San Diego (KGTV) - A San Diego doctor convicted and deported due to child pornography charges is back working in the medical field.In 2006, Dr. Jacques Lemire pled guilty to possessing child pornography.More than a decade after he was stripped of his medical license in California, the Toronto Star discovered Lemire was able to get a new license in Canada."I'm not working with patients; I think it shouldn't be disclosed,” said Lemire.He explained in a phone interview with a Toronto Star reporter that he doesn't think the disciplinary actions he was dealt in the United States should be listed on his current license in Quebec.“The fact that I’m doing administrative, I’m not working with patients. I think it shouldn’t be disclosed,” he said. “I’m not even close to any patient.”In the late 90s, Lemire was at the top of his medical game in San Diego.He specialized in pediatric kidney transplants and 10 News even featured him in a 2001 story. But, in January 2004 that rising career came crashing down.Lemire was arrested for possessing child pornography. Investigators were tipped off when Lemire took his laptop in for repairs. A technician found images of children engaged in sexual acts.Lemire pled guilty to possessing child pornography in 2006. Also, his medical license was revoked, according to records Team 10 obtained from the Medical Board of California.In sentencing transcripts, the court noted that although Lemire is guilty of possession of child pornography, examining professionals did not determine him to be a pedophile.Lemire spent about year behind bars and was deported to Canada around 2008.A decade later, reporters for the Toronto Star found Lemire working in a medical setting. They discovered he now “reviews medical files for Quebec's public health insurance program.”The publication's series, “Bad Doctors who Cross the Border can Hide Their Dirty Secrets” reveals how doctors crisscross the Canada-U.S. border while a broken system keeps the records of their crimes, malpractice and disciplinary rulings secret.The Toronto Star discovered, “A year after the U.S. government deported Lemire, Quebec's physicians' college granted him a license." According to their investigation, “From 2010 to 2014, Lemire was permitted to practice only in Quebec ‘institutions,’ and he spent three years at an old-age home for retired nuns. He was not explicitly restricted from treating children, and the institutions category includes child and youth protection centres.”On its website the Quebec College lists Lemire as having an active status, but his practice is limited to administrative tasks without clinical activity.What's not listed in his profile is any disciplinary action taken against Lemire by the California Medical Board or U.S. courts. It lists a phone number to call for more information.Team 10 asked the Medical Board of California to comment on Lemire’s current situation in Canada.In a statement a spokesperson said, “The Medical Board of California (Board) is committed to consumer protection, transparency, and notifying consumers and out-of-state jurisdictions when a physician has been disciplined in California. The Board posts disciplinary actions on its website and sends subscriber alerts whenever a doctor has been disciplined. In addition, the Board regularly posts updates on its Twitter and Facebook pages whenever a doctor is disciplined. The Board works with the Federation of State Medical Boards and National Practitioner Data Bank to notify jurisdictions outside of California when doctors have been disciplined here.”Team 10 investigator Adam Racusin asked how situations are handled if a doctor is disciplined in another country, then applies for a license in California? The spokesperson said, “Whenever a doctor who is disciplined in a jurisdiction outside of California and applies for a license in California, the Board reviews the discipline as part of the licensure process.”In his interview with the Toronto Star, Lemire said officials with the medical college were presented with all the information and they agreed that he would get his license back. He believes he served his time and should be allowed to keep being productive.In response to 10News questions and the Toronto Star investigation a spokesperson for the Collège des médecins said they always check the disciplinary and criminal backgrounds before accepting and licensing a doctor. In a statement, they wrote 4492

SAN DIEGO (KGTV) -- Video captured a man smashing display cases inside a Mission Valley mall jewelry store Wednesday evening.The cell phone video given to 10News shows a suspect using whatever he can find to smash a jewelry case inside Zales.The incident started around 2:15 p.m. when a witness saw the man wearing a Padres jersey walking around suspiciously.The witness first saw the suspect take a hat from a kiosk before walking into Champs Sports, taking off his jersey and stealing a Nike jacket.The man then began to untie a pair of shoes on a mannequin in an attempt to steal them. Once he saw people watching him, the suspect left the shoes and ran to the jewelry store.He grabbed a pipe and tried to break open a jewelry case. After the unsuccessful attempt, he then grabbed a mirror and tried to do the same thing.Unsuccessful again, the suspect grabbed a chair and continued to smash the cases until he was able to stuff some necklaces into his pocket.By the time the man broke the display cases, police had arrived on scene, taking the suspect out in handcuffs. 1081

