SAN DIEGO (KGTV) -- Mayor Kevin Faulconer Saturday detailed plans to redevelop the Sports Arena site, officially announcing what developers will tackle the project.According to Faulconer, the plan incorporates a mix of entertainment, housing, and parks."The vision for this property is for a world-class arena, park space and amenities," Faulconer said. "A new arena has always been a priority of mine, and it's the right time."Brookfield Housing and ASM Global were chosen to construct the new arena and thousands of housing units, beating out the other finalist, Toll Brothers Housing.The redevelopment area encompasses roughly 48 acres in the Midway-Pacific Highway Community area. At the press conference, representatives from the Gulls and the Seals spoke, saying they're excited for their teams to play in the new space. Faulconer said the city's goal is to include a new arena to replace Pechanga Arena."The vision for this property is for a world-class arena, park space and amenities," Faulconer said. SAN DIEGO (KGTV) — Lego fans will have more to look forward to in 2019, as Legoland California plans new attractions in celebration of its 20th birthday.Among one of the park's 2019 offerings: Free admission for kids 12 and under on their birthday, starting in January."Having a chance to reflect on the last 20 years ahead of next year’s birthday celebration, it’s incredible to think about all we’ve accomplished during that time and the amount of kids we positively impacted through their experiences at the Resort," said park General Manager Peter Ronchetti.RELATED: Southern California theme parks ring in the holiday seasonAmong the new additions for 2019, Legoland said it plans to add new attractions and live shows for visitors to experience.One new addition will be a new attraction inspired by "The Lego Movie." The park will host special "Lego Movie" festivities from Feb. 16 - 17 and 23 - 24 around the park ahead of the attraction's opening.The park's resort is also getting a special zone geared toward toddlers modeled after Duplo. SAN DIEGO (KGTV) - It's been 13 years since Filirican Torres died after being hit by a car on the 94 Freeway, and her family says every passing holiday and anniversary brings the pain back to the forefront."It feels like someone is stabbing you in the heart over and over again," says sister Edy Torres.Friday is the anniversary of the death, which is still unsolved. Now the Torres family is asking anyone with information to come forward and help them get closure."Maybe they heard something in the last 13 years," says Torres. "Maybe they heard her name or something came up. Help us out."The family says Torres was thrown from a car on the freeway on January 10, 2007, and then hit by several other cars on the road. It happened on the Eastbound lanes of the 94 in between Euclid Avenue and Kelton. At the time, San Diego Police called the death "suspicious." In 2009, Crime Stoppers released a photo of a white Geo Metro as a suspect vehicle, but they never made any arrests."She was a loving person," Torres says of her sister. "When you met her she would put a smile on your face. She had this aura where you would just gravitate to her."As they have for years, the family is putting up posters around the area where the crash took place."It's been 13 years," says Edy. SAN DIEGO (KGTV) -- It's not unusual to collect Christmas decorations year-round, but using them to cover every inch of a late model Dodge Caravan is pretty unique.He's known to many as the "Christmas Man of San Diego," whose van conversion continues to turn heads and spark smiles — no matter the season or social distance."He's a trans-dimensional emperor of over a google-plex of universes," said Larry Bogaert, as he stands with his pet parrot, Emerald Eagle, on his forearm. "I'm his Prime Minister and his daddy."In his mid-60s, Bogaert is a man with a big imagination who loves to share tales, turning his late-model Dodge Caravan into a storytelling canvas."I have Peter Pan, Wendy, Tinker Bell and the Boys going to Never Never Land," Bogaert shares.Almost every square inch of his vehicle features his own hand-drawn depictions of famed children's stories, mostly from English literature."And then I have Fezziwig's warehouse here," Bogaert says, pointing to various images on the car. "If you remember Scrooge did his apprenticeship at Fezziwig's.""For some things, I have a plan in mind, but other things as I buy things or acquire things you think, Oh, I can use that on the castle," Bogaert says, pointing to the roof of the vehicle which is covered by a towering display of church-like spires and angels. The hood is plastered with its own 3-D display of a miniature snow-covered town. And the sides of the van are covered in paint pen drawings all by his hand.The vehicle is a head turner and as we talk to Bogaert a couple of bicyclists stop to take pictures. Bogaert waves: "Thanks!" he says, before turning back to our camera, "99.9% of the time people give me the thumbs up. I've even had cops drive by and give me the thumbs up."Though, Bogaert admits there have been a few tickets over the years concerning visibility issues. But the former bus driver insists he's very good at using his side mirrors. Besides that, his inspiring creation has proven a good defense."One time the judge threw it out of court because she said her kids loved my car. She said case dismissed," he recalls.Another woman stops by on foot, "I like it. I think it's a positive message and we certainly need that now more than ever."Uncertain times for many, and Bogaert can relate to the feeling."With the coronavirus going on you should see how many people cheer my car because it's just something uplifting during these times," says Bogaert. "I like to be optimistic with the car. I like to be optimistic for myself if I can be. But I do get depressed."Underneath a kaleidoscope of ornaments inside the van, there is a snug space, where Bogaert sleeps, as — for the moment — this is his home."I bought a grocery store up in Crescent City. I always wanted to live in the redwoods," Bogaert said.He says that business venture years ago didn't go as planned, and the financial ramifications remain. But he doesn't dwell, as he focuses attention on another part of the van.After all, he and Emerald Eagle have a "google-plex of universes" to run. And they are, apparently, ever-expanding."I am adding more towers and a few more parts to it. I have some stuff inside that will go on in the next week or few days," said Bogaert. 3229

SAN DIEGO (KGTV) -- In response to growing community outrage over a man who was released on bail a day after being arrested on attempted kidnapping charges, the San Diego County Sheriff's Department has released surveillance video of the incident in hopes of alleviating concern.The incident happened Sunday just before 3 p.m. in the parking lot of Costco Warehouse located at 1755 Hacienda Drive in Vista.A couple and their two small children were backing out of a parking stall when the suspect opened the rear vehicle door. The suspect attempted to remove the 2-year-old child from the car.Adam Glavinic, 37, was arrested for attempted kidnapping and being under the influence of a controlled substance and was booked into the Vista Detention Facility.Outrage ensued following reports that Glavinic was released from jail on a 0,000 bail the next day.WATCH: Growing outrage over attempt kidnapping suspect's release on bail"The Sheriff's Department in partnership with the D.A.'s Office are now releasing the video due to understandable concern from community members," said Lt.
