BEIJING, Nov. 23 (Xinhua) -- China aims to better protect lawyers' rights and facilitate their work through enhanced financial and policy support, according to the Ministry of Justice.The ministry also intends to intensify supervision on the work of lawyers and law firms against unsound practices, it said on Tuesday.Efforts will be made to better protect lawyers' rights to meet with their clients in police custody and facilitate their rights to review documents, conduct necessary investigations and collect evidence, the ministry said in a written interview with Xinhua Tuesday.The ministry, which has recently issued a circular on its proposal to further improve the work concerning lawyers, called for a system to guarantee funding for lawyers' work."Lawyers should be subsidized if working as legal advisors to the government or providing legal services for the public interest," the ministry said.Also, government agencies are urged to continue their financial support for those government-funded law offices in underdeveloped regions of the country and offer more funding for lawyers' training.The ministry called on courts and prosecution agencies to recruit more judges and prosecutors from outstanding lawyers and encouraged government bodies to select more qualified lawyers to work as civil servants.Meanwhile, China will improve the evaluation of lawful practices undertaken by the country's lawyers and increase supervision over the work of law offices and lawyers, according to the ministry."Judicial administration departments should conduct annual checks of law firms' work while bar associations should check lawyers' lawful practices every year," it said.It called for intensified checks for unsound practices of law firms or lawyers, including those of undermining justice in law enforcement, public order, or legal rights and interests of the masses."Lawyers who ignore or violate laws and regulations governing lawyers' practices should be dealt with seriously, including expulsion from the legal profession," the ministry said.Conditions and procedures which applicants should meet and pass before becoming certified lawyers must be strictly followed, the ministry said.According to the ministry, the number of certified lawyers and law firms in China exceeded 166,000 and 15,000, respectively, at the end of 2009.

GUANGZHOU, Dec. 27 (Xinhua) -- China's southwestern Yunnan and Guizhou provinces agreed Monday to transmit 497 billion kilowatt-hours of electricity to the southern Guangdong Province over the next five years.The agreements were signed Monday between the China Southern Power Grid Company (CSG) and the three provinces.Due to a lack of resources such as coal and water, the relatively more developed eastern and southern regions in China face pressure of providing enough electricity to boost their growth."China's coal resources are mainly based in the west and north, while water is also abundant in the southwestern regions. The uneven situation makes it necessary to transmit power from the west to the east," said Qian Zhimin, deputy director of China's National Energy Administration.Qian said China had initiated the west-to-east power transmission program back in 2000. By the end of this year, the CSG has transmitted over 543 billion kilowatt-hours of power through the program.Guangdong, an economic powerhouse in south China, with a gross domestic product exceeding 3.9 trillion yuan (about 583.3 billion U.S. dollars) in 2009, has been the largest beneficiary of the program as almost 120 billion kilowatt-hours of electricity produced in other western provinces is used by Guangdong annually, making up about one-fourth of all the power it uses every year.The CSG is one of China's two major grid operators, along with the State Grid. The CGS invests, builds, and operates power networks in Guangdong, Guizhou, Yunnan and Hainan provinces, and in Guangxi Zhuang Autonomous Region.

BEIJING, Jan. 14 (Xinhua) -- A senior leader of the Communist Party of China (CPC) vowed Friday to enhance bilateral ties with Estonia.Li Changchun, a member of the Standing Committee of the Political Bureau of the CPC Central Committee, made this pledge during his meeting with visiting President of the Parliament of the Republic of Estonia Ene Ergma in Beijing.Li praised the recent growth of relations and cooperation between the two nations, saying China values its ties with Estonia and regards the country as an important partner in the Baltic Sea region.China would work to increase the mutual political trust with Estonia, encourage the exchange and communications between the two business communities and strengthen the humanitarian exchange between the two peoples, Li said.Li recalled his visit to Estonia last September and applauded the close contact established between the CPC and the Estonian political parties, expressing his hope that the two sides could step up exchanges and cooperation based on the principles of independence, equality, mutual respect and non-interference in each other's internal affairs.He also briefed the Estonian guests about China's latest economic and social developments.Ergma, who was visiting Beijing at the invitation of Chinese top legislator Wu Bangguo, said Estonia attaches great importance to its relations with China and is expecting to expand cooperation with China in fields such as biology and information technology.The Estonian parliamentary delegation arrived in China on Wednesday. BEIJING, Dec. 13 (Xinhua) -- China's top legislature said Monday in a statement that it will continue discussing a draft amendment to the Criminal Law, which proposes tougher punishments for those involved in organized crime and drink-driving.Members of the National People's Congress (NPC) Standing Committee will discuss the draft amendment at an upcoming bi-monthly session scheduled for Dec. 20-25, according to a statement issued after a meeting of the chairman and vice-chairpersons of the NPC Standing Committee, presided over by chairman Wu Bangguo.The legislature conducted the first reading of the draft amendment in August.Wu Bangguo (C), chairman of the Standing Committee of China's National People's Congress (NPC), presides over the 54th chairpersons' meeting of the 11th NPC Standing Committee at the Great Hall of the People in Beijing, capital of China, Dec. 13, 2010.
