LIMA, Nov. 22 (Xinhua) -- China's top political advisor Jia Qinglin arrived in Lima on Sunday, kicking off his official good-will visit to this South American country.     Jia, chairman of the Chinese People's Political Consultative Conference (CPPCC) National Committee, delivered a written speech upon his arrival at the airport of the Peruvian capital. BEIJING, Dec. 12 (Xinhua) -- China should take more forward looking and preemptive measures to fight inflation expectations following this year's credit boom and runaway property prices, said a report released by a leading Chinese bank.     Bank loans should be extended at a more reasonable pace with improved structures next year and policy fine-tuning is necessary, the Bank of Communications has said in a report released by its financial research center.     The government should maintain the continuity and stability of its monetary policy and meanwhile be more targeted and flexible, it said.     The report noted an over brisk equity and property market are always prelude of inflation. Money flow should be regulated to prevent asset bubbles.     It also suggested government increase supply of land resources and affordable housing and crack down on land enclosure to curb skyrocketing property prices which gained the most in 14 months in November.     CPI, the main gauge of inflation, jumped 0.6 percent in November from a year ago, the first monthly growth since January, because of lower statistical bases and rising food prices.     The producer price index (PPI), a major measure of inflation at the wholesale level, declined 2.1 percent in November from a year earlier.     The report expected PPI to end monthly drop in December, and the annual CPI decline to narrow to 0.8 percent.     Hyperinflation is unlikely and CPI is predicted to rise four percent next year, it said.

CHENGDU, Nov. 23 (Xinhua) -- China will send two giant pandas to Australia Friday for a cooperative research program.     The four-year-old male panda "Wang Wang" and three-year-old female panda "Fu Ni" will stay in Australia for 10 years, said Zhang Hemin, chief of the Wolong Nature Reserve Administration in southwest China's Sichuan Province.     "Wang Wang", which means "net" in Chinese, is 119 kg and "Fu Ni", which means "lucky girl", is 90 kg. They were quarantined on Oct. 21 for their trip to Australia.     "Wang Wang" and "Fu Ni" were transferred to the Bifengxia Giant Panda Breeding Center in Ya'an City after the Wolong Giant Panda Protection and Research Center where they were living were destroyed in the May 12 massive earthquake in 2008.     The Australian side had sent veterinaries and feeders of the two pandas to China for training. It had also set up a 10 hectares bamboo planting base, Zhang said.     The two pandas will receive a body check Tuesday before their departure.     China and Australia made an agreement in 2007 on the cooperative research.     Giant pandas, known for being sexually inactive, are among the world's most endangered animals due to shrinking habitat.     There are about 1,590 pandas living in China's wild, mostly in Sichuan and the northwestern provinces of Shaanxi and Gansu.

BEIJING, Nov. 25 (Xinhua) -- A Chinese diplomat told reporters Wednesday a substantial content is more important than the title of the outcome of the forthcoming climate talks in Copenhagen, Denmark.     The key to success of the conference is to uphold the UN Framework Convention on Climate Change (UNFCCC), the Kyoto Protocol, the principle of "common but differentiated responsibilities" and the Bali Road Map, said Yu Qingtai, special representative of the Foreign Ministry for the UN climate change talks.     "No matter what the title of the conference outcome will be, we must follow the principles of the UNFCCC and the Bali Road Map," Yu said.     He said China's determination in coping with climate change has never wavered and it has never relaxed efforts in this regard though the global financial crisis has posed a severe challenge for the country's economic growth.     However, it is unfair to make developing countries shoulder the same responsibilities as rich countries on emission reduction, Yu said.     "The principle of 'common but differentiated responsibilities' is the foundation for international cooperation, and denial of the principle undermines the basis for international partnership," Yu said.     "Common but differentiated responsibilities" was set up in the UNFCCC, which was signed by more than 150 countries in 1992.     In less than two weeks, the 15th Conference of the Parties of the UNFCCC will open in Copenhagen to renew greenhouse gas emissions reduction targets set by the UNFCCC Kyoto Protocol, the first stage of which expires in 2012.
