SAN DIEGO (KGTV) -- With rising home prices and amid an affordability crisis, a weaker housing market is being predicted in 2019 by the California Association of Realtors.The report seems to confirm a report published earlier Thursday morning by Trulia. Home sales are already seeing a slump compared to 2017 and the trend is expected to continue in 2019, with an expected 3.3 percent drop.“While home prices are predicted to temper next year, interest rates will likely rise and compound housing affordability issues,” said C.A.R. President Steve White.“Would-be buyers who are concerned that home prices may have peaked will wait on the sidelines until they have more clarity on where the housing market is headed. This could hold back housing demand and hamper home sales in 2019.”Meanwhile, the median home price is forecast to increase by 3.1 percent to 3,450 in 2019, following a 7 percent increase in 2018.The association added that the surge in home prices due to supply shortages is finally taking a toll on the market. Adding more uncertainty is outmigration, according to the association.Outmigration is the result of the state’s housing affordability crisis, which is predicted to be a concern for the California housing market in 2019 as interest rates continue to rise.According to the organization, 28 percent of homebuyers moved out of the county they previously lived in, up from 21 percent in 2017.The association warns that outmigration will continue as long as home prices remain out of reach and interest rates rise in the upcoming year. 1574

SAN DIEGO (KGTV) - When President Trump visited San Diego in September, he made a special trip down to the border to tout the wall and its technological advances. The president has made border security a major part of his term, even calling for the addition of 5,000 border patrol agents.A new study from San Diego State University says the increased emphasis on stopping illegal crossings and drug smuggling could make those very agents the targets of corruption and bribe offers. "When one door is closed, they try to find another one which is open," said David Janscisc, the public affairs professor at SDSU who authored the study. Janscisc says the harder it gets for smugglers to get people or drugs into the U.S., the more likely they are to seek help from agents at ports of entry. "You can clear a car full of drugs just by not inspecting it," he said. Janscisc isn't saying Customs and Border Protection is corrupt, but wanted to study how corruption occurs. He based his study off of 160 cases of CBP corruption over 10 years, noting the agency has 60,000 employees. Janscisc found the employees with less than five years of experience were more likely to be involved in drug-related corruption. However, those who were there longer were more likely to commit immigration-related offenses, such as falsifying paperwork to help get someone into the country. In a statement, Customs and Border Protection said applicants go through a strict hiring process that could include polygraph tests. "After the hiring process, CBP applies proactive measures in the form of training, rules geared to ensure workplace integrity and oversight and management of frontline officers and agents by CBP leadership at every level," the statement said. SAN DIEGO (KGTV) -- Witnesses say a woman was driving at least 100 mph before she crashed into a power pole in the Oak Park area and died early Sunday morning.The crash happened in the 2000 block of 54th Street around 1:30 a.m.According to witnesses, the woman was traveling at approximately 100 mph when she struck a curb, skidded out of control and hit a power pole.The 33-year-old became pinned inside the vehicle after the crash. Firefighters had to use the jaws of life to cut the woman out of the vehicle.The woman died at the scene due to her injuries. At this time, police say they don’t know whether or not drugs or alcohol were factors in the crash. 672

SAN DIEGO (KGTV) -- U.S. Customs and Border Protection officers over the weekend seized 461 pounds of narcotics worth more than .1 million and captured 14 fugitives.Officers intercepted 350 pounds of methamphetamine, 71 pounds of cocaine and 36 pounds of marijuana.The drugs were seized and the arrests made between Friday, October 27 and Sunday, October 29.The drugs were discovered in vehicles’ floor, car battery, seats, gas tank, tires and quarter panels, according to the agency.The 14 fugitives were arrested for charges including homicide, wire fraud, robbery and parole violations.One of those arrested was Deven Bargas, 20. Authorities say Bargas was wanted by the San Jose Police Department for homicide. 724
