Hormats said here Friday he is very optimistic the United States and China could address problems in a constructive way.He made the remarks when delivering a speech at the China Institute of Contemporary International Relations. Hormats, who once served as a senior economics advisor to Dr. Henry Kissinger, has visited China many times.He hailed the U.S.-China relationship that has witnessed "remarkable development" since the two countries forged diplomatic ties.But that does not mean there are no differences or competition between the United States and China, he added.Still, when looking back, the differences the two countries have been resolved in a constructive way, he said.The two countries' leaders understand they need to get along, he said.Hormats has made the visit to China amid calls in the United States for China to let its currency, the yuan, appreciate in value against the dollar.He said the United States commends China for its efforts to undertake rebalancing in China, and "we think China had made great progress.""We do not regard the competition with China as a zero-sum game," Hormats said, adding that strong growth in China helps the United States.The U.S.-China relationship is extremely important, and the two countries have a great opportunity now to do things in their common interests, he said.At the upcoming Nuclear Security Summit in Washington, Chinese President Hu Jintao and U.S. President Barack Obama will meet while the second China-U.S. Strategic and Economic Dialogue will take place in May.Hormats also said the two countries need to enhance collaboration within the global architecture, and expand cooperation in areas such as clean energy, innovation and economic rebalancing.Hormats will also attend the annual meeting of the Boao Forum for Asia (BFA) in China's southernmost Hainan Province.

STOCKHOLM, April 30 (Xinhua) -- Sustainability expert, Professor Mohan Munasinghe who is also director general of Sustainable Consumption Institute at University of Manchester said China's development is more sustainable than the U.S. and Europe when they were in the similar development stage.In a recent interview with Xinhua in the Swedish capital city Stockholm, Munasinghe who was also Co-winner of the 2007 Nobel Prize for Peace as Vice Chairman of IPCC (Intergovernmental Panel on Climate Change) said sustainable development meant to balance the economic and social development with the damage of environment."What China proposes to develop harmonious society and especially to harmonize economic and social development and the environment is a way towards sustainable development," Munasinge said."China is more hopeful because stainability index shows that China's development is much more sustainable than the U.S. and Europe when they had similar development stage when per capita income was around 3,000 U.S. dollars he said."The second reason is that the discipline in eastern culture especially in China and Japan, you have a discipline to mix the social changes with economic development, you need a lot of discipline to bring about these changes," he said, adding that China's way of experiment in changes is very good."China often implements a pilot program and if it is good, it then promotes it in other areas and finally in the whole country and if you fail, then forget it and try new ways, this way you make the changes more beneficial than make it a total failure," commended Munasinge."China has the social capital that you make your society a consensus building society, this is Chinese social capital. BEIJING，April 4 (Xinhua) -- Frequent cold fronts in the coming 10 days would bring rainfalls to drought-hit Guangxi Zhuang Autonomous Region and Guizhou Province, China Meteorological Administration (CMA) said Sunday.Light to moderate rains or showers are forecast in Guangxi, western Guangdong, southwestern Hubei, most parts of Guizhou, northwestern Yunnan and the northeastern part of the Western Sichuan Plateau on April 5, according to the CMA.But apart from its northwestern region, Yunnan province, worst hit by the current drought, would see virtually no precipitation in the next 10 days, the CMA said.The cold fronts would also cause temperature drops of 4 to 6 degrees Celsius in Inner Mongolia, northeast China, eastern part of northwest China and north China in the next three days.From April 7 to 9, northern part of China would expect windy and sandy weather. Northern and eastern parts of Northeast China would see moderate to heavy snow during the three days.

BEIJING, April 1 (Xinhua) -- Two Chinese vaccine makers Thursday confirmed they have shut down operations after their rabies vaccines were found to be substandard.The State Food and Drug Administration (SFDA) announced in December that a total of 215,800 units of rabies vaccines made by Jiangsu Ealong Biotech Co. and Hebei Bioforwell Co. from July to October 2008 had quality problems.The agency had ordered the two companies to halt production and sales.The confirmation came after media reports saying Ealong Biotech had resumed production and seven executives had been detained. Reports said the company had mixed an additive with the vaccine to reduce costs, leaving as many as 1 million people affected nationwide.Some local newspapers even reported that deaths or illness were likely caused by the faulty vaccines.Yan Jiangying, the SFDA spokesman, said the SFDA was yet to release investigation results as the probe was still underway.But Yan said people needed several injections to build up immunity as the 180,000 units of vaccines made by Ealong Biotech were not as effective as required by the drug watchdog.Liu Wu, general manager of Ealong Biotech, said the faulty vaccines may not provide protection against rabies as they were not up to national standards.But Liu said "We have not received any reports on adverse reactions in people receiving rabies vaccine shots."Liu also denied there were 1 million people affected, saying each person should receive five injections, or one unit, rather than receive one injection of each unit.The company had not produced or sold even one dose of rabies vaccine since Nov. 30, Liu told Xinhua.It also halted production of the A/H1N1 flu vaccine in February when the quality permit expired, he said.Liu also denied that seven company executives had been arrested and that they had put an additive in the vaccines.Ealong Biotech is the nation's fourth-largest rabies vaccine maker with a market share of 11 percent. It took orders from the Chinese government for 6.3 million doses of A/H1N1 flu vaccines in 2009, ranking third nationwide.Wang Kejing, deputy director of the food and drug administration in Sanhe city, where Hebei Bioforwell Co. is located, said the company had not sold even one dose of vaccine since April last year.Hebei Bioforwell Co., which only produced rabies vaccines, had been shut down for rectification. It said earlier that all the faulty rabies vaccines had been used, but they had received no reports of adverse reactions.In the northern Shanxi province, almost 100 children had died or fell ill after taking shots of vaccines for encephalitis, hepatitis B and rabies, the Beijing-based China Economic Times reported on March 17.The Ministry of Health has launched an investigation into the case after media exposure.
