SAN DIEGO (CNS) - Prosecutors Friday announced charges against 10 alleged members of a San Diego auto insurance fraud ring, who are accused of buying damaged vehicles and staging car thefts in order to collect more than 0,000 in fraudulent claims.The defendants -- four were arrested this week, while a half-dozen others remain at large -- are accused of buying already-damaged vehicles with high mileage, then submitting false damage or theft claims, defrauding a dozen insurance companies in the process, according to prosecutors and the California Department of Insurance.Investigators allege the suspects filed about three dozen false claims over the course of four years, with 56 vehicles used in the alleged scheme. SAN DIEGO (CNS) - The San Diego County Health and Human Services Agency announced Tuesday that it will make its inclement weather shelter program available to homeless residents in the county's unincorporated areas. The agency's Housing and Community Development Services division activates the shelter when rain is expected for at least two days, reaches two inches in a 24-hour period or when a storm includes a threat of flash flooding. County officials monitor seven unincorporated zones to determine when to activate the shelter program. Homeless residents can contact 211 San Diego between noon and 7 p.m. to be connected to a shelter provider. In some cases, residents are eligible to receive assistance with transportation to an inclement weather shelter. SAN DIEGO (CNS) - The San Diego County Board of Supervisors Wednesday heard a proposal to reduce light pollution in two rural communities.The proposed amendment to the county's Light Pollution Chapter ordinance would cover the Julian and Borrego Springs Community Planning Areas.Both would be considered "Zone C" to receive a Dark Sky Community designation, which is generally more restrictive, according to a presentation at Wednesday's board meeting.Along with unanimously approving the ordinance amendment on first reading, the board also found it to be exempt from the state's Environmental Quality Act, as it does not affect land use or density.It would also support Julian in becoming an International Dark Sky Community and update Borrego Springs' light pollution standards.The board will consider formal adoption at its Nov. 18 meeting. If approved, the amended ordinance would take effect in January.Zone C is generally more restrictive and limits total amount of light per acre and has more restrictive standards for signage or nighttime sports.Proposed changes would include new lighting standards (for color type, levels and shielding) and sign illumination. The county would give existing developments 10-year grace period to come into compliance.Dark skies are important to astronomers for better viewing in rural communities, along with businesses that benefit from related tourism. SAN DIEGO (CNS) - The San Diego County Board of Supervisors Tuesday unanimously signed off on a program that will provide quick access to help for first responders dealing with a mental health crisis. The Captain Ryan J. Mitchell First Responder Behavioral Health Program will offer confidential mental and behavioral health support by connecting first responders with a clinical professional via a dedicated phone line, website or smartphone app. The program will be open to first responders in any jurisdiction or branch of public safety. Supervisor Nathan Fletcher proposed the program after speaking with firefighters and law enforcement officials around the county during a listening tour earlier this year. The program is named after Cal Fire Capt. Ryan Mitchell, who took his own life in 2017. Mitchell's father thanked the board for approving the program. William Mitchell, who is a fire department chaplain, said sharing his son's legacy ``brings healing to our broken hearts.'' Fletcher said the board ``took an important step in furthering its commitment to behavioral health services'' with their support of the program. ``First responders across San Diego County in the midst of a mental health crisis will be able to quickly access clinician assistance confidentially without the barriers that today are preventing them from getting the help they need,'' he said.
