SHENZHEN: Companies in the Pearl River Delta area, the country's manufacturing powerhouse, are raising wages to attract migrant workers amid fears of a worsening labor shortage, a survey has shown.The survey was conducted by the service center of Guangzhou human resources markets, which looked at 252 companies with at least 200 employees each.The poll found out that the average monthly salary offered to new staff was up 13 percent from last year at 1,160 yuan (2).The survey also showed that nearly 70 percent of the companies said they will hire new employees this year, up 20 percent from the same period of last year.Still, the number of job-hunters has decreased and are said to be more picky, the Guangzhou Daily reported.The first job fair in Guangzhou after the Spring Festival break on Friday reportedly offered about 7,000 vacancies, but attracted only 4,000 job-seekers.Figures from the Guangzhou labor authority showed that sectors such as the textile, toy-making, construction, catering, electronics and service industries were top of the list for workers.It was particularly difficult for the textile and toy-making industries to hire workers since such companies could offer an average monthly salary of just 960 yuan, far below what is available across the board, the labor authority said.The situation was said to be similar in other cities in the Pearl River Delta region, such as Shenzhen and Dongguan, which has seen industrial restructuring and experienced the impact of the new labor law, researchers said.However, research by the Asian Footwear Association showed that close to 1,000 shoemaking factories closed or moved out of the Pearl River Delta region last year, with 25 percent setting up in Southeast Asian countries, 50 percent in other mainland cities and about 25 percent adopting a wait-and-see approach."The industrial repositioning of the Pearl River Delta region has forced some of the companies in the region, especially those with less competitive edge in the market, to close or move out," Ding Li, a researcher with Guangdong Academy of Social Sciences, said."The flow of migrant labor has been a clear indication of that."The appreciation of the yuan, raw material price hikes and adjustment of export policies have also seen many private firms and companies funded by businesses from Hong Kong, Macao and Taiwan slowing down demand for migrant workers, the Guangdong labor authority said.

SHANGHAI: The children of migrant workers in Shanghai are turning against their hometowns and becoming arrogant, it has been claimed.Kids brought up in Shanghai have a feeling of superiority when they return to their birthplaces, Zhang Yichao, the founder of a chorus group who has been organizing trips for the young migrants to the countryside, said.The 35 chorus group members are aged from 11 to 16, born in rural areas and are growing up in Shanghai. They were making 12-day trips to their hometowns of Anhui, Jiangxi and Jiangsu provinces last month.Zhang set up the chorus in February last year with an American. It is the first troupe in Shanghai comprising the children of migrant workers.Following an 18-month training course by voluntary teachers they put on performances at venues such as the Shanghai Oriental Art Center and Jinmao Tower, China's second-highest building.On their visits to the countryside the kids held chorus and solo shows, with electric instruments, for the farmers. They also played games with local children and collated information to write reports."Few of these children maintain their affection for their hometowns and they don't like the countryside. I hope these trips will help them remember their early childhood and the rural areas where they were born," Zhang said.For the first few days, he said, the kids kept their distance from farmers, complained about dirty toilets, muddy sidewalks and shabby housing. They even hid the fact they were from rural areas themselves."It's obvious these children liked the feeling of superiority in front of their country fellows," Zhang said."What we can do, however, is help them face up to the fact they were born in rural areas and perhaps then they will be more fond of these places."They are still young and innocent and I believe they will build up a positive life philosophy and make their own contributions to society," chorus volunteer Liu Jing said."Children of migrant workers need more education in all aspects of life. This trip to the countryside is just a small part and we are organizing other activities," Zhang said.

China is moving in the direction of raising its caps on foreign ownership in banks but has no timetable for doing so, Liu Mingkang, head of the China Banking Regulatory Commission, said on Thursday. BEIJING -- China's education authority has revoked the license of a private school that took in problem teenagers and claimed to offer strict discipline after it was found abusing students.A Ministry of Education investigation confirmed that staff at Dadongfang Xingzou School, in Southwest China's Chongqing Municipality, had physically and verbally abused teenage students, said ministry spokesman Wang Xuming at a press conference.The Beijing Times reported in June that a 14-year-old Beijing boy took drugs and jumped from the second floor of a dormitory building in the school after being repeatedly beaten by teachers.The boy said he tried to commit suicide so that his parents could learn what happened to him as he was denied contact with them for the first three months in the school, according to the newspaper story.Some desperate Chinese parents send their children, who do not behave well in normal schools, to boarding schools called "xingzou" schools that offer paramilitary-style discipline."Although schools like the Dadongfang Xingzou School take in problem students, they must follow laws and regulations like other schools. But some of them have done things wrong and many have no proper government approval," Wang said.Investigators found the school had been granted a license as a juvenile training center, but was not qualified as a boarding school or to offer paramilitary education.The ministry had started a national survey of xingzou schools, focusing on illegal education methods and teacher qualifications, and those without proper licenses would be closed, Wang said.As the administration was still working on a regulation on non-school juvenile training centers, it would suspend processing any such applications, he said.According to the Beijing Times, the Dadongfang Xingzou School had hired former military personnel and prison wardens as discipline teachers.
