San Diego County handles approximately 9,000 cases of elder and dependent adult abuse every year. Elder abuse is defined by the Centers for Disease Control as "an intentional act, or failure to act, by a caregiver or another person in a relationship involving an expectation of trust that causes or creates a risk of harm to an older adult." Types of elder abuse include: physical abuse, sexual abuse, emotional/psychological abuse, neglect, or financial abuse. The county sees about 450 cases a year of criminal elder abuse cases, according to Paul Greenwood with the Elder Abuse Prosecution Unit of the District Attorney’s Office.  The District Attorney’s Elder Abuse Unit prosecutes crimes against seniors, as well as addresses the special needs of elderly victims. They meet with seniors to teach them how to protect themselves, train bank and credit union employees on protecting financial assets of elderly customers, and train first responders to be aware of issues involving elders.  The National Council on Aging? said approximately 1 in 10 Americans over the age of 60 have experienced some type of elder abuse. However, knowledge about elder abuse lags behind the fields of child abuse and domestic violence. SAN DIEGO, Calif. (KGTV) -- A fishing shop in Kearny Mesa was burglarized early Sunday morning. The break-in was caught on the San Diego Tackle Traders' surveillance cameras just before 4:30 a.m. The video shows two suspects, wearing masks and gloves, getting into the shop using a crowbar. The two people can be seen walking into the business, on Convoy Court, with a cooler and some type of container, heading towards the back of the shop. The owners of San Diego Tackle Traders say the suspects got away with several fishing reels and rods, a total value of ,000 to 0,00. The owners tell 10News this is a big blow to their small business. They say they work by appointment only and don't advertise their address online because of the value of the items they sell. The owners are now hoping people will keep an eye out for anyone trying to sell brand new fishing equipment. Anyone with information is asked to call the San Diego Police Department. 964

San Diego (KGTV)- Homes and businesses aren't the only things being affected by power shut-offs Thursday. Traffic lights are also out, and it's causing a lot of confusion for drivers. Just before 10 a.m., a crash happened at the intersection of Poway Road and Highway 67, where the traffic lights had no power. A car slammed into the side of an SUV. Good Samaritans ran through traffic to assist and call 911. Both drivers are expected to be okay. Hours earlier, traffic backed up for about half a mile during the morning rush hour. Drivers were confused about their turn to go. "A lot of these people have been coming to this intersection for 30-plus years," says Deputy Nicholas McGregor. "They have an expectation that when they get here, it's going to be smooth, flow traffic. So when the lights go out, I think it's a hazard."Wednesday night, a car rammed into the back of a truck after power was shut off at the intersection of Scripps Poway Parkway and Highway 67. The car burst into flames moments after the crash.The Sheriff's Department says there are only about two hours of battery life on the traffic lights after the power is shut off. Deputies try to put as much signage out for drivers but say they should remain cautious. 1247

SAN DIEGO, Calif. (KGTV) - A proposal to build a four-story, 48 unit apartment complex in Carmel Valley has riled some neighbors, to the point where hundreds of them have now signed a petition asking the San Diego City Council to abandon the project.The complex would be at 10211 Rancho Carmel Drive, just off the 15 Freeway near Ted Williams Parkway. It's less than a half-acre. Right now, a two-story parking structure sits on the plot of land.Plans from developer New Pointe Communities say they would build the complex on top of the parking garage, essentially creating a six-story building.People who live in the nearby Provencal community say it doesn't fit the neighborhood. They've started an online petition to stop it."That’s pretty tall, and that just doesn’t fit in" says Eric Von Waldner, who signed the petition."It’s going to take away our view, take away our privacy. There will be balconies looking right at us. I just don’t like the idea of it," he adds.Von Waldner says neighbors worry the added units will overwhelm the area's electrical, water and sewage grid.They also say it will cause traffic headaches at the signal light on Rancho Carmel Drive and Provencal Place."You got Starbucks over there. You got people that live in my community. If you add 48 more units, it’s going to be crazy," says Von Waldner.They plan to send the petition to District 5 City Councilmember Mark Kersey, asking for a new plan. The Council already has an agreement with New Pointe to sell the land.“A number of residents have contacted me about the proposed project on Rancho Carmel Drive, and I continue to welcome feedback from my constituents. Any redevelopment plans for the site will go through an extensive public process with numerous opportunities for input from the community,” Kersey said in a statement to 10News.According to Eric Edelmen, the chair of the Carmel Mountain Ranch Community Council, the developer still has to submit a formal proposal to the city. They also have to ask for the area to be re-zoned to allow the extra units.Right now, Edelman says the land is only zoned for eight units.He says the last time they heard from New Pointe was at a November 14th meeting. SAN DIEGO (KGTV)- Hundreds of volunteers, from all over the state, are in San Diego for Governor Gavin Newsom’s emergency preparedness campaign. It’s called “California For All.” The campaign is designed to help emergency responders during wildfires and other disasters. California For All campaign is bringing together 600 volunteers. The Community Emergency Response Teams, also known as CERT, is on a mission to help prepare people in the community in case of a natural disaster.CERT members are also trained to assist first responders. “It’s an opportunity for community members to learn basic skills to prepare their community to respond, in case of a major disaster or any event, where the actual true responders can’t get there on time” Dore Bietz. Governor Gavin Newsom and legislators came together to make a million commitment to the campaign. A video message from the governor was played during today’s session. CERT members also help engage diverse and socially vulnerable communities during times of need. “It is very difficult for first responders to come in when there is a language barrier,” says Bietz. CERT is a FEMA- recognized program. Members suggest every household should have a plan in case there is an evacuation in their area. 1265
