CHULA VISTA, Calif. (KGTV) - A state-of-the-art hospital is nearly complete in the South Bay. The Sharp Chula Vista Medical Center is expanding, adding a seven-story hospital to the current facility. "I think this is just everything for this community, right now we're really the only ones investing down here in the South Bay, in Chula Vista," says Matt Teichner, Sharp Chula Vista Senior Project Manager."Everyone who comes in here gets seen regardless of your ability to pay, we see people from both sides of the border here, and we are just full to the brim every day right now."It will be the first new hospital in San Diego's South Bay in more than 40 years.Planners say patient safety and infection control was the number one factor when designing the new hospital. The new hospital features advanced operating rooms as well as innovative technologies. The new hospital is Sharp HealthCare's largest single investment to-date at 4 million.Construction is scheduled to be complete by August and then a grand opening a few months later. 1054

CHULA VISTA (CNS) - A fire at an apartment in downtown Chula Vista sent two children to a hospital early Saturday, authorities said.Firefighters responded at about 2:20 a.m. to a report of a fire at an apartment above a business in the 300 block of Third Avenue, Chula Vista Deputy Fire Chief Harry Muns said.Two people were reportedly walking by the home when they saw smoke and flames and rushed to wake everyone.Smoke was visible from the back of the building upon arrival, Muns said. Crews were able to put the fire out quickly, and they found a 10-year-old boy and a 15-year-old boy inside the unit where the fire began.The two were given medical treatment for smoke-related injuries.Five people were displaced by the fire -- including three from adjacent units, Muns said. 796

CHICAGO, Ill. -- With the U.S. Postal Service stretched thin and millions voting by mail, some voters have taken extreme measures to ensure their vote counts. In some cases, they’ve traveled hundreds of miles to cast a ballot.Following the postmaster general’s controversial decision this summer to decommission nearly 700 mail-sorting machines across the country, Sarah Alana was worried about voting by mail.“We all have a choice and what's going on right now with the Postal Service is another matter entirely. Clearly, it's not working,” she said.In Georgia, where she has lived and voted since 2013, nearly a dozen mail-sorting machines were removed. Still, she applied for an absentee ballot.“It was sent out the same day,” said Alana. “Three weeks later, no absentee ballot. And I was getting just so mad.”Even more of a problem, she’s currently staying in Durango, Colorado, dealing with respiratory issues.“I'm here to see if the dry air is a little bit better for my breathing problems,” she said.In Georgia, more than 1.1 million absentee by mail ballots have been returned, trouncing the nearly 155,000 cast in 2016. But, another half million mail-in ballots have yet to be returned.Sarah Alana decided not to take any chances. Despite being high-risk for complications from COVID-19, she bought a 5 plane ticket and made the 1,600-mile journey from Durango to Atlanta to vote in person.“I went through three airports. I took two flights. I was in three Lyft rides, which actually, that was scary for me too.”Others have made similar trips, like a woman studying in Chicago who traveled to her home state of Texas to cast her ballot.The children of 94-year-old Mildred Madison children drove her 300 miles to Detroit to vote in person when her absentee ballot didn’t arrive at her temporary address.“Vote. But know who you are voting for and why,” said Madison.Alana says there’s too much at stake this election not to ensure your voice is heard.“I didn't want to be a victim,” she said. “There is no American citizen that needs to be a victim this year. CHULA VISTA, Calif. (KGTV) -- Free coronavirus testing will soon be available to students and staff in the Chula Vista Elementary School District. This week, the board voted to approve a plan to make that happen.Testing would move the state’s largest elementary school district closer to in-person learning. The district is partnering with bioscience company, Kahala, to provide the free tests.Testing would be voluntary for students, teachers and staff. Participants would be tested every two weeks for the virus and once for antibodies.RELATED: Poway Unified School District approves campus return plan for some studentsOn-site testing would be available at five schools to start and would later expand to more locations. Kahala will bill the participant’s insurance to cover the cost.The district says the idea is to determine the level of active cases so they can mitigate the spread.The plan is already drawing some criticism from teachers. Susan Skala with the Chula Vista Educators Union is worried about working with Kahala since the company formed early this year.“We simply don’t know enough about it because this program has been what we feel has been rushed through,” said Skala. “We’re not sure about how our medical data would be secure, we’re not sure about the confidentially and integrity of the program.”Dr. Michael Miyamoto is the Chief Medical Officer of Kahala. He says their staff is composed of practicing physicians. They have current partnerships with private companies and health care facilities for employee testing.Miyamoto says their tests are authorized by the FDA for emergency use.“Many, if not most of the diagnostic tests and treatments for COVID-19 are authorized under an Emergency Use Authorization,” said Miyamoto. “This was done because a lot of the regulatory review of these needed to be done very quickly in order to get these test and therapeutics out for use by healthcare practitioners.”He says the more people that volunteer, the better.“If we have a reasonable sampling the information will be very helpful in making decisions but also as a model for other school systems around the country,” he said.The Chula Vista Elementary District says they haven’t decided which schools to use as testing sites yet, but they will be available to anyone in the district.“Our learning community from any of our systems can access any of those five to six sites for that testing,” said Anthony Millican with CVESD.The district is also partnering with the County Health and Human Services Agency as well as the City of Chula Vista. Those programs have free testing options for families without health insurance.The district does not have a scheduled date for returning to in-person learning.
