SAN DIEGO (KGTV) - The City of San Diego is taking legal action against the owners, operator and property manager of a independent living facility with squalid living conditions.Ten people lived in the now-closed home on Ewing Street near San Diego State, most of them elderly. Photos from inside the home show mold on mattresses, rat feces, holes in the walls, and overflowing trash cans.The City Attorney's office says fumes from an illegally installed water heater contaminated the interior, and the conditions were so dirty that a man's foot had to be amputated after a sore got infected. RELATED: Residents complain of bedbugs at El Cajon independent living facility"The mattresses are filled with bed bugs, there are mice droppings, it's awful," City Attorney Mara Elliott said. Independent Living Facilities are unlicensed and unregulated. They are often a last chance for vulnerable people to avoid becoming homeless - paying rent with social security or disability checks. Elliott's office is suing the owners, property manager, and operator, who could be forced to pay up to million. Additionally, operator Mark Rogers is being charged with 22 misdemeanors. Rogers also owns an independent living facility in El Cajon, where a tenant was murdered with a frying pan late last year. Morgan Cherry, who lives next door, said the home has a reputation in the neighborhood, but that the pictures took it to a new level. "I had no idea how bad it was," she said. SAN DIEGO (KGTV) - The names of a couple found dead in their Torrey Highlands home and the son accused of killing them were released by San Diego Police Wednesday. Xiaoqun Fang and Yi Cheng, both 58 years old, were due to arrive in San Francisco last Saturday. Concerned family members called police, asking for a welfare check at the home at 7405 Via Rivera. Upon arrival, police looked through a window and saw a body on the floor. Fang and Cheng had both suffered upper body trauma and were pronounced dead at the scene, police said. SAN DIEGO (KGTV) — The crowds at San Diego International Airport grew Friday night, as travelers kicked off the holiday travel weekend. AAA predicts a record-breaking 115 million Americans will travel this holiday season, up nearly 4 percent from last year. Of those travelers, AAA estimates 105 million people will drive, 7 million will fly, and 4 million will take the train, bus, or cruise ships. According to AAA, airports around the US will be busiest between Dec. 21 through 23. "I literally cannot come home to see them until I have to leave to come and do it, so it means a lot. We all get together. It doesn't happen all the time," Jauan said. SAN DIEGO (KGTV) - The family of a man who died after sky-diving in Otay Ranch created a Gofundme page for his two sons left behind.Jonas Wingen said his brother, Joe, died Sunday after suffering a medical emergency while sky diving."Deployed his chute, everything was fine... While he was descending something happened, he had a heart attack I'm not sure," said Wingen.Joe's two sons, Jo Jo and Riley, now moving to Lake Elsinore to live with their mom, while grieving the loss of their father."Jo Jo, it's hitting him hard, he's 14... Riley's handling it well," Wingen said. He said the family created a Gofundme to help ease some of the hardship and support the boys' future."Jo Jo is going to get braces... We're going to put some of it in a college fund for when they hit 18," he said.Riley created a memorial video showing how much they idolized their dad, remembering jam sessions and adventures. Wingen said Joe liked to ride dirtbikes, go surfing and play instruments."You know he worked hard and he played hard. That was Joe, and he loved his two boys," he said. "The last thing he said to me was, 'I'm going sky diving tomorrow wish me luck, woo!'"Wingen said Joe's last text he sent captured his essence: "fears lead to an average life."Wingen said their family is planning a celebration of life for August 5, which would have been Joe's birthday.
