SAN DIEGO (KGTV) -- San Diego County issued cease and desist orders to several businesses Monday after the county entered the state’s restrictive purple tier.According to the county, the orders were issued to several local restaurants, gyms, and yoga studios.The news came after Governor Gavin Newsom hit the brakes on economic activity, moving 28 more counties into the state’s most restrictive tier.The purple tier restricts capacity at retail businesses, closes gyms, and limits restaurants to outdoor-only service.Monday, Newsom forced 41 of California’s 58 counties to the purple tier. SAN DIEGO (KGTV) -- San Diego County’s District Attorney Monday warned of price gouging amid the coronavirus. During a declared state of emergency, it’s illegal for a business to increase prices for essential goods or services by more than 10 percent. The only exception is if businesses can prove their own costs have increased. On March 4, Governor Gavin Newsom declared a state of emergency throughout California. RELATED: Santa Clara County announces first coronavirus deathThe San Diego County Board of Supervisors also extended a state of emergency for an additional 30 days on February 19. “We want county residents to know that we stand ready to protect their consumer rights under the law,” District Attorney Summer Stephan said. “We will strictly enforce violations related to price gouging.”Violations of the price gouging statute could face up to a year in prison and a fine of up to ,000. "We're going to go out when we get citizen complaints and provide them notice and explain to them what the law is," said Damon Mosler, Chief of the Economic Crimes Division for the DA's office. SAN DIEGO (KGTV) - San Diego County is taking another jab at tackling the housing crisis. In a press conference Wednesday, Supervisor Dianne Jacob revealed a set of pre-approved plans to build granny flats throughout the county. Homeowners can choose between plans for a 600 or 1,200 square foot designs. The program can help homeowners save up to ,000 in design and permit fees. Tom Tanner recently built a granny flat on his home in Lakeside. "I was looking for that additional income to offset the cost of everything," said Tanner. "If it’s doable, yea, do it it all comes down to the numbers, how much they can afford what they’re going to get back."The county is currently working on developing four other designs for homeowners to choose from. SAN DIEGO (KGTV) - San Diego Police announced Tuesday the arrest of a man suspected of sexually assaulting an elderly woman in a nursing home in Hillcrest. Detectives took Lusean Arline, 48, into custody Monday for the crime which occurred Oct. 27. Police did not release the name of the nursing home, but administrators with Balboa Nursing and Rehabilitation Center confirmed with 10News the attack happened in their facility.Police said the 88-year-old victim was inside the nursing home when Arline illegally entered the facility. He sexually assaulted the woman, who was in her bed, officers said. San Diego Police Sex Crimes Unit investigators collected evidence at the scene, including male DNA which was processed by the Crime Lab and loaded into the Combined DNA Index System (CODIS). Arline is currently being held on a parole violation. SAN DIEGO (KGTV) -- San Diego police officials have announced the arrest of two suspects in the murder of a security guard who was gunned down outside of an East Village homeless shelter last month.In a release sent Tuesday night, San Diego Police Department Acting Capt. Martha Sainz said homicide investigators were led to two suspects in the case through witness accounts and collected video footage from the area including from Smart Streetlights.The high-quality images obtained from the Smart Streetlights allowed investigators to identify 47-year-old Floyd Garrett and 40-year-old Johnny Hill as the suspects, according to Sainz."On January 4, 2020, investigators tracked Garrett to Phoenix, Arizona where he was arrested with the assistance of the Phoenix Police Department. Garrett will remain in custody in Phoenix, pending extradition hearings," said Sainz.Hill was located in San Diego and arrested by San Diego Police officers Tuesday without incident. He was booked into county jail for the murder.Both men are from San Diego, according to Sainz.Ernest Lee Buchanan, 44, was killed on Dec. 28 outside the Alpha Project shelter on Imperial Avenue. Buchanan was returning from taking a meal break when someone approached him and opened fire. Buchanan was taken to the hospital but died from his injuries a short time later. 1344
