The first cruise in the Caribbean since the start of the pandemic is reporting a COVID-19 case.A passenger aboard SeaDream Yacht Club’s SeaDream 1 received a preliminary positive COVID-19 test.According to passengers, the captain informed them about the preliminary positive test over the ship’s intercom system while they were anchored off the coast of Grenadines.The vessel is now headed back to Barbados, where it is based.The SeaDream is carrying 53 passengers and 66 crew, with the majority of passengers hailing from the U.S. according to Sue Bryant, who is aboard the ship and is a cruise editor for The Times and The Sunday Times in Britain.The SeaDream is the first vessel to resume sailing in the Caribbean since earlier this year when coronavirus pandemic concerns docked the cruise industry following high profile infections.Passengers were tested both in advance of traveling, before boarding, and again a few days into the trip.The SeaDream has a capacity of about 110 guests and 95 crewmembers. The Ebola virus outbreak in the Democratic Republic of Congo has killed 33 people, the World Health Organization said Sunday.An additional 43 suspected cases of Ebola were reported, including 13 confirmed by lab testing, according to WHO.The outbreak is spreading through five health zones in North Kivu province and one health zone in Ituri province, which poses geographic and political challenges, the WHO said. The Department of Justice announced Thursday that 57 people have been arrested across the country for fraud related to the Paycheck Protection Program (PPP).In a press conference Thursday, officials with the Department of Justice said that the suspects attempted to steal millions of dollars of taxpayer money.The PPP was established in the CARES Act, a stimulus package signed into law in March amid the coronavirus pandemic. The funds were meant to be used by small businesses to keep their businesses afloat.Officials said some of those arrested used the funds to buy "flashy or expensive" luxury items for themselves, rather than use the funds for their businesses. The DOJ also described that some of the suspects were part of "coordinated criminal rings" meant to obtain the funds through fraud.While officials did not put a specific dollar amount on the amount of funds stolen, officials called the number "significant."