SAN DIEGO (KGTV) - For the second time this week, Rancho Bernardo High School Principal Dave LeMaster met with concerned parents Thursday regarding Monday's school threat.Students arrived for class Monday morning to find violent threats spray-painted onto around 20 locations on campus. They all indicated a school shooting would happen that day at noon, with messages including "murder, blood, chaos" and "Florida was nothing".LeMaster told 10News police arrived quickly and within minutes determined there was no credible threat.An email notification went out to parents around 8:30am, after class had started, although LeMaster said if there was a danger, notification would have been sent out much sooner."We work with law enforcement to make sure the situation is secure and everyone is safe, and oftentimes, communication comes after that,” said Poway Unified School District spokesperson Christine Paik.Word of the incident quickly spread among students and their family members, which provides a challenge for administrators to inform parents."In the age of social media and texting, sometimes those unofficial communications will beat us to it ," Paik said. "But we have a responsibility to be accurate before we are able to put out those messages.”One parent told 10News she thinks the school should immediately notify parents of any threat to the school to give them the option of keeping their kids away from campus, but other parents worry that doing so could cause unnecessary panic and disruption.PUSD said it will work on improving the time it takes to send notifications to parents. The district is currently working on adding a text message option for parents to receive such notifications.10News reached out to the San Diego Police Department for an update on its investigation into the threats, but has not heard back. 1856

The musician announced on Twitter he was canceling his performance to take some time off."It’s been a wild last 7 months and im ready to take a little time off. sorry to everyone attending twitchcon or the sandbox music festival, i will not be there. i love u guys and will make it up to you some way," the 20-year-old rapper tweeted.RELATED: Gaming, video streaming unite as TwitchCon returns to San DiegoLil Nas X was scheduled to perform alongside Blink-182, Au/Ra, Y2k, and Madeon. SAN DIEGO (KGTV) - When a baby is born premature, a family’s world can be turned upside down. November is Prematurity Awareness Month. So, in recognition of that, the March of Dimes donated 50 care packages filled with everything from fuzzy socks to crossword puzzles, and tissues to parents who spend countless hours with their babies in the NICU. "Oh, is that funny?" says mom Vanessa holding her newborn. For a mother, anything her newborn does is a little miracle. "So this is our boy Ezekial,” says Vanessa showing off her little miracle. “He was 3 pounds, 10 ounces." But Ezekial is only one of three miracles. There's also sister Eleana, and little Evelyn. Triplets, three little miracles, born nine weeks premature at Sharp Mary Birch. "I spent three and a half weeks upstairs on the fourth floor, admitted. Um, it was hard,” adds Vanessa holding back tears. “I carried the triplets until 31 weeks and three days, and we've been here ever since, I'm going on about 40 days." Forty days and counting in the Neonatal Intensive Care Unit at Sharp Mary Birch Hospital. And Vanessa, with a two year old at home already, is here six to nine hours a day. "I come between 10 and 11, and I'll leave about 5 or 6. It just depends. Sometimes it's just hard to leave," says Vanessa. On this day, the March of Dimes is here delivering care packages. A little comfort for parents trying to navigate the emotional roller coaster of life in the NICU. "It's great, the nurses love our babies, and the doctors are amazing,” says Vanessa. “It's just some days are hard because this is what you come to every day. And every day I just want to hear, 'Your babies are ready to go home.'" That day will come, just like it did for Kristina and Mia. "She was born on July 31st, and she was supposed to be born on November 3rd. She was born 1 pound and 9 ounces," says mother Kristina holding her little Mia tight. Mia was 14 weeks premature. "This kind of puts it into perspective of how small she was,” says Kristina showing a picture on her phone. “That's my husband’s finger, and that's her little hand. Her fingers don't even wrap around the tip of his finger." The difficulty of having to leave your baby in the hospital, and the trust that a parent has to have in the nurses who care for them is overwhelming and at the same time, very comforting. “Yes, it is extremely overwhelming, depressing,” says Kristina. “But you bond with these people here and they become family, they really do. That's why I’m back here today to visit my primary nurse. We will always be grateful for everything they did for us here." Mia was part of a March of Dimes study when she was in the NICU at Sharp Mary Birch. Each year more than 22 thousand babies never make it out of the NICU because of complications with premature birth.
