SAN DIEGO (KGTV) -- About 500 people turned out for a school safety community forum for the Poway Unified School District Tuesday night. Poway Unified School District put on the event so parents could learn what the district is doing to address and school and student safety.  The district asked parents to send in questions ahead of the forum. The forum, held at the Mt. Kim-Phelps said. SAN DIEGO (KGTV) -- After months without any organized sports or youth activities, the San Diego Junior Lifeguard program resumed Monday under strict guidelines to prevent the spread of the coronavirus.For Addison Watson, it was a day she thought would never come. On Monday, she joined hundreds of other kids to take part in the San Diego Junior Lifeguard program.“I’ve been sitting in my room on a desk with my computer, staring at a screen. This is nice to be outside,” Addison said.When the COVID-19 pandemic shut everything down, there was a concern there wouldn’t be a program this summer.However, organizers pressed on and prepared just in case. Once the green light was given by San Diego County health officials, they had everything up and running.The program opened up with health measures in place, including having families do health screenings at home. Additionally, each participant and the entire staff will have to go through another health and temperature screening on site each day.Participants and staff are also required to wear masks and will have to follow social distancing guidelines. To help with distancing, the program will be spread out at more locations.The participants will also be broken up into smaller groups -- unlike before, they will stay within this group to keep the interaction to fewer people.Heather Rabe, program manager for the San Diego Junior Lifeguard Program, said, “We're following an operational safety protocol plan that we've been developing and working on and adjusting as new guidelines have come out for the last two months.”10News was also told other agencies within the state and outside of California will use this similar model when it comes to their aquatic programs. 1735

SAN DIEGO (KGTV) — About 160 military police and engineers will be sent to border crossings in San Diego and El Paso this weekend, according to the U.S. Customs and Border Protection.The government will send 80 active-duty troops to San Diego and another 80 to El Paso, according to CBP and the Department of Defense (DoD). Troops are expected to arrive at the two locations Saturday.CBP confirmed to 10News the Department of Defense will provide a "crisis response force" (CRF) for the San Ysidro Port of Entry (POE) in case a federal appeals court nixes a Trump Administration policy known as "Remain in Mexico," and due to coronavirus containment concerns.RELATED: Trump: US could close borders to guard against coronavirus"Based on the pending MPP [Migrant Protection Protocols] decision, continued concern of large groups attempting to forcibly enter through the San Ysidro POE, and COVID-19 containment and mitigation concerns, CBP has activated the CRF," a CBP spokesperson said.Though the spokesperson later downplayed that the troop surge was in direct response to coronavirus cases."...The DoD is not doing anything in direct terms of COVID-19. CBP officers are still doing all immigration related screenings. This is more about port security," the CBP spokesperson added. Last week, when the policy was temporarily stopped, crowds gathered at an El Paso crossing.In response to the incident, CBP said five port of entries have either been closed or had operations partially suspended."[POEs] are not designed or equipped to handle extremely large groups of travelers arriving all at the same time and temporary closure of a POE is contemplated as an extreme option, as necessary for public safety and border security," the spokesperson said.San Diego Mayor Kevin Faulconer's office, however, said while the extra troops are welcomed in San Diego, they shouldn't be treated as a long-term solution.“San Diego supports our brave men and women in the military and appreciates their service wherever it may be. As we saw with the reversal of the 'Safe Release' policy back in 2018, San Diego’s non-profit community and regional agencies quickly responded to establish a temporary shelter for migrants who were being released onto San Diego streets as a result of changes to Federal immigration policy. SAN DIEGO (KGTV) — A Solana Beach man is back in San Diego still recovering from a spinal cord injury that happened halfway around the world in Bali.Anthony Galvan-Schaible's journey happened during the pandemic and even though he's back home, there are months of intensive rehab ahead.Schaible went to Bali in February with plans to stay until April. Then the pandemic started and he had to stay.In late July, Schaible was in a motorcycle accident that left him with a spinal cord injury. He required emergency surgery halfway around the world.RELATED: Local man's trip to Bali takes unexpected turn after crashHis mom flying to be by his side."Pretty much just got stronger and we had to figure out how to fly business class," Schaible said before his return.Two weeks ago, Schaible made it back home, transferred to UCSD La Jolla after three flights and 36 hours of travel with doctors on board."Definitely noticing myself get a little stronger as the days go by but next is an acute rehab facility," said Schaible.In the coming days, Schaible will move to Loma Linda University inpatient rehab. Doctors haven't ruled out the possibility of regaining movement and one day walking again — something Schaible plans to work towards one day at a time."At this point, it's just pretty positive and just looking forward to moving more and wiggling a little bit more and hopefully getting these legs going would be my goal," Schaible says.The family still posted a GoFundMe to help with medical expenses. 1508

SAN DIEGO (KGTV) -- A woman says she tried to save the life of a man found dead under a bridge this morning. He was released from the hospital just hours before police found his body in Hillcrest. There was something about a man at the hospital that stood out to Megen Murray. "For whatever reason, I don't know why he caught my eye," said Murray. "I just watched the orderly wheel him outside."He was discharged from Scripps Mercy Hospital Wednesday night. He was still wearing a hospital gown when he was found."It was just unnatural to see a man in a hospital gown, in a wheelchair, sitting on the street."Murray says she tried to get the hospital to help, but she says they wouldn't listen. "Yep, he's homeless, he has nowhere to go, we dismissed him, if he wants he can come back in and be seen again but that was it," said Murray.She then took it upon herself to make him comfortable. "I said, 'I have these blankets for you,' and he looked at me and gave me the biggest smile. And then I said, 'I only have  cash on me, so here's .' I told him to put it in his pocket and said 'I'm sorry I cant do more."'The hospital told 10News the man was healthy enough to be released and aware of his surroundings. Seven hours later he was found dead after tumbling from the Washington Street bridge. And it's not the first time a patient was discharged in hospital clothes. A video from Baltimore went viral in January that showed a woman, wobbling and confused, still wearing a gown and surgical mask. Homeless patients are often discharged after being treated with nowhere to go. "We have to see these people as people. They're people. It just ripped me to the core.
