SAN DIEGO (KGTV) - In an effort to help solve the homeless problem, the San Diego County Board of Supervisors voted unanimously Tuesday to approve a program that will provide million in financing for seven affordable housing projects.The new development will add 503 units."This is a game changer," says Supervisor Ron Roberts, who championed the proposal along with Supervisor Dianne Jacob. "For the people that need this, this will be a godsend."The money comes from the Innovative Housing Trust Fund, which was created in 2017 to help provide gap financing to developments that can add affordable multi-family rental housing.Many of the units from the first seven projects will be earmarked for the homeless, veterans, people with disabilities or mental illness, families and seniors."For a family of 4 earning just over 70,000 dollars, they won't pay more than 1,900 dollars a month," Roberts says. "You can't find enough bedrooms for a family of four at 1,900 dollars in San Diego."The seven projects will be spread out throughout the county with two in the Otay Mesa/San Ysidro area, two in Vista and one each in Poway, San Marcos and the Southcrest neighborhood of San Diego.All of the projects are expected to be completed by December of 2021. 1288

SAN DIEGO (KGTV) -- In response to growing community outrage over a man who was released on bail a day after being arrested on attempted kidnapping charges, the San Diego County Sheriff's Department has released surveillance video of the incident in hopes of alleviating concern.The incident happened Sunday just before 3 p.m. in the parking lot of Costco Warehouse located at 1755 Hacienda Drive in Vista.A couple and their two small children were backing out of a parking stall when the suspect opened the rear vehicle door. The suspect attempted to remove the 2-year-old child from the car.Adam Glavinic, 37, was arrested for attempted kidnapping and being under the influence of a controlled substance and was booked into the Vista Detention Facility.Outrage ensued following reports that Glavinic was released from jail on a 0,000 bail the next day.WATCH: Growing outrage over attempt kidnapping suspect's release on bail"The Sheriff's Department in partnership with the D.A.'s Office are now releasing the video due to understandable concern from community members," said Lt. SAN DIEGO (KGTV) - It was a chilly dilemma for a Pacific Beach restaurant: outdoor dining this winter without any patio heaters.The owners changed their outlook by appealing to their customers for help.After shutting down several times since the pandemic began, Break Point restaurant and bar, reopened in September. With the purple tier restrictions putting a halt to indoor dining, the owners turned to their new parklet to host their outdoor dining. But they had a problem."Keeping customers warm is a concern," said co-owner Amy Lee.Lee says when the winter temps arrive, they would need gas patio heaters to warm up customers, and they didn't have any."We found that they were pretty much sold out everywhere, and where they weren't sold out, prices were inflated to the point, that they were unaffordable," said Lee.One local supplier recently told ABC 10News they had a backlog of 200 orders.So Lee turned to social media, making an appeal for patio heaters on the Nextdoor app and community pages on Facebook.One of those appeals was seen by the Rynearson family. They had a backyard heater they hadn't used in awhile. Chance Rynearson, 14, says it was an easy call to lend the heater to Lee for as long as she needs it."COVID has really hit businesses hard. Just to help out is a good thing ... People should be helping each other during these times ... difficult but we should be able to get through it together," said Rynearson.In all, 17 people offered to either donate or lend a heater to Break Point, far more than Lee needed."It's like Christmas. It makes you wanna believe in Santa again ... It was that heartwarming," said Lee.Heartwarming and customer warming. Lee says this gives them a chance at survival this winter."I think it shows we should still have a lot of faith in our neighbors, in our community, and in humanity in general ... and that there's still a lot of good people out there. We are so grateful," said Lee.Lee says she offered many of the donors meals, but many didn't accept, saying that's 'not the reason' they wanted to help out. SAN DIEGO (KGTV) — It's already been one year since the San Diego Zoo Safari Park saw the first southern white rhino born through artificial insemination arrive at its park.Edward turned one-year-old on July 28, celebrating with a party at the San Diego Zoo Safari Park’s Nikita Kahn Rhino Rescue Center with his mother Victoria, 8-month-old female calf Future, and her mother Amani."Even though he doesn’t know it’s his birthday, it is very special to see Edward – a healthy, robust rhino - running around, enjoying his special treats," said Barbara Durrant, director of Reproductive Sciences at San Diego Zoo Global. "We aren’t just celebrating his birthday but also are celebrating the significance of his birth."Edward was born last year after hormone-induced ovulation and artificial insemination with frozen semen from southern white rhino Maoto on March 22, 2018. Victoria gave birth 16 months later. Edward's birth was the zoo's first successful attempt to birth a southern white rhino via artificial insemination and a critical step toward recovering its distant cousin, the northern white rhino. Currently, only two northern white rhinos exist in the world and both are female.Researchers believe that a northern white rhino calf could be born from artificial insemination within 10 to 20 years. 1313
