BEIJING, July 1 (Xinhua) -- The State Council, or China's cabinet, has approved a plan which calls for combining four key administrative districts of Beijing, the national capital, into two larger ones.According to the plan proposed by the Beijing Municipal Government, the former Dongcheng, Xicheng, Chongwen and Xuanwu districts at the core of Beijing will merge to form the new Dongcheng and Xicheng districts.The new Dongcheng District, composed of the former Dongcheng and Chongwen districts, would have an area of 41.84 square km and a permanent population of 865,000; the new Xicheng District, including the former Xicheng and Xuanwu districts, would cover 50.7 square km, with about 1.25 million residents, as outlined in the plan.The adjustment of Beijing's administrative divisions was aimed at balancing the development of the city's core districts, said a spokesman with the municipal government.Among the four core districts of Beijing, the development of Chongwen and Xuanwu in the south was lagging behind that of Dongcheng and Xicheng in the north, said the spokesman.The action could optimize the district' social resources, reduce administrative costs and enhance Beijing's core area, he said.Further, the move was expected to speed the renovation of Beijing's Old City, which basically included the four districts, and make for better protection of the historical cultural sites in the Old City, he said.The municipal government has been striving to achieve the transformation of Beijing into a "world city", which has a global influence in terms of politics, economy and culture, by 2050.

BEIJING, Aug. 16 (Xinhua) -- China's central bank and banking regulatory commission have ordered the country's financial institutions to provide preferential loan policies to victims in the mudslide-hit regions of Gansu and Sichuan provinces.The minimum down payment for a home in the disaster-affected urban regions could be reduced to 10 percent while the interest rate for home loans could be cut to possibly 60 percent of the benchmark rate, the People's Bank of China, the central bank, and China Banking Regulatory Commission said in a joint statement issued over the weekend.Banks were also asked to help ease loan pressures for rural residents in the disaster-affected regions.A massive mudslide, which took place on Aug. 8 in Zhouqu County of northwest China's Gansu Province, has killed 1,248 people as of 4 p.m. Sunday, with 496 still missing. BEIJING, July 17 (Xinhua) - China' s State Council issued a notice Saturday ordering governments at all levels, along with relevant ministries, to upgrade prevention against geological disasters to safeguard the safety of the public.The notice reads, in this period with frequent flooding and geo-disasters, governments and relevant ministries should give priority to disaster prevention, strengthen disaster-prone sites and facilities, and set up close surveillance within these areas.Further, according to the notice, once geological disasters strike, governments should relocate local residents and keep people away from hazardous areas. The national land resource authority is required to create an emergency plan and to prepare disaster-relief personnel and materials.The notice also suggests mass media spread information about prevention and relief instructions.The notice notes this year witnessed frequently extreme weather, such as the rainstorms and floods in the south and geological disasters that caused heavy death tolls and massive injuries.

BEIJING, June 17 (Xinhua) -- China has evacuated 1,299 nationals from Kyrgyzstan where ethnic clashes have left at least 187 people dead, the Foreign Ministry said Thursday.The last chartered flight of China Southern Airlines, with 148 Chinese nationals aboard, landed at an airport in Urumqi, capital of northwest China's Xinjiang Uygur Autonomous Region, at 1:30 a.m. (Beijing time) Thursday from Osh in southern Kyrgyzstan.The return of the ninth chartered flight means the end of the three-day massive evacuation, which started on Tuesday.Chinese nationals walk out of the air bridge after another chartered plane carrying 191 Chinese nationals stranded in the violence-hit Kyrgyz city of Osh lands in Urumqi, capital of northwest China's Xinjiang Uygur Autonomous Region, June 16, 2010."After three days of efforts, the vast majority of Chinese nationals in Osh have been flown home," said Sun Dali, deputy director of the Department of Consular Affairs with the Foreign Ministry."But we will continue to pay attention to and contact the Chinese nationals who are still staying in Kyrgyzstan, and offer immediate assistance to them in light of the changes of the local situation," he added.
