(KGTV) -- Homeland Security Secretary Kirstjen Nielsen announced Thursday any caravan migrants who seek asylum in the United States must wait indefinitely in Mexico until their immigration proceedings at the U.S. Port of Entry are complete.In her speech, Nielsen announced the end of the American immigration policy nicknamed "Catch and Release." Catch is the migrants' initial meeting at the US Port of Entry. Release is the process in which asylum seekers are released into the U.S. with an ankle monitor until a later court hearing.The criticism has been that migrants ignore the court date and never finish their legal proceedings.Instead, in an emergency proclamation, Nielsen announced the start of what some are now calling the "Catch and Return" policy."Once implemented individuals arriving in or entering the United States from Mexico illegally or without proper documentation may be returned to Mexico for the duration of their immigration proceedings," Secretary Nielsen said. "They will not be able to disappear into the United States."While the Central American migrants wait indefinitely, Nielsen said that Mexico has agreed to provide humanitarian visas and work support.University of San Diego Immigration law professor Ev Meade said this new policy is not realistic. "Who's going to pay for the services that people need in Tijuana?" Meade said. "The US isn’t going to pay, Mexico just slashed its refugee budget for the upcoming year, and Tijuana really can’t afford to continue to pay for the services it's paying, and the state of Baja California is basically bankrupt." Meade said the Trump Administration's "out-of-sight, out-of-mind" mentality toward immigration, is irresponsible. "Just declaring as a blanket policy where Mexico is going to take responsibility for all of this, this seems like a colossal mistake," Meade said. He said many "Caravaners" do not want to stay in Tijuana, especially after a recent uptick in violence. Last weekend, two asylum-seeking Honduran teens were kidnapped, robbed and killed in Tijuana. Like many of the President’s other immigration policies, Meade believes this policy will most likely be shut down by a federal judge unless tweaks are made."If they make it more of a voluntary program where people can opt to do this, and it's incentivized and allows people to work in order to get themselves back together in Tijuana while they're waiting to get their case heard, and they've in fact decided to do that, then it could work for some members of the Caravan," Meade said. (KGTV) — Palomar Community College President Dr. Joi Lin Blake will resign this summer, after facing criticism over a recent budget report warning of the district's fiscal instability.This week the district's Governing Board approved the agreement for Blake to resign, which will take effect June 30. Blake was placed on leave following the Fiscal Crisis Management Assistance Team (FCMAT) report.Palomar Vice President Jack Kahn will serve at Acting Superintendent and President. SANTA BARBARA, Calif. (KGTV) -- A fast-moving fire broke out in the mountains near Santa Barbara late Monday afternoon. According to KEYT, the blaze, named the Cave Fire, sparked around 4:15 p.m. along Highway 154 and East Camino Cielo. By 5 p.m., the fire had burned 15 acres. That number quickly grew to 2,500 acres by 7:54 p.m., The Tribune reports. SANTEE, Calif. (KGTV) — Flames sparked in heavy brush in a Santee riverbed on Thursday, spreading dangerously close to several homes.The three- to four-acre brush fire was reported off Mission Gorge Rd. and Fanita Dr. just after 12 p.m. Sky10 video showed flames in the brush behind homes along Willowgrove Ave.At least one helicopter responded to the fire and quickly began making water drops, pulling water from the San Diego River nearby. Several firefighters were also on the ground spraying the flames from behind homes.One firefighter has been injured, though the severity of their injuries was unclear.San Diego Sheriff's Department said seven or eight homes need to be temporarily evacuated, but should be able to return home since the fire has been contained.SDSO closed Carlton Hills Blvd. between Mission Gorge Rd. and Carlton Oaks Dr. while crews fought the blaze.Crews are expected to be in the area into the night to mop up the area. 955
