(KGTV) - An El Cajon man says a new spinal procedure changed his life, but the Army veteran is now locked in a battle with his military health insurance plan which refuses to cover it.Ronald Maddern says he can't understand why TRICARE, his secondary insurance, would deny coverage of the procedure after his primary insurance, Medicare, agreed to cover 80 percent of the cost. "My quality of life now is very, very good."The procedure, developed by a Carlsbad company, was approved by the FDA in 2015. It has been performed thousands of times across the country, said Maddern's surgeon Dr. Michael Verdolin."It is extremely frustrating that one arm of the government says yes and the other portion, really the pinky, says no," he said.In a letter of denial, TRICARE argued Vertiflex is an "unproven procedure," despite its FDA approval."There have been 15,000 cases across the US. It's been cleared for use," Verdolin said. "There is no question to be asked about its efficacy."TRICARE did not immediately respond to requests for comment by 10News.Ronald Maddern's insurance case is now before an administrative law judge. (KGTV) -- An elderly man was struck by a car and killed as he crossed an El Cajon street Wednesday night.At around 11:30 p.m., El Cajon police and paramedics were called to the intersection of Jamacha and Main Street in response to a pedestrian hit by a vehicle.Police said a pickup truck was traveling northbound on Jamacha when it hit the 80 year-old-man. Officers say the victim's leg was amputated, and he was not breathing when they arrived at the scene.The victim, who was not identified, was taken to the hospital where he died from his injuries.According to police, the driver remained at the scene and was cooperating with investigators.Alcohol or drugs did not appear to be factors in the incident, police said. 746

Disinformation is a problem the country has been dealing with since the past election, but trolls are now getting more specific and targeting communities of color, specifically Black communities.“Bad actors use real cultural issues and conversations happening in Black communities and other communities of African descent and start injecting disinformation and false ideals,” said Jessica Ann Mitchell Aiwuyor, founder of the National Black Cultural Information Trust.A lot of the issues brought up by “bad actors” include talks of reparations and other conversations about slavery.These are real issues that need attention, but trolls will include false information. This ends up causing friction within Black communities and dissuades people from voting.The National Black Cultural Information Trust has made it a goal to counteract this type of disinformation.“So, what we are doing is putting out public service announcements, we are holding teach-ins, we are hosting webinars, we're doing interviews with scholars and activists so they can answer these questions directly,” said Aiwuyor.The group will also use tools to show if accounts have troll-like behavior.It also plans on building coalitions with Black immigrants and Latinos. 1246

EL CENTRO, Calif. (KGTV) - Friday morning around 10:30 a.m. a 1999 Ford was traveling eastbound on Interstate 8 hauling a heavily loaded trailer, according to California Highway Patrol. Nine people from Lakeside, including two adults and seven children, were inside the vehicle.CHP reported that the Ford drifted off the roadway and onto the dirt shoulder west of Dunaway Rd.  In efforts to get the Ford and the trailer back onto the roadway, the driver turned left and right, trying to regain control. Both the vehicle and the trailer overturned and rolled onto the roadway across the left lane of traffic.  636
