BEIJING, Oct. 16 (Xinhua) -- China will launch a new round of reform to realize a good governance as the ruling Communist Party of China (CPC) is planning the country's roadmap in the coming five years, scholars and political observers have said.The 17th CPC Central Committee opened its fifth plenary session in Beijing Friday to discuss the 12th five-year program (2011-2015), which will unveil a new round of comprehensive reform, including both economic and political reforms, said Yu Keping, a prominent theorist, in an interview with Xinhua."Only with constant reforms and innovations can China build a good government for good governance," said Yu, who now serves as deputy director of the CPC Central Compilation and Translation Bureau.Yu is well versed in the research of political system. His famous works including the article Democracy Is A Good Thing, which has been widely circulated and sparked heated discussions home and abroad.By exercising democracy in elections, decision-making, management and supervision and guaranteeing the people's rights to be informed, to participate, to be heard and to oversee, the ruling party and the government are emancipating themselves and stepping up governance reform for good governance, Yu said.Observers believe the 12th five-year program will go beyond plans of economic and social development to involve administrative, political, social and cultural restructuring.Wang Yukai, a professor at the Beijing-based Chinese Academy of Governance, said the country's next five-year program will become a major step on the road to build an effective and accountable government."Good governance is a guarantee for CPC to remain in power," Wang said.Hu Angang, director of the Center for China Studies, a top think tank for policy-making under the Chinese Academy of Sciences and Tsinghua University, said the Scientific Outlook on Development would be carried out in an all-round way in the next five years.The Scientific Outlook on Development was proposed by the CPC in 2003, against the backdrop of rapid economic growth and a series of problems including excessive consumption of resources, damages to the environment and a widening gap between the rich and poor. It was inscribed in the CPC Constitution in 2007 at the 17th CPC national congress.

SHANGHAI, Oct. 2 (Xinhua) - China and Cambodia pledged to further cooperation and bilateral ties as top Chinese legislator Wu Bangguo met with Cambodian King Norodom Sihamoni in Shanghai Saturday."China attaches importance to relations with Cambodia and hopes to deepen and advance the mutually beneficial cooperation to lift bilateral ties," Wu told Sihamoni.Wu, chairman of China's National People's Congress (NPC) Standing Committee, said China cherished the special friendship with the Cambodian Royal Family.The friendship nurtured by Chinese leaders and former Cambodian King Norodom Sihanouk had weathered the changing international landscape, said Wu.Bilateral relations had seen frequent high-level visits, increased political mutual trust, and mutually beneficial trade cooperation and support on international and regional issues, said Wu.Wu also thanked the king for his support to the Shanghai World Expo and presence at the celebrations of China's National Pavilion Day at the Shanghai World Expo Friday.Sihamoni said the progress in bilateral relations was in the line with the two peoples' aspirations and the Cambodian Royal Family was committed to boosting bilateral cooperation.

BEIJING, Sept. 10 (Xinhua) -- Property prices in 70 major cities rose 9.3 percent in August year on year but were unchanged on a month-on-month basis from July, China's National Bureau of Statistics (NBS) said Friday.The year-on-year growth rate was one percentage point lower than the year-on-year growth rate in July, a statement on the NBS website said Friday.The year-on-year growth rate was the slowest in the past eight months this year.On a year-on-year basis, China's home prices rose 7.8 percent in December 2009, 9.8 percent in January 2010, 10.7 percent in February, 11.7 percent in March, 12.8 in April, 12.4 percent in May, 11.4 percent in June and 10.3 percent in JulyNew home prices rose 11.7 percent year on year in August, down 1.2 percentage points from July. New home prices in August were unchanged from July, too.Prices of second-hand homes rose 6.2 percent year on year in August, down 0.5 percentage points from July. Prices of second-hand homes in August increased on a month-on-month basis, up 0.1 percent from July.The Chinese government took measures in April to cool soaring home prices, including curbing lending to developers, limiting loans for third-home purchases and requiring higher down-payments for second-home purchases.

