SAN DIEGO (KGTV) -- Police are searching for a suspect who shot a man in City Heights Wednesday afternoon.According to San Diego Police, the man was shot in the back at the intersection of Fairmont Avenue and Thorn Street near Clark Middle School and Manzanita Canyon.The shooter left the area with two other men, according to San Diego Police officer Billy Hernandez. The three were described as Asian men, one in a white shirt with the letters "SD" on it in red printing, the others in black shirts, Hernandez said.Police shut down traffic near the shooting scene and searched the area with a helicopter and ground crews. Officers found a gun possibly connected to the case in an alley. There was no sign of the shooter.Paramedics took the shooting victim to the hospital. The gunshot wound is not believed to be life-threatening. City News Service contributed to this report. 901

SAN DIEGO (KGTV) — Plans for a temporary observation wheel in the heart of Balboa Park have taken a step forward to becoming reality.Thursday, the Balboa Park Committee voted 7-1, with one member abstaining, to support plans for the temporary Balboa Park Star attraction, which were originally introduced by the Cohn Restaurant Group and Sky Views of America back in October.In a statement from the Assistant Deputy Director Christina Chadwick of the city's Parks & Recreation Department, while the idea has gained the committee's support, a number of potential impacts still need to be sorted out before the wheel is installed.RELATED:The Balboa Park Star Observation Wheel could bring people back to the parkIn-Depth: Balboa Park's future unfolds during COVID-19 pandemic"The Park and Recreation Department has identified a number of potential operational impacts that must be contemplated in order to fully appreciate the feasibility of this project, and given the Balboa Park Committee’s conceptual approval tonight, we will now be moving forward with the goal of getting this installation up and running on a temporary basis," Chadwick wrote.Some of those outstanding issues involve the site plan, public safety, liability, permitting, and institutional outreach.Ultimately, the hope is to see a Sky Wheel installed on a short-term basis in Plaza de Panama to attract more visitors back to the park, pending coronavirus-related restrictions on businesses, museums, and attractions.The gondolas on the observation wheel would be enclosed, climate-controlled, and sanitized after each ride. Local, state, and federal safety protocols amid the pandemic would also be observed and masks would be required.Tickets for the wheel are estimated to run - per rider and would be sold online and at the attraction. 1826

She's a local music teacher at elementary, middle and high schools who applauds the President's idea. "It's a good idea because we're going against violence people doing violent things. I can't protect all 30 of my students with pencils, erasers and rulers," said Linda.RELATED: Trump pushing to 'finally do something' on gunsEric Heins, President of the California Teachers Association, is in town for the state Democratic convention and says schools should not be a war zone. "To try and militarize a student campus by introducing more guns is insane. She's gone through extensive firearms training the last three years."Teachers can be trained to eliminate the threat, to stop a threat," said Linda.Heins says resources would be better spent on counselors, psychologists and other things to address the cause of the violence. SAN DIEGO (KGTV) - New statistics from San Diego County show the zip codes closest to the border have the most cases of COVID-19.According to the County's Coronavirus Heat Map, the zip codes 92154, 91911, 91910, 92113, and 91950 are the five highest for positive tests. Those zip codes make up the area of the County stretching along the harbor from San Ysidro through Chula Vista and National City.Those five zip codes account for more than 21% of all the positive tests in the County.The zip code that makes up most of San Ysidro, 92173, has the highest number of cases per capita in the County. In that zip code, one out of every 14 people has tested positive."We don't want these numbers to continue going up," says Adriana Bearse, the Research Program Manager for San Ysidro Health."When cases rise, it's not only people's health that gets affected. It's also other aspects of their lives like their job situation and their family situation."Bearse says the Pandemic is taking a disproportionate toll on the South Bay's minority community, especially among Latinx and Hispanic populations."These people are working essential jobs, people who may live in multi-Generational households, and also people who may not necessarily have as much access to other resources as other people in the community," she says.That includes less access to quality health care, food assistance, and financial assistance. The lack of help leads to more cases and more deaths.County records show 50% of San Diego's COVID-19-related deaths are among Hispanic or Latinx people, even though they make up just 34% of the County's total population.It's starting to take a toll on the South Bay healthcare system.At Sharp Chula Vista, the ICU in their brand new tower is 85% full. Of those patients, 38% are either COVID-positive or under investigation for COVID-related illness.Emergency Doctor Karrar Ali says it's overwhelming to think about what could happen in the next few months if cases keep rising."If the prediction is that this is going to be another second or third or fourth wave, I don't know if anyone's going to be prepared," he says.Healthcare workers in the South Bay are finding some solutions.Dr. Ali says sometimes it's as simple as reminding everyone to wear a mask and social distance.Bearse says San Ysidro Health has several outreach, discount, and educational programs available. One, "Testing With Care," offers a free telehealth visit to anyone who gets a COVID-19 test."That way, we can help walk the person through all these follow up items that are needed," she says. "We also make sure they can get follow-up care if they get a positive test."Healthcare workers also remind people in the South Bay to get a flu shot so local clinics and hospitals don't get overwhelmed by a double pandemic this fall. 2817
