(KGTV) -- The Oceanside Police Department told residents not to panic after the department received several calls about a strong smell.According to authorities, the smell is outgassing from the ocean and is non-toxic.Ocean outgassing happens when the ocean releases gasses that were trapped or dissolved.A similar incident was reported in La Jolla earlier this year. At this time, it's unclear what is causing the outgassing.  457

OCEANSIDE (KGTV) — After a decade of delays, the Oceanside Beach Resort is weeks away from construction.The initial approval for the project happened 13 years ago when the City of Oceanside selected the developer. The project is located near the small white beach home featured in the movie Top Gun. 10News talked with Senior Vice President of S.D. Malkin Properties, Jeremy Cohen, who said they ran into many roadblocks along the way."We faced a lawsuit, we won, it was appealed, and we won that, and that kind of brought us to where we are today," said Cohen.The lawsuit claimed the program the city uses to share hotel taxes and support the development violated the state constitution. Along with a drawn-out lawsuit, they also were pushed back by the Great Recession and a period of delays in redevelopment across California.Cohen tells 10News, “Although it had been done dozens of times in the state before, it was the first time it was challenged. The court found it was completely constitutional, completely acceptable, and so it just delayed us for three years."Construction is now set to start in December 2018, just before the new year. “There will be a couple of months of excavation; then you’ll see a concrete superstructure, about six or seven stories,” Cohen detailed.The parking for the beach resort will be relocated to an underground garage. As far as the Top Gun house is concerned, it will be completely taken off the property. Historians will preserve the exterior and Cohen will update the inside.“We’re looking at it as a really special kind of ice cream place so everyone can come in and get a 'top cone' from the Top Gun house," Cohen said. 1674

On Tuesday night, thousands of fans will fill Ford Field in Detroit to see Taylor Swift perform. In the crowd, will be 15-year-old Tiffany Kleinschmidt of Waterford.The teen, who's a huge T Swift fan, suffered a traumatic brain injury last April after going into cardiac arrest at school. She's been in the hospital for months learning how to walk and talk again, but on Tuesday, she'll leave for the first time since the tragedy. She'll be going to the Taylor Swift concert. Taylor's music has been instrumental in Tiffany's healing. She's also a superfan of Taylor Swift and had purchased tickets.She realized she couldn't go, but didn't want to sell the tickets. She decided to donate them to someone who could really use a night out.So, Laken contacted Children's Hospital of Michigan. OCEANSIDE, Calif. (KGTV) — A suspect has been arrested in the hit-and-run death of a 17-year-old girl in unincorporated Escondido on Saturday.Paul Anthony Lissona, 29, of Escondido, was arrested and charged with felony hit and run charges in connection with the death of a teenager early Saturday morning, according to California Highway Patrol.According to CHP, the crash happened on Mesa Rock Road near Mesa Ranch Drive around 12:30 a.m. The teenager was standing outside a vehicle parked on the right shoulder talking with four friends. As three of the individuals, including the teen, crossed the road from east to west a vehicle speeding northbound hit the teen.The teen's friends and nearby residents tried to help her, but she died at the scene. She has not been identified.CHP said at about 2 a.m. Sunday, officers located a white Toyota Highlander matching the description of the vehicle involved in the collision. CHP added that "a conscientious person heard about the incident, observed the vehicle and contacted the CHP leading to the arrest."Additional charges are pending against Lissona, CHP said. 1120

ORLANDO, Fla. – The Walt Disney Company is planning to lay off about 32,000 of its employees early next year.The layoffs were announced in a filing with the U.S. Security and Exchange Commission (SEC) on Wednesday.The filing says the 32,000 workers affected are primarily in Disney’s parks, experiences and products division, and they’ll be terminated in the first half of fiscal 2021.Additionally, as of Oct. 3, about 37,000 employees who were not expecting to be terminated were placed on furlough, according to the filing.The news of the 32,000 layoffs comes about two months after Disney said it would be shedding about 28,000 jobs from its parks division in September. Officials told The Associated Press at the time that two-thirds of those layoff involved part-time workers, but they ranged from salaried employees to hourly workers.CNBC reports that the 28,000 workers are included in the 32,000 layoffs.The layoffs are a result of COVID-19's impact on Disney’s businesses and the theme park industry as a whole.“Due to the current climate, including COVID-19 impacts, and changing environment in which we are operating, the Company has generated efficiencies in its staffing, including limiting hiring to critical business roles, furloughs and reductions-in-force,” wrote Disney in its filing.As of Oct. 3, Disney says it employed about 203,000. Around 155,000 of those employees worked in the company’s parks, experiences and products segment. Disney’s global workforce is comprised of about 80% full-time and 20% part-time workers, with nearly 1% of the part-time employees being seasonal.Disney has reopened some its parks, like Walt Disney World in Florida, but its California parks remain closed due in large part to state guidelines. 1756
