SAN DIEGO (KGTV) - Scripps Health revealed Tuesday plans for major new construction projects and buildings at its hospitals in San Diego County.The master plan includes flexible design spaces for evolving technology in patient rooms, operating rooms, laboratories and diagnostic centers, Scripps officials said.More care will be delivered on an outpatient basis at clinics and other facilities so Scripps can use acute care hospitals to care for the most seriously ill patients, said the company."This is our vision to build the health care system of the future - starting today," said Scripps president and CEO Chris van Gorder. "Our focus is on delivering the right care in the right setting that reflects the changing health care needs of the communities we serve across the San Diego region."The projects will be financed by operating revenues, borrowing and philanthropy, Scripps said.Scripps Memorial Hospital La Jolla:Construction includes a new seven-story, 401,000 square-foot hospital tower. It will feature a woman's health center, nursery, and neonatal ICU. The work will start in 2022 in Chula Vista and 2027 at Scripps Green.Scripps Mercy San Diego:The campus will be the largest project for the health care system. The existing acute care building will be replaced with a new 710,000 square-foot 15-story tower. Most of the rooms will be private. The central energy plant will also be upgraded. Construction will start in 2022 and end in 2027.Scripps Memorial Hospital Encinitas:Plans include a new 185,000 square-foot three-story acute care building, a new medical office building, seismic retrofitting and energy plant upgrades. "It was a huge garage and we had a bunch of space in it, so we thought we'd try to convert it into something a little more useful," Walsh said.Walsh hired contractor Murray Lampert to come up with a design that would keep half the space as a two-car garage, while turning the rest into a 230-square-foot apartment. It includes a bathroom with shower, as well as a kitchenette.Murray Lampert CEO Gregg Cantor said many San Diego County cities are making it much easier to convert homes into granny flats, officially known as "accessory dwelling units" or ADU's. The City of San Diego has eliminated some fees to encourage homeowners, while also eliminating some regulations that used to block ADU creation.A city spokesperson told 10News there has already been a significant uptick in ADU applications in 2019. He estimates about 20% of those are garage conversions."They're not always directly for rental," Cantor said. "But I think the upside of it all is creating more rental space in San Diego County because there's a shortage and housing is very expensive."Cantor warns that is important to follow all building codes and to get the proper permits before starting the project, rather than hire a contractor willing to do the work under the table. According to an early report from the Brennan Center for Justice, San Diego’s violent crime rate fell by 0.7 percent. Overall, however, crime is up. SAN DIEGO (KGTV) — Santa Ana winds have fueled the most destructive wildfires in San Diego’s history, including the Cedar Fire in 2003 and the Witch Creek Fire in 2007.But why do Santa Anas form and what makes them so effective at spreading fire?Typically, during the day, San Diego’s winds blow from the ocean to the shore. These onshore winds tend to carry a lot of water vapor.However, Santa Ana winds blow the opposite direction, from the east to the west, and they have all the ingredients fires need to spread.“Strong winds,” said National Weather Service San Diego meteorologist Philip Gonsalves. “They’re typically very dry, and we usually end up with warmer conditions.”Strong. Dry. Hot. A fourth key factor elevating the fire danger is the timing of this wind pattern.“They typically occur in the fall, which is that time of the year when the fuel moistures are very low, and so the fuels are primed for ignition,” Gonsalves said.Winds flow from areas of high pressure to areas of low pressure. Santa Anas form when there is high pressure over the Great Basin, located in Nevada and parts of Utah, and low pressure over Southern California.The winds are coming from the desert, but that’s not why they’re hot. They are hot for the same reason that air coming out of a bicycle pump is hot, Gonsalves said. It’s because the air is getting compressed.As the winds flow west out of the Great Basin, they travel over mountains. At high elevations, the air is very cool, but as the winds move downslope into lower elevations where the pressure is higher, the air gets compressed. That compression rapidly drives up the temperature in what’s called the Adiabatic Process.This process also dries out the air, and dry air can heat up much faster.As the winds move downslope, they pass over ridges and through canyons, which act like funnels, speeding up the winds.Santa Ana winds can pop up any time the Great Basin is cooler than Southern California, typically from September to May. But peak season is considered to be October.The Santa Ana event on Tuesday is falling a little before the peak season because of the positioning of highs and lows in the Northern Hemisphere, Gonsalves said, but the end result is the same: strong, dry, warm winds and extreme fire danger. 2281
