(KGTV) - A local driver is warning of an unusual encounter with a dark SUV Saturday night on a North County freeway.Dashcam video captured on Interstate 15 shows an SUV with a light bar across the top. The driver tells 10News she initially thought it was a police vehicle and then spotted the back windshield, which was lit up by blue lights that resembled audio levels.Not long after, she says she heard a siren noise coming from that same SUV, as it approached a red light.MAP: Track crime in your neighborhood10News showed the video to CHP officer Jim Bettencourt who said he believes the blue light, the light bar, and siren are all vehicle code violations."If they were utilizing that to get people to move out of the way or caused a crash that would be another slew of charges," said Bettencourt.Bettencourt said because the SUV didn't have a symbol representing law enforcement, the driver wouldn't face an impersonating an officer charge. 972

Fire investigators believe that the fire started in the home's garage and spread to the attic.One adult, three children, and five pets were inside the home when the fire began. The pets woke up one of the children, prompting the family to escape the home.One of the pets, a cat, died in the fire, according to Escondido Fire. The American Red Cross helped the family find lodging after being displaced.Later Friday, just before 6 p.m., the home re-ignited, prompting another round of firefighting.The cause of both fires has not been identified. 811

(KGTV) — A verbal confrontation between a North County father and son turned violent after a knife was involved, leading to a stabbing.A man and his son living in the 1100 block of Saxony Rd. got into an argument at about 4:30 p.m. Friday, the San Diego Sheriff's Department said. Federal prosecutors Friday requested that Donald Trump's former personal attorney Michael Cohen receive "a substantial term of imprisonment" for various finance-related crimes.In separate filings, prosecutors from special counsel Robert Mueller's office and the Southern District of New York outlined their cases for Cohen's future.In August, Cohen pleaded guilty to eight federal crimes after being charged by Manhattan federal prosecutors. Those included tax fraud, making false statements to a bank and campaign-finance violations tied to his work for Trump, including payments Cohen made or helped orchestrate that were designed to silence women who claimed affairs with the then-presidential candidate. Trump has denied those claims."After cheating the IRS for years, lying to banks and to Congress, and seeking to criminally influence the Presidential election, Cohen's decision to plead guilty -- rather than seek a pardon for his manifold crimes -- does not make him a hero," prosecutors for the southern district wrote.In its filing, Mueller's office says that Cohen took "significant steps" to help the investigation has accepted responsibility for his crimes. ENCINITAS, Calif. (KGTV) - A dog owner is sharing her story after she says a neutering procedure turned into a month-long nightmare.On the morning of February 21st, Brigitte Yvon dropped off 2-year-old Yellow Lab Davie at her veterinarian in Encinitas to be neutered. Hours later, she got a call saying everything went well and she picked up her dog early that afternoon. For the next nine days, Yvon tended to him. Davie kept whimpering and trying to get at his back, but Yvon thought it was part of the recovery from the neutering. Yvon then noticed something on Davie's back."Fur was matted. Skin was raw and bleeding in places," said Yvon.She used a clipper and found more of the same under the fur. She took him to another vet, who shaved his back to reveal third-degree burns across his back. "They told me to prepare for what I was about to see. I was horrified and devastated," said Yvon.Yvon brought photos to the original veterinarian."He did apologize and admit responsibility," said Yvon. She says he didn't go into detail, but pointed to saline bags used to warm up and regulate body temperature during and after the procedure. Yvon says he agreed to pay for treatment. Yvon says the veterinarian has since filed a claim with his insurer.For Davie, the treatment has included surgery and several rounds of antibiotics. For Yvon, there have been plenty of sleepless nights. She has this message for other pet owners: Ask questions and educate yourself on the most basic of procedures.Yvon asked us not use the name of the vet, because her only goal is to increase awareness of the risks. Experts suggest asking your veterinarian how they warm up animals when anesthesia is used. Devices like warming blankets with temperature alarms are considered safer.The veterinarian who performed the procedure issued the following statement: "While I would like to respond with an accurate account of what transpired, it is my professional responsibility to respect client confidentiality. When this client called with a concern I responded immediately. I worked with her to identify how to move forward with his healing. We provided treatment for the wound and care for the pet and consulted with specialists and offered the best options, and the client was not charged. We understand that pets are part of the family. We want to make sure that our clients receive the highest level of care available. We are truly glad to hear that Davie is doing well and expected to have a full recovery and hope he has a long and happy life." 2539
