BEIJING, Dec. 17 (Xinhua) -- Chinese Premier Wen Jiabao on Wednesday called for a healthy development of the country's real estate market at an executive meeting of the State Council, or the Cabinet.     A document released after the meeting said the recently-adopted domestic demand expansion and economic stimulus policies had positive impact on the property market. Trading volumes in some cities were picking up.     At present, efforts should be made to keep market-oriented in developing real estate, step up building of houses for low-income families, encourage housing transactions and maintain a reasonable scale of real estate development.     The document said governments would spend three years to build houses for 7.5 million low-income families in urban areas and 2.4 million households in shanty towns in forests, reclamation areas and coal mines. They would also continue renovating aged buildings in rural areas.     The central government would keep financing these building and renovating projects, offer higher subsidies for the less developed central and western regions and carry out pilot projects in some area to test the feasibility of supporting construction with idle funds in local housing provident fund accounts.     In a bid to encourage transaction, second-home buyers, with per-capita room-at-home lower than the local average, would be allowed to enjoy favorable policies for first-time house buyers.     Tax on house transactions would also be reduced next year. Homeowners who had lived-in for more than two years would be exempted from a transaction tax, which had been levied on houses lived in for less than five years. For those who had lived-in for less than two years, the base of tax would be transaction price minus the original price.     Banks should lend to developers of low-price apartments, especially those under construction, and offer services for mergers by credible developers.     The central government demanded local authorities keep a close eye on the real estate market, find new problems in time and step up supervision on use of subsidies and quality of construction projects.

BEIJING, Oct. 24 (Xinhua) -- China held a reception here on Friday to commemorate the 30th anniversary of the China-Japan Peace and Friendship Treaty signing, calling on both nations to make joint efforts to further boost bilateral relations.     President Hu Jintao and visiting Japanese Prime Minister Taro Aso attended the reception.     Recalling the history of the Sino-Japanese relations, Hu said 30 years ago senior leaders, including late leader Deng Xiaoping and ex-Japanese Prime Minister Takeo Fukuda, made a strategic decision to sign the treaty.     He called it an important historic document in bilateral ties since the normalization of relations in 1972.     Hu said the treaty had for the first time nailed down the general direction of bilateral ties featuring peaceful co-existence and long-term friendship. He added it had played an important role in pushing forward the ties in a correct fashion.     Since then, peace, friendship and cooperation remained in the mainstream of the relation despite some twists and turns, he said.     The four political documents signed between the two countries had laid a political foundation for the long term stable development of bilateral ties, Hu said, adding both sides had made hard-won progress in cooperation in various areas.     After the normalization of the ties, the political and economic exchanges between the two nations had developed quickly.     On Oct. 23, 1978, China and Japan exchanged documents of ratification of the Treaty of Peace and Friendship during the visit of the then Chinese Vice Premier Deng to Japan. This had become one of the four important political documents (the other three are the joint statement in 1972, the joint declaration in 1998 and the joint statement in May) for the ties.     Hu thanks all those who had contributed to cementing the China-Japan friendship, adding insightful officials of two countries, including the seven Japan-China friendship institutions, had made great efforts to push forward bilateral friendship, despite the variety of domestic and international situations.     The Sino-Japanese relations were at a new starting point to create history and faced important opportunities for further development.     "We are willing to work with the Japanese side to increase political mutual trust, intensify cooperation and friendly exchanges to advance China-Japan strategic and reciprocal relations," Hu noted.     Aso highlighted the bilateral exchanges and cooperation of the past 30 years, attributing the development of the relation to people who were working hard to push forward the ties.     China and Japan are permanent neighbors, and the relations between the two should be in the nature of indispensable partnership. Aso called on the two countries to continue their dialogue and exchanges at various levels and cement consultation and cooperation in aim to achieve joint development and help to promote the stability and prosperity of Asia and the world.     Aso arrived in China on Thursday evening to attend the seventh Asia-Europe Meeting. It was his first visit since taking office last month.

