SAN DIEGO (KGTV) - A San Diego mom is hoping the county's new plan to provide more affordable housing will help keep her off the street. Leticia Rodriguez, her mom, and two kids have been living in Rodriguez's van the last several months, but right now the van is in the shop. They're hoping to get into the San Diego Rescue Mission. It would be their first time sleeping at a shelter."You have to come back at  5 ' o'clock and line up and you know, wait to get in, every day, until you get a bed," said Rodriguez. Rodriguez makes  an hour as a team leader at Jack N' The Box. She's been looking for a place she can afford for more than a year. "You can get a studio for 0 then you're lucky, but then they say how many are you? Then they say, that's too many," said Rodriguez. Tuesday the San Diego County Board of Supervisors voted unanimously to set up a million dollar trust fund for the county to use to invest in affordable housing. The vote followed a brief presentation by staff detailing the housing-related hurdles in the San Diego region, including that more than 3,500 affordable units have been lost in the last 20 years. 1192

SAN DIEGO (KGTV) - A woman's trip to Mission Bay ended with her, and her car, soaked.The woman, who identified herself as Candy, said she was next to her car on a boat ramp preparing to unload her kayak for a day of fishing and roaming around Mission Bay. Suddenly, her 2002 Audi convertible started rolling as she was unloading gear.Candy jumped into the car and road it into the bay as she tried to get her emergency brake to engage."It just wouldn't. It just kept on going," Candy told 10News. "I was standing straight up in it as it was going down ... quite a scene, I'm sure."The car started sinking into the bay with Candy still inside, before she jumped out to swim back to shore. Her lunch and kayak floated to the other side of the bay as her car became completely submerged, she told 10News."I'm going to have plenty of fish now," she joked. "It's not a big deal, things happen."Two tow trucks were able to fish Candy's vehicle out of the bay and San Diego Lifeguards retrieved her car and kayak, in which she had left her purse and lunch.Candy said she had just purchased the car in November.San Diego Lifeguards reminded locals to exercise caution while using boat ramps. 1216

SAN DIEGO (KGTV) -- An exclusive ABC 10News/San Diego Union-Tribune poll shows many City of San Diego voters are still undecided on some important races this November.The poll was conducted by SurveyUSA from Aug. 28-31, five weeks before mail-in voting begins.According to the poll, one of the closest races is for San Diego mayor, as both Democratic candidates -- City Councilwoman Barbara Bry and Assemblyman Todd Gloria -- are within a few percentage points of each other.The poll shows Bry ahead of Gloria 37 percent to 34 percent, with 29 percent undecided.Political analyst Kyra Greene told ABC 10News, “At this point in an election cycle, you would fully expect there would be more differentiation between the two candidates, but I think it’s a tough year because campaigns aren’t able to get out, talk to voters, so there are just a lot more people who are undecided.”Gloria’s campaign representatives said of the poll: “Our campaign has completed two polls recently and both show Todd with a double-digit lead. We are confident in their accuracy and will continue to run a campaign that focuses on finding solutions to the big issues facing San Diego."Bry’s campaign responded: “These results illustrate the dramatic shift in momentum since the March primary, when Assemblyman Gloria received 41 percent of the vote compared to Councilmember Bry's 23 percent.”In the race for San Diego City Attorney, the latest poll shows at least half of San Diego voters are undecided, but incumbent Mara Elliott leads challenger Cory Briggs by 10 percent.Several key ballot measures are set to be decided on Nov. 3, including Measure E and Measure B.Measure E would change the existing height limit on buildings in San Diego’s Midway District.The latest poll numbers are close -- 31 percent in favor of the measure -- but Greene said past voter trends could be an indicator.“The most common thing if people are not sure is they vote against the measure, which makes sense. They assume why change something if I’m not entirely sure what it’s about?” Greene said.Measure B would create an independent citizen’s review board to review actions taken by police.According to the poll, voters are showing clear support for the ballot measure, with 55 percent in favor.Greene said, “In part, it’s because it appeals to people across the spectrum of opinions about police accountability.”Ultimately, Greene said she believes results might not be completely clear on Election Day.“Given that people will be mailing in their ballot, we will have even more uncertainty on election night about which races and more questions about how soon they will be decided,” Greene said. 2666

SAN DIEGO (KGTV) - A World War II veteran is being honored not only for his service to our country but to the San Diego community.With the help of former students, current students, and staff at Hilltop High School in Chula Vista, the library was dedicated to World War II veteran Tom Rice. The lifelong Coronado resident was an Army paratrooper in the 101st Airborne Division on D-Day. He was the first to jump out of his C-47 after it crossed the English Channel.RELATED: Retired Chula Vista teacher grateful for war hero's inspirationRice taught U.S. government in the Sweetwater Union High School District for more than 30 years, mostly at Hilltop High.The surprise was unveiled to Rice on Thursday. "Everyone has given me their grace, and I have nothing to return but just my presence, and that was it. The two women say Rice didn't talk about the war when he was a teacher; it wasn't until years later they learned of his bravery. "We are honored to know him and honored by what he did for us as students and what he did for our country," said Cappos Hardy.Rice is well known for returning to Normandy to reenact his D-Day jump in honor of those who never made it home. SAN DIEGO (KGTV) - A Sorrento Valley startup company has a plan to bring Coronavirus testing to your door.Mobile Xpress Clinics is offering on-site testing for businesses and their employees."I don't want my employees going to an emergency room," says founder Rolf Muller. "They have to go to an area that's safe, which can be controlled and there are not a lot of unhealthy people. And that is the key."Muller and his wife, Judy Muller-Cohn, created the mobile testing lab while looking for a way to get their own employees tested. They run a cancer diagnostic company and wanted to make sure their workers had easy access to tests.The clinic is a van, fully equipped with testing supplies, PPE, and everything needed to transport the tests back to a lab for analysis.Muller says they can set up within 15 minutes in a parking lot, and it only takes about 3 minutes per person to complete the test.Results come back within 24 hours."We can bring it to schools. We can bring it to church congregations. We can bring it to supermarkets. We can bring it to every single company where people work together," he says."If we control communities, the people who interact with each other all day long, then we can control the virus outbreak."Muller says companies should test their employees every two weeks. The cost of bringing a Mobile Xpress Clinic will vary depending on how many people are being tested, and how often the company books their services. 1458
