The Army Corp of Engineers is looking at more than 300 facilities nationwide that it could turn into hospitals.New York City’s Javits Convention Center opened as a temporary hospital on Monday. Thousands of beds are now set up to receive patients who are not suffering from COVID-19.The field hospital is staffed with hospital units from Fort Campbell and Fort Hood.Wayne Brackin, the CEO of Kidz Medical Services, has experience with field hospitals and hospital hurricane responses in Florida. He says the Army can set up a field hospital in just weeks. “It will have the feeling of being in a mass unit,” said Brackin. “You'll come into a different kind of facility. They'll be higher levels of security. You're clearly in most cases going to be going into a structure that's been built and will have a lot of components that will look like a very sophisticated version of a tent.”Brackin says an advantage of an existing structure is it's typically climate controlled.The Army is sending field hospitals to Washington state and New Jersey. It says they'll be running by April 2.Navy hospital ships that arrived in New York and outside Los Angeles have started accepting non-COVID-19 patients.A field hospital also opened Tuesday in New York City’s Central Park. It's run by Christian humanitarian aid organization Samaritan's Purse. The group usually brings doctors to extreme medical situations around the world.The Central Park field hospital is designed as a respiratory care unit. The man who drove into a crowd of counterprotesters in Charlottesville's "Unite the Right" rally two years ago has pleaded for mercy and asked for a sentence less than life imprisonment in his federal hate crimes case.In a sentencing memorandum filed in federal court Friday, James A. Fields Jr. said the court should not give him a life sentence because of his young age, history of mental illness and childhood trauma, and to show that no one is defined by their worst moments."James did not come to Charlottesville with any plan to commit an act of violence. In the space of only a few minutes, caught in circumstances he did not intend to create, he acted in an aggressive and impulsive manner consistent with his mental health history and his age," the memo reads."In a matter of seconds he caused irreparable harm for which there is no excuse. But this Court can understand his actions, without excusing them, as symptomatic of transient immaturity, and not consider them to be predictive of who he might be in the future with time and medication."The memorandum notes that Fields' grandfather killed his grandmother and then himself, and that his father died in a car accident before Fields was born. His mother was in an accident that left her paraplegic before he was born and raised him as a single mother. The memo also says he has been taking medication since his imprisonment that has controlled his symptoms."No amount of punishment imposed on James can repair the damage he caused to dozens of innocent people. But this Court should find that retribution has limits," the memo states.The memo comes ahead of his sentencing in his federal case, in which he pleaded guilty to 29 hate crimes in order to avoid the death penalty.Fields was 20 when he attended the August 2017 demonstrations in Charlottesville, Virginia, and joined white nationalists, neo-Nazis and other groups opposed to the city's decision to remove a statue of Confederate Gen. You can really see everything that's happening in the front seats of cars with these cameras — and that brings up some concerns from groups like the ACLU."One issue is that there will be false positives, there will be photographs where it looks like the person is using their cellphone or on the phone when they're actually not," says Jay Stanley, a senior policy analyst with the ACLU. "So everybody will be susceptible to that, there will be ambiguous photographs that police officers will have to look at and decide whether to issue a ticket."AAA also brings up a concern over children in the car being photographed and adds there may also be problems surrounding artificial intelligence. With these cameras, it's up to the computer to decipher if a driver is using their phone and that could lead to problems in places where phones are allowed to be used for GPS purposes but not texting or phone calls.AAA says there are other options. They suggest that places like Maryland stick to enforcement that has been successful in the past."But people, when they are distracted, it's as easy to discern as a person who's driving impaired because they have the same type of driving behavior," says John Townsend with AAA. "And when it comes to distracted driving, the person's eyes are not on the roadway.