  

PYONGYANG, Oct. 24 (Xinhua) -- A delegation of senior Chinese military officers led by Guo Boxiong, vice chairman of China's Central Military Commission held on Sunday a memorial ceremony for Chinese People's Volunteers (CPV) martyrs in Hoechang County, South Phyongan Province.Wreaths in the name of leaders of the Communist Party of China and Chinese government as well as the visiting delegation were laid in front of the cemetery for the CPV martyrs.A wreath signed jointly by the Worker's Party of Korea (WPK) Central Committee, the Presidium of the Democratic People's Republic of Korea (DPRK) Supreme People's Assembly and the DPRK cabinet was also laid to mourn the fallen CPV martyrs.Guo Boxiong (L Front), vice chairman of China's Central Military Commission, addresses a memorial service at the martyrs cemetery of the Chinese People's Volunteers (CPV) in Hoechang County of South Phyongan Province, the Democratic People's Republic of Korea (DPRK), Oct. 24, 2010.Addressing the memorial ceremony, Guo said that 60 years ago the CPV crossed the Yalu River to support the DPRK people to fight the imperialist invasion and safeguard justice and peace and won a great historic victory.During the tough war, the Chinese volunteers sacrificed themselves and demonstrated the great internationalism and they forged, with their blood, the unbreakable China-DPRK friendship, Guo said.Many of the volunteers died in the DPRK, and they represent the best of China's fine sons and daughters, and their names will go down in history, Guo said.Thanks to the close care by DPRK's late top leader Kim Il Sung and the direct guidance of General Secretary Kim Jong Il, the bodies of the CPV martyrs were buried properly and the cemetery has been under careful maintenance, he added.

  

TIANJIN, Oct. 4 (Xinhua) -- China on Monday said developing countries' right to development must be guaranteed in order to achieve a positive progress in tackling with climate change problems.As a developing country which is experiencing rapid growth, China will continue to fulfill its due responsibilities in reducing greenhouse gases emissions, said Chinese State Councilor Dai Bingguo.While addressing a new round of UN climate talks which opened Monday in north China's Tianjin Municipality, Dai said the principle of sustainable development must be followed."Economic development, poverty alleviation and climate protection should be considered in a coordinated way in order to achieve a win-win result between achieving development and dealing with climate change," Dai said.He suggested the negotiations should stick to the basic framework of the United Nations Framework Convention on Climate Change (UNFCCC) and Kyoto Protocol and the mandate of the Bali Roadmap and follow the principle of "common but differentiated responsibilities."The developed countries should set the targets to take the lead in reducing greenhouse gas emissions and arrangements should be made to provide adequate financial and technological support to developing countries, he said."All countries should consolidate and enlarge the common ground (on climate change issues) so as to actively push forward the talks and reach a legally binding agreement at an early date," Dai told some 3,000 delegates from party and observer countries under the UNFCCC and the Kyoto Protocol.He said the UN climate talks had entered a critical stage and the Tianjin meeting should make positive progress in order to pave the way for the year-end Cancun summit in Mexico.As a responsible developing country, China will continue to play an active and constructive role in the climate talks, Dai said.He stressed China, as a country of 1.3 billion people with per capita GDP ranking about 100th in the world, faces the serious task of growing the economy and improving people's livelihood."At a stage of accelerated industrialization and urbanization, China's energy demand will see further reasonable growth. Therefore, we face significant constraints in controlling greenhouse gas emissions," he said.The Chinese government made clear-cut goals before the Copenhagen climate talks in late 2009, including cutting the intensity of carbon dioxide emissions per unit of GDP in 2020 by 40 to 45 percent, compared with 2005 levels.China also said it would increase the share of non-fossil fuels in primary energy consumption to around 15 percent and have 40 million more hectares of forest by 2020.Last December, the UN climate change conference was held in Denmark and adopted the Copenhagen Accord -- a non-binding document.The Tianjin talks, scheduled to run from Oct. 4 to 9, is the final meeting before the United Nations Climate Change Conference to be held in Cancun at the end of this year.
