SAN DIEGO (CNS) - A power outage left nearly 3,200 homes and businesses without electrical service Thursday morning in Del Dios, Rancho Bernardo, Rancho Penasquitos and San Pasqual.The blackout, which initially affected 3,173 utility customers, began shortly before 6:30 a.m., according to San Diego Gas & Electric. By midday, repair crews had restored electrical service to all but 209 of the affected addresses, SDG&E advised. Those customers were back on line in the late afternoon.The cause of the outage was under investigation, according to the utility. 575

SAN DIEGO (CNS) - California State Treasurer John Chiang will visit San Diego Tuesday as part of a five-city tour to announce the launch of CalSavers, the state's new retirement savings program.CalSavers will serve as a state-run retirement plan for private-sector workers at companies with five employees or more. State officials boast that accounts provided by the program are portable and paid for by payroll contributions. Gov. Jerry Brown authorized the program's implementation in 2016 and enrollment will open next July.Program guidelines require qualifying employers to enroll their employees in the program within the next five years, but employees themselves can opt out. State officials estimate CalSavers will help roughly 7.5 million California residents save for retirement."CalSavers' goal is to escape a vicious, societal circle, where each successive generation of Americans is on track to retire poorer than the last," Chiang wrote in a March opinion piece in the Orange County Register. "If we continue this trend by doing nothing, the strain on taxpayer funded health and human services likely would undermine the long-term financial stability of our state."The Howard Jarvis Taxpayers Association filed suit against the state in May over the program, arguing it violates federal law to establish a state- run retirement savings program. The case remains pending, but Chiang expressed confidence earlier this month to the Fresno Bee that it lacks teeth.Chiang will be joined by State Assemblywoman Lorena Gonzalez Fletcher, D-San Diego, and AARP California Executive Council Joe Garbanzos at the launch event, which begins at 2:15 p.m. at the State Office Building at 1350 Front St. Chiang also plans to visit Los Angeles, Fresno, Sacramento and San Francisco. 1788

SAN DIEGO (CNS) - A suspected hit-and-run driver who allegedly struck and gravely injured a bicyclist last month in the Midtown area was arrested in a shopping center parking lot in Kern County, it was reported Wednesday.San Diego police identified the suspected driver last week as Mauricio Flores and also released the name of a woman, Jessica Bailey, suspected of riding in the van with Flores.The pair were in a 2005 Dodge Caravan with Georgia license places that struck a bicyclist around 1:30 p.m. on Aug. 21 on West Washington Street at India Street in the Midtown area, police said.RELATED: Bicyclist sustains life-threatening injury in hit-and-runThe victim suffered a life-threatening head injury and remains in the hospital, the San Diego Union-Tribune reported.In video shot by a witness and released by San Diego police, the driver could be seen stopping after the collision and getting out of the van.The video then showed the driver and passenger going to the injured man on the side of the road before the driver tugs the bent bicycle out from under the front of the van and sets it aside. He and the female passenger then got back into the van and drove away.A second passenger in the van has not been identified by police and no description of the man has been disclosed.An off-duty CHP officer who saw a flier about the collision spotted a suspicious looking van bearing CA exempt plates, typically used by state-owned vehicles, while riding his motorcycle in the Lake Isabella area over the weekend and notified the local office, CHP Officer Robert Rodriguez told the Union-Tribune.The officer assigned to that area -- roughly 35 miles northeast of Bakersfield -- went looking for the van early Tuesday morning and found it in a Vons parking lot, this time with Vermont license places, Rodriguez told the newspaper. SAN DIEGO (CNS) - District Attorney Summer Stephan warned San Diegans, especially senior citizens, to beware of a scam in which callers are pretending to be from the Social Security Administration in an attempt to obtain Social Security numbers for financial crimes.There are multiple versions of the rip-off, Stephan said.In some cases, the caller may say a person's Social Security number has been linked to a crime and has been blocked, but that for a fee it can be reinstated. The caller then asks the victim to verify the Social Security number.Another variation involves the caller saying that a person's Social Security number has been used to apply for multiple credit cards, which could cause the person to lose Social Security benefits. Or the caller may say that acause the person to lose Social Security benefits. Or the caller may say that a person's bank account is on the verge of being seized and the victim should withdraw all cash from the account."All of these are scams," Stephan warned. "Do not provide your Social Security number or banking information to any caller, even if the caller ID shows Social Security's 1-800 number. Instead, hang up and call Social Security to verify. SAN DIEGO (CNS) - As more people went back to work last month, the region's unemployment dropped to 13.9% in June, 1.3% lower than the previous month, according to figures released Friday by the state Employment Development Department.The coronavirus and its related job loss still looms large over the economy even as some industries begin to resume business. The state's unemployment rate dropped to 15.1% in June, while nationally, the rate decreased to 11.2% in the same time period. The data does not reflect public health orders in July shutting down some industries again. The unemployment rate is likely higher now than the period the data monitored.According to the EDD, total non-farm employment in San Diego County increased by 54,000 jobs between May and June to reach about 1.35 million. It was the first increase in non-farm employment since February. Farm jobs remained steady.The leisure and hospitality sector led the monthly increase by adding 34,700 jobs, 29,900 of which were in the food service and accommodation industries. Arts, entertainment and recreation added 4,800 jobs.The trade, transportation and utilities sector logged 9,500 jobs gained month-over-month, the largest portion of which was in clothing and clothing accessories stores, with 3,900 added jobs.Construction gained 4,100, educational and health services 2,800, other services 2,200, manufacturing 1,900, professional and business services 1,600, financial activities 900 and information 200.Mining and logging employment did not show any gains or losses.The only industry to lose jobs was the government sector, which lost 3,900 jobs in June.Comparing year-over-year, the San Diego region lost 153,600 non-farm jobs and 800 agricultural jobs. Unsurprisingly, leisure and hospitality were top in jobs lost, with a total of 57,300 jobs lost since last June -- 42,800 of which came in accommodation and food services.Since this period in 2019, trade, transportation and utilities lost 21,900 jobs, government lost 20,400, educational and health services 15,900, other services 15,300, manufacturing 7,100, professional and business services 6,300, information 3,600, construction 3,100 and financial activities lost 2,700 jobs. 2225
