POWAY (CNS) - Authorities today identified a 69-year-old man who was gravely injured when he was struck by a car while walking in the same Poway intersection where sheriff's deputies were investigating a collision in which his wife struck and injured a pedestrian about 30 minutes earlier.Robert Tockstein of Ramona was struck shortly after 8:35 p.m. Tuesday at the intersection of Twin Peaks Road and Midland Road, and he died at an Escondido hospital early Wednesday morning, according to sheriff's Lt. Dustin Lopez and the San Diego County Medical Examiner's Office.In the first crash, which happened around 8:05 p.m. Tuesday, Tockstein's wife struck a man who was walking in a crosswalk at the intersection, Lopez said. The victim was transported to Palomar Medical Center in Escondido where he was treated for minor injuries.While deputies investigated the first crash, Tockstein arrived at the scene, Lopez said.Tockstein moved his wife's vehicle and as he was walking back to the scene of the crash he was struck in the east crosswalk of Twin Peaks Road, the Medical Examiner's Office said in a statement.The driver of the Toyota Prius that struck Tockstein remained at the scene and cooperated with deputies, Lopez said.Tockstein was transported to Palomar Medical Center in Escondido, where he was pronounced dead at 1:58 a.m. Wednesday, the Medical Examiner's Office said. 1390

POWAY, Calif., (KGTV) — Six days after the City of Poway issued a Boil Water Order, some restaurants are reopening, after getting special permits from the Health Department. On her first day back to work, a server at Mainstream Bar & Grill got the surprise of a lifetime when she received a ,000 tip from a regular customer. It's been a while since hungry customers walked into the Mainstream Bar & Grill. Six days after receiving Poway's food facility closure notice, Mainstream is one of a few restaurants that are reopened. Mandated by the Health Department, they now have a modified eight-item menu with ingredients not prepared on-site, a boiled water hand-washing station, and disposable cups and utensils. "Employees, we want them to get back to work as quickly as possible. Especially this time of year."It's a time when a lack of cash could be the difference between holiday cheer and holiday drear. "You really want to figure out what you want to do for the holiday or how you are going to spend your money, so that was scary."Klein, a six-year veteran server, was out of a job for five days. But Thursday morning, she was back on her feet. She greeted and served her regulars without a hitch. She even chatted with one of them about how the water outage was affecting her family. (KGTV) -- Take away the masks, temperature readings, and distance markers, and Canyon View Elementary in Poway looked like any other first day of school Thursday morning.Asked if they have been waiting for this day, one parent told ABC 10News, “Yes, for so long.”The Poway Unified School District kicked off their hybrid program consists of both in-person and digital learning for kids in grades K-5.Students will be in class for a maximum of 2.5 hours per day, and while It's a short day, parents like Chris Madrideo said it's enough."The two hours is perfect, [better] than nothing because at home it's been hard,” Madirdeo said.To ensure social distancing, half the amount of kids returning will be part of the morning session, the other half will take part in the afternoon session."We had a lot of parent meetings, I sent videos about what it's going to look like. We've had families do test runs so we're ready and we'll make adjustments as needed," said Canyon View Elementary Principal Jill Halsey. "We looked at what's working, and we want to take what's working and implement it here.”Desks inside classroom will be covered with plexiglass and six feet apart.The district’s communication director said if a student or staff contracts COVID-19 while involved in in-person learning, they'll be required to switch back to distance learning immediately. The school will then work with the health department to contact trace, notify and test, if needed, anyone affected.Families were also given the option to continue virtual learning. POWAY, Calif. (KGTV) Poway's mayor is responding to critics who are slamming him for how he handled the recent boil water advisory. Nearly 200 businesses were forced to close for six days over fears that the water might have been contaminated during recent storms. Tuesday morning, a group calling itself "The East County Coalition for Clean Water" held a news conference at Lake Poway.The members are from the Helix and Lakeside Water Districts, and one is from the San Diego County Water Authority. The regional water officials said they'd been getting calls from constituents worried about their water supply, which was not affected by the boil water advisory. "The mishandling of the Poway contamination incident erodes the confidence of the public of all the water boards," said Lakeside Water District Member Frank Hilliker, who said he was speaking as a private citizen and not in an official capacity.Hilliker said Poway Mayor Steve Vaus was "asleep at the wheel." "The buck stops with the mayor of Poway, and he was slow to react," said Hilliker. Hilliker also said it was irresponsible for the mayor to say he was continuing to drink the water before testing was complete.Mayor Vaus said he wouldn't do anything differently. "I told people I was drinking water. I did drink the water. I gave it to my pets, cause I knew and I repeatedly said, all of our tests were fine. Sacramento was way behind Poway in getting their clearances," said Mayor Vaus. The mayor said the criticism has more to do with dirty politics than dirty water. "These are a bunch of elected's doing the dirty work for a desperate and disgraced candidate for county supervisor," said Vaus. The mayor is referring to former state Senator Joel Anderson, who is running against Vaus in the race for the San Diego County Board of Supervisors. "All 4 or 5 people who were listed on the press release are supporting my opponent in the county supervisor race, an opponent who is in desperate straights according to the polling," said Vaus.When reporters asked Hilliker if he was supporting Anderson, he insisted the news conference was about public safety."How is that relevant to public safety? Again, we're talking about public safety and clean water," said Hilliker. The group also blamed the mayor for not maintaining equipment. Last week, a state official indicated that part of the system was not in compliance with state regulations. "There was a comment in the media from someone with the State Water Quality Control Board saying something or other was wrong with our set up. Well, our set up has been the same for 50 years. We've maintained it impeccably, he signed off on it a few months ago, nothing has changed since then," said Mayor Vaus. The mayor said the city would submit an incident report to the state and make any necessary repairs.Meanwhile, the Poway Chamber of Commerce is launching restaurant month until January 10th in an attempt to help the businesses. 2963
