Abraham Lincoln ranked first overall in the survey, which was the same as his ranking in the 2014 survey.The survey respondents were current and recent members of the President and Executive Politics Section of the American Political Science Association. Both Democratic scholars and Independents had Lincoln as their top president. Republican scholars ranked Washington as first and Lincoln as second. Democrats ranked Trump as 44th, Independents ranked him as 43rd, and Republicans ranked him as 40th.A few presidents' rankings shifted since the last survey in 2014. President Donald Trump is expected to announce Friday that the Treasury Department will impose new sanctions against North Korea.The sanctions, to be announced at the Conservative Political Action Conference, pertain to vessels and shipping, a person familiar with the matter tells CNN, declining to offer further details.News of the latest sanctions was first reported by Reuters.The sanctions will be announced while the President's daughter and senior adviser Ivanka Trump is in South Korea for the closing days of the 2018 Winter Olympics. Pope Francis has removed Bishop Martin Holley of Memphis, Tennessee, the Vatican announced on Wednesday.Archbishop Joseph Kurtz of Louisville will run the diocese in Holley's absence, the Vatican said.In a statement, the Diocese of Memphis said Holley's removal follows an "apostolic visitation" -- churchspeak for a Vatican-led investigation -- in June 2018.
