SAN DIEGO (KGTV) - A known homeless encampment was cleared this week after employees who work nearby said they were terrorized.The encampment on Federal Boulevard near the 805 overpass was cleared of the usual campers, RVs, stuffed cars, tents and debris commuters often saw driving by.Cal Trans said it did a clean up of the area and California Highway Patrol issued a notice to vacate 72 hours before Monday morning.Nearby, employees who didn't want to reveal where they worked for fear of retaliation said homeless people caused hundreds of dollars in damage. "Windows have been smashed, a mirror was smashed," Jim Withrow said. He described an incident in which an employee coming into work heard a woman scream in the bushes, and was rattled as she rushed to the front door.Another Central San Diego worker said a homeless man jumped the fence and walked toward the front door as an employee was trying to get in. The employee entered and the homeless man shook the door trying to open it. Another employee opened the door and found out he wanted water. She said he didn't seem to be 'all there.'Withrow said the past few months have become more intense; "people who didn't seem to have all their facilities screaming and screaming at people going by."The company went to San Diego Police for help and started putting on pressure.Withrow said he saw the change instantly. "I came around the corner off of 47th and onto Federal and wow, there's no one there."Another employee said it took months to get to this point.San Diego Police told 10News they've been educating the vagrants, and issuing warnings.Along the street, new signs are posted every few yards reading "No littering or dumping.""It feels good, I feel safer. I feel safer because my employees feel safer," Withrow said.As for where the vagrants went, 10News went to the newest Safe Parking lot, run by Jewish Family Services, and it appeared vacant.The last time the Webster street was cleared out was December 2018. The huge undertaking took three days, and was short-lived."They did come right back," Withrow said.This time employees nearby hope the extra signage and police awareness will make a difference. "Hopefully the signs keep us safe out here but there's gotta be other things to do to help the people who are hurting too," he said.A new San Diego ordinance passed in May restricts people from living in their vehicles anywhere within 500 feet of a school or residence. SAN DIEGO (KGTV) -- A new program at three San Diego-area community colleges is hoping to bridge the gap between minority students and their teachers.The Deber Program at Mesa, Southwestern, and City colleges hopes to encourage more bilingual people to become teachers."We don't have enough people of color in the classrooms," said Laurie Lorence, Teacher Education Director at Mesa College.The program will help recruit bilingual college students who want to become teachers. It will assist them throughout their college careers with applications, transfers, testing, and mentoring."We're hoping a lot of students want to give back to their community and reach down to give them a hand up," said Lorence.Right now, there's a wide disparity between the number of minority teachers and students of color in San Diego.According to the San Diego County Office of Education, 69% of students in local schools are students of color. But only 26.3% of teachers identify themselves as teachers of color. Bridging that gap can help minority students succeed."A student can look up at the teacher and say, 'Wow, if that person's done it, maybe I can too,'" said Lorence.For Karina Vidro, one of the students already in the Deber Program, the help it provides is vital."I know where I want to be, but I don't know all the details in between," she said. "So knowing that someone is going to be there to support me in that direction is fantastic."The Deber Program is funded through a five-year grant from San Diego State University. Lorence says the first few years will focus on Hispanic and LatinX students. They plan to expand to other minority groups after that. 1662

SAN DIEGO (KGTV) -- A local doctor says even though a COVID-19 vaccine will be available soon, it will still be several months before we see the impact.Dr. Mark Sawyer, an infectious disease specialist at Rady Children’s Hospital, is on the State Advisory Board that reviews COVID-19 vaccines. He spoke to ABC 10News about the importance of getting this vaccine.“The vaccine is safe, and it works, and we absolutely need this vaccine to deal with the pandemic,” Sawyer said.However, Sawyer added a warning: “If people suddenly think that we’re out of the woods now, and stop wearing masks and distancing from each other, then we’re going to still see the kinds of numbers that we’re seeing right now.”Despite intense discussions among the FDA advisory panel regarding whether Pfizer’s vaccine is safe to use on 16- and 17-year-olds, Sawyer points to the research that was done, saying the drug was tested on individuals from that age group.“There’s no reason to think that a 16-year-old or 17-year-old is going to have a reaction that an 18-year-old is going to have. I think it’s perfectly safe,” Sawyer told ABC 10News.Sawyer also described the side effects one may feel after getting the vaccine. Sawyer said a recipient’s arm may hurt and he or she may feel under the weather. SAN DIEGO (KGTV) -- A man was medevaced from a Carnival cruise ship Monday after a reported stroke. According to the Coast Guard, the rescue happened around 6:30 p.m. Monday roughly 45 miles northwest of San Diego. A MH-60 Jayhawk helicopter was launched to assist. Once on the scene, the Jayhawk crew lowered a rescue swimmer to the cruise ship to assess the 58-year-old man. The crew took the man to Scripps Memorial Hospital La Jolla just after 9:20 p.m., according to the Coast Guard. The man is said to be in stable condition. 540

SAN DIEGO (KGTV) - A local contractor is facing criminal charges for allegedly taking customers money and doing little to no work.On Monday Stephen Hage Jr. plead not guilty to charges ranging from grand theft to improper home improvement contract procedures.According to the prosecutor Hage allegedly took down payments on home improvement contracts, and after getting the money disappeared after performing little to no work.In November, a Team 10 investigation discovered some customers who said they signed a contract with American Pride Enterprises, paid thousands of dollars up front and were left with little or nothing. James Francois said he paid Hage more than ,000 for a patio.“He never showed up, never delivered any material, never did an hour of work,” Francois told 10News in November.The Contractors State License Board revoked American Pride Enterprises' license for non-compliance with an arbitration award in July of 2018.After the hearing Team 10 investigator Adam Racusin asked Hage if he had a comment about the allegations. Hage’s attorney said they had no comment. Hage is scheduled to be back in court in May. 1144