Among the 1,280 elected delegates, 1,020 of them are newly elected. Each of China's 55 ethnic minorities has at least one delegate to the congress.     Officials in charge of women affairs from Beijing and other provinces, autonomous regions and municipalities, ACWF former leaders and representatives from Hong Kong and Macao, also attended the congress.

BEIJING, Jan. 24 (Xinhua) -- Chinese leaders offered their Spring Festival greetings to the nation at a gathering to mark the coming Lunar New Year here Saturday.     President Hu Jintao chaired the gathering of more than 4,000 people from various sections of society.     On behalf of the Central Committee of the Communist Party of China (CPC) and the State Council, Hu, who is general secretary of the CPC Central Committee, conveyed festival greetings to all Chinese people and his thanks to the friends of China across the world.     Premier Wen Jiabao, who is also a member of the Standing Committee of the Political Bureau of the CPC Central Committee, delivered a speech.     2008 was an extraordinary year for China, in which the country succeeded in fighting the severe winter weather, the May 12 earthquake, in hosting the Beijing Olympics and launching the Shenzhou-7 manned spacecraft and actively coping with the current international financial crisis, he said.     The achievements "demonstrated that no difficulty could defeat the great Chinese people and the road of socialism with Chinese characteristics will be broadened," he said.     The country will embrace the 60th founding anniversary of new China in 2009, Wen said.     Priority should be given to maintaining stable and relatively fast economic growth this year. This will be achieved through expanding domestic demand especially consumption demand, restructuring the economy and transforming the growth pattern, he said.     All will ultimately target maximally satisfying people's increasing material and cultural needs, he added.     In 2009, China will enhance and improve macroeconomic control efforts and carry out an active fiscal policy, as well as a moderately easy monetary policy, he said.     "We have the confidence and the ability to overcome various difficulties and achieve further development," he added.     The government will pool strength of the nation to do some practical things for the people, including expanding employment, improving the social security system, promoting medicare system reform, enhancing development of the cultural industry, and ensuring smooth rebuilding in disaster-hit areas, he said.     The government will also strive to solve people's housing difficulties and to provide satisfactory education that ensures no child drops out of school because of financial difficulties, he said.     Other leaders, including Wu Bangguo, Jia Qinglin, Li Changchun, Xi Jinping, Li Keqiang, He Guoqiang and Zhou Yongkang, also attended the gathering.     Spring Festival, or the Chinese Lunar New Year, is the most important traditional Chinese festival of family reunion. BEIJING, Jan. 25 (Xinhua) -- Two TV rivals should have locked horns on Lunar New Year's Eve, but the alternative to the traditional China Central Television (CCTV) New Year gala, the "Shanzhai" show was just not available for most people in China.     Lao Meng, a Beijing-based wedding photographer who initiated a homemade gala focusing on performances by ordinary people, made the "Shanzhai" show - an "alternative" pastiche of CCTV's traditional gala. He called it "a real show by and for ordinary people."     The "Shanzhai" show which had claimed to be for college students and migrant workers who could not return home for the holiday, turned out to be only available on the Macao Asia Satellite TV (MASTV) and its website.     Most families in the country cannot get satellite TV channels, and the MASTV website page could not be opened from 8 p.m. to 11 p.m., when the show was on.     Lao Meng told Xinhua he did not know why, "maybe too many people were logging on to the website."     Lao Meng also said the show on MASTV was actually a recorded broadcast.     Unlike all CCTV gala's performers who performed live, Lao Meng and his performers were having a party to celebrate their "Shanzhai" gala in an indoor hall in Beijing on New Year's Eve.     Chen Jun, a magazine editor in Shanghai, said he was disappointed to not have access to the "Shanzhai" show.     "It was much all mouth and no trousers. I think it has let many people down," Chen said.     The "Shanzhai" gala had won wide support on the Internet and much media attention from home and abroad, as it claimed to make a show for common people and to challenge CCTV's gala.
