SAN DIEGO (CNS) - Lyft opened a 35,000-square-foot "Driver Center" Tuesday in a former Toys "R" Us store in Bay Park to provide a one-stop location for its drivers to go for vehicle repairs, maintenance and other support services."We're proud to open one of Lyft's first Driver Centers in San Diego to further meet our drivers' needs directly," said Lyft Southern California General Manager Hao Meng. "We know that maintaining a vehicle can add up and our goal is to service drivers' vehicles in a timely and affordable way so they can get back on the road."The facility at 1240 W. SAN DIEGO (CNS) - County health officials reported 253 new COVID-19 cases and three new deaths Sunday, raising the region's totals to 38,300 cases and 682 deaths, as some local businesses prepared to re-open indoor operations Monday.Three men in their 80s died. All three had underlying medical conditions.Of the 5,360 tests reported, 5% returned positive. This is one of the two criteria now being used by the state to loosen or tighten restrictions on activities.The 14-day rolling average of positive tests is 3.7%, well below the state's 8% guideline. The seven-day average number of tests performed in the county is 6,775.Of the total positive cases, 3,099 -- or 8.1% -- have required hospitalization since the pandemic began, and 750 -- or 2% -- were admitted to an intensive care unit.County health officials reported two new community outbreaks as of Saturday, bringing the number of outbreaks in the past week to 19. One outbreak was in a health care setting and one in a business setting.The number of community outbreaks remains well above the county's goal of fewer than seven in a seven-day span. A community setting outbreak is defined as three or more COVID-19 cases in a setting and in people of different households in the past 14 daysGov. San Diego County is at 3.8% and 5.8 per 100,000 respectively. To make it to the next tier, the county must show rates of between 2% and 4.9% positive tests and between 1 and 3.9 new daily cases per 100,000 population.Because the county currently exceeds one of those numbers, it cannot start its path to the next tier.County Supervisor Nathan Fletcher said he felt the county was moving too quickly to reopen and should take a more measured response."My concerns are with the size, scope and speed of what is being reopened on Monday," he said. "While there are some lower risk entities that could safely reopen at this point, what we are doing is very similar to what we did in June with a large segment of indoor operations all opening at the same time. This led to a large increase in cases and required new restrictions."But even though I prefer a different path, the decision has been made and I will continue to work tirelessly to help us find a way to slow the spread, support our schools, and continue to help our community through this difficult time," Fletcher said.According to Wooten, there is a 21-day mandatory wait time before any county can move between tiers, and a county must meet the metrics for the next tier for two straight weeks. SAN DIEGO (CNS) - Juvenile arrest rates in San Diego County are the lowest they've been in a decade, according to a report released Friday by the San Diego Association of Governments.City and county law enforcement officers made 13.9 juvenile arrests per 1,000 people in 2017, compared to 56.9 arrests per 1,000 people in 2008, more than four times more.However, San Diego County still has the second highest juvenile arrest rate among large counties in Southern California, with San Bernardino County's rate sitting at 16.7 arrests per 1,000 people.SANDAG's Criminal Justice Research Division prepared the report."The juvenile arrest rate comparison continues a 10-year decline," said SANDAG Division Director of Criminal Justice Cynthia Burke. "This trend also has been seen in other jurisdictions across the state and nation."Arrest rates for adults remained steady at 33.5 per 1,000 people from 2016 to 2017. Adult arrest rates have declined since 2008, though, when law enforcement officers arrested 42.8 adults per 1,000 people.Arrests for violent offenses ticked up for both adults, from 13,924 to 14,356, and juveniles, from 1,138 to 1,183. Property-related offenses fell for both demographics, with adult arrests dropping from 8,642 to 7,862 and juvenile arrests dropping from 1,027 to 829."This decline in property-related arrests for adults may be related in-part to Proposition 47 which was passed in 2014 and reduced several property and drug-related offenses from felonies to misdemeanors," Burke said.According to SANDAG, misdemeanor rates spiked in 2015 after the enactment of Proposition 47 while felony rates dropped.Since then, however, felony rates have stabilized at 8.6 per 1,000 for adults and 4 per 1,000 for juveniles while misdemeanor rates have dropped, especially among youth in San Diego County.Adults in their 20s had the highest arrest rate of any age demographic at 60.3 per 1,000 while residents 70 or older were arrested at a rate of 1.7 per 1,000, the lowest of any age range. SAN DIEGO (CNS) - Authorities reached out to the public Wednesday for help identifying a man who entered the women's locker room at a Hillcrest hospital and prevented a woman from leaving the restroom after she rejected his advances.The suspect entered the women's locker room at the UC San Diego Clinical Training Facility at 210 Dickenson St. shortly before 11:15 a.m. on Aug. 20, according to San Diego police.A 30-year-old woman was using the restroom inside the locker room when the man walked inside, prevented her from leaving, then asked her, "Don't you want this?" while gesturing to his body, police said. The man then left the restroom, but held onto the outside doorknob to keep the victim from locking the door.He then walked back inside the restroom and blocked her from leaving four more times before she was able to lock herself inside the locker room and wait until he left.Once the victim heard a co-worker in the hallway, she left the locker room and went outside the building to get help, but she saw the man near another building and she ran away before calling 911.The suspect was described as a 6-foot white man with a thin build, unshaven face and short, dark-colored hair with a gray patch near his right temple. He also had a tribal design tattoo that circled around his right arm and various tattoos on his left arm.On the day of the incident, he was wearing khaki shorts, a yellow- colored reflective vest and dark-colored tennis shoes.Anyone with information on the man's identity or whereabouts is asked to call SDPD's western division at 619-692-4800 or Crime Stoppers at 888-580-8477.
