protecting us, and the community."Faulconer said public input is welcome regarding what SDPD policies should be updated or changed."Many are crying out to be heard. We are listening," Faulconer said. "Your city is listening. Now we want to turn those words into actions."The meetings will be held amid protests against police brutality staged in San Diego and elsewhere across the country, and follow Monday's announcement by the SDPD that it is banning the use of the carotid restraint technique. While the protests occurring both locally and nationwide were triggered by the Memorial Day death of George Floyd in Minneapolis, some have accused local law enforcement of escalating violence during protests in San Diego and La Mesa through the use of tear gas and bean bag rounds to disperse crowds.During a Monday news conference outside the County Administration Center, community leaders said weekend protests in San Diego and La Mesa were peaceful until officers clad in tactical gear crowded protesters, then fired non-lethal ammunition toward the protest groups. Will Rodriguez-Kennedy, chair of the San Diego County Democratic Party, said San Diego police caused "the panic that led to the escalation of violence" on Sunday by boxing in the crowd in downtown San Diego."How many of y'all think marching troops towards a contained space is de-escalation?" he asked.Local activist Tasha Williamson criticized law enforcement who responded to Saturday's protest in La Mesa, during which protester Leslie Furcron was shot in the head with a projectile, allegedly by a police officer.Furcron's family held a news conference outside La Mesa City Hall Tuesday afternoon to call for the officer involved to be fired and criminally charged. 2487

SAN DIEGO (KGTV) — A group of City of San Diego employees is suing the city after they were exposed to asbestos inside their office for months. The class-action lawsuit, filed in Superior Court June 21, accuses high-ranking city officials of knowing about the asbestos at 1010 Second Avenue, but keeping the workers there because they did not want to break the lease. 374
