SAN DIEGO (KGTV) - Dozens of dogs affected by Hurricane Michael have a new home in San Diego.The San Diego Humane Society is taking in 93 dogs from various shelters impacted by the category 4 storm last week along the panhandle.The dog-only charter flight landed at Gillespie Field Thursday afternoon with dozens of volunteers helping unload them.The flight carried pets transferred from St. Joseph Bay Humane Society, the Escambia County Animal Shelter and the Humane Society of Bay County.The Humane Society says the dogs still need to be spayed, neutered and micro-chipped, but they hope to start adopting them out in two weeks. 649

SAN DIEGO (KGTV) — Despite a concerted effort to repair San Diego's crumbling sidewalks, a new report by city staff details the vast number of areas in desperate need of repair, as well as the skyrocketing cost to get them fixed."We're repairing more now than we ever have, but it continues to be a source of frustration," City Council member Mark Kersey told 10News in an interview Wednesday ahead of a City Council meeting on the matter.The new data shows that crews have repaired or replaced more than 27,000 sidewalks since the last major assessment was completed in 2015. However, more than 81,000 sidewalks still need attention. And while an estimate in 2016 put the costs to complete the work at million, that number has now jumped to to 100 million."The way it's set up right now is the sidewalk is the property owner's responsibility," Kersey explained. "They own it and they're supposed to maintain it. But because it's in the public's right of way, if someone trips and falls and hurts themselves, the city is the first one to get sued."Kersey says the repair process is far more complex and time-consuming than simply seeing a problem area and fixing it. Much of this stems from trying to prod property owners into making the repairs. However, Kersey says the costs of getting the right permits can be prohibitive, even sometimes matching the actual cost of the work. There is a city program which offers to bypass permitting and have the city do the work for half of the cost, though only a few dozen repairs are processed through the program each year.Another concern is mounting legal costs. On top of the cost of the actual repairs, the city has spent millions of dollars settling lawsuits stemming from dangerous sidewalks. "I would much rather put those millions of dollars into fixing the problem than paying out legal bills," said Kersey. 1874

Gavin Newsom signed AB 2731 this week, which will allow the San Diego Association of Governments (SANDAG) to quicken the environmental review process in order to build a transit hub connecting to San Diego International Airport and redevelop the Naval Information Warfare Systems Command (NAVWAR) Old Town campus site, should the Navy partner with SANDAG.The bill, introduced by California State Assemblymember Todd Gloria and Senate President pro Tempore Toni G. Atkins (D-San Diego), will allow SANDAG to use the Navy's environmental document as the basis of its California Environmental Quality Act document and requires most legal actions over the project to be resolved in 270 days.RELATED: Mayor Faulconer, Acting Navy Sec. agree to make NAVWAR facility a transit hubThe bill will also require the transit hub to meet high environmental benchmarks, such as LEED Gold certification, reducing vehicle miles by 25%, and be greenhouse gas neutral in exchange for the streamlined environmental process."This bill represents a unique opportunity to protect the existing 5,000 Navy jobs from relocation, create a 21st-century transportation system in San Diego, and provide desperately needed economic stimulus to our local economy in the wake of COVID-19," said Gloria. "This project has the potential to generate at least 16,000 jobs and provide housing for up to 27,000 residents – both of which we know are desperately needed. SAN DIEGO (KGTV) — FBI investigators are seeking the public's help in identifying the suspect of a College Area bank robbery Wednesday.The suspect walked into Citibank at 5998 El Cajon Blvd. just after 3 p.m., approached a teller, and verbally demanded cash, according to the FBI.After receiving a sum of cash, the suspect fled on foot.The suspect was described as a Hispanic man in his late 20s to early 30s, with large build and standing about 5-foot 6-inches. He was last seen wearing a black hooded sweatshirt, grey sweatpants, sunglasses, gloves, tennis shoes. He was also wearing an American flag bandana during the robbery.Anyone with information is asked to call FBI San Diego at 858-320-1800. 709
