An emergency bill in California will continue the state's moratorium on evictions for nonpayment, but evictions could resume in February.The deal, reached Friday, will avoid what some had dubbed the eviction cliff that was set to begin Sept. 1. That was when the Judicial Council's order stopping courthouses from taking nonpayment eviction cases was going to expire. This bill, called the COVID-19 Tenant Relief Act of 2020, does two major things to protect tenants:1) It converts unpaid rent from March 1 to Aug. 31 to civil debt, meaning a tenant cannot be evicted for nonpayment. Instead, that person can ultimately be taken to small claims court. 2) It prevents eviction of tenants who pay at least 25 percent of their rent from Sept. 1. to Jan 31, 2021. If a tenant pays at least 25 percent, the rest would be converted to civil debt. Otherwise, a landlord can begin eviction proceedings Feb. 1, 2021. Gov. Newsom announced the deal Friday, saying he would sign the bill once it reaches his desk. The Southern California Rental Housing Association expressed major concerns about the legislation, saying it does not protect against financial ruin for landlords. In a statement, it said the bill doesn't provide rental income assistance, and does not guarantee landlords will ever get the money they are owed.The bill requires a two-thirds vote, and is expected to be taken up in both houses of the state legislature Monday. 1437

As fears are growing over a new strain of the coronavirus spreading through the United Kingdom, New York Gov. Andrew Cuomo criticized federal officials for not banning all flights from the UK.While international travel is severely curtailed due to the pandemic, a small number of flights make their way from the UK to the US on a daily basis."We have about six flights a day coming in from the U.K. and we have done absolutely nothing,” Cuomo said. “To me this is reprehensible because this is what happened in the spring. Coronavirus is in China. No it wasn't, it's in Europe. It came from Europe and we did nothing."In response on Monday, Cuomo said that British Airlines and Delta agreed to test passengers for the coronavirus for all flights originating from the UK landing in New York. Still, Cuomo says, these measures aren't enough.The United Kingdom has implemented some of its strongest lockdowns since the onset of the pandemic in recent days. While not much is known about the mutated strain of the virus, it is believed to spread more easily.The new virus strain prompted Canada to block all incoming flights from the UK. France has also closed off travel from the UK."To our international friends and partners, I want to say very frankly that we understand your concerns and I hope everybody can see that as soon as we were briefed in UK government on the the fast transmissibility of this new strain, that I think 3:15 on Friday afternoon, we lodged all the necessary information with the World Health Organization and we took prompt and decisive action the very next day to curb the spread of the new variant," UK Prime Minister Boris Johnson said.Cuomo said that the US should add itself to the list of countries banning travel from the UK."Right now, this variant in the U.K. is getting on a plane and flying to JFK. Right now today,” Cuomo said. “One-hundred twenty countries require a test. We don't. Other European countries have done a ban. We haven't. And today that variant is getting on a plane and landing at JFK. How many times in life do you have to make the same mistake before you learn. An Ohio woman is filing a lawsuit against the Montgomery County Jail claiming excessive force was used against her.Marsha Pate-Strickland is suing the Montgomery county jail for this video-tapped incident.It happened back in 2015.Pate-Strickland says it all began when she asked a corrections officer at the jail if she could exchange her juice for milk.In the video, you can see the officer grab her and slam her to the floor.Pate-Strickland said she complained that her arm and shoulder were injured. But she refused medical attention.Now she claims she has permanent and debilitating injuries.Officials with the Montgomery County jail have not commented on the lawsuit. 710

American Airlines is dropping flights to 15 U.S. cities in October when a federal requirement to serve those communities expires. American said Thursday that it would consider other changes unless the federal government provides more money to the embattled airline industry. The airline company said the suspensions would go in effect on Oct. 7. For now, they are only in place for the October period, which runs through Nov. 3.The decision appears designed to put pressure on Congress and the Trump administration to approve another billion in relief for passenger airlines, which have seen traffic plummet during the coronavirus pandemic. But some phone testers claim the new iPhone XS and larger XS Max are easier to break if they are dropped.  A new test from the electronics insurance company SquareTrade is raising questions about that glass and the durability of the new phones.In SquareTrade's drop from 6 feet, (which the insurance company claims simulate the height it would fall from if it slipped while you were talking) the XS screen shattered, resulting in loose and separated glass.A tumble test resulted in hairline cracks and scratches.SquareTrade calls the iPhone XS "high risk" for breakage, much higher than the older iPhone 7's and 8's, which did not have edge-to-edge glass.Others question SquareTrade resultsHowever, other reviewers say these tests may not be that realistic for most people.Apple says the new XS has "the most durable glass ever built into a smartphone."Other testers say unless you are in the NBA, most people don't drop their phones from a 6 foot height.
