BRUSSELS, April 22 (Xinhua) -- The number of civilian deaths in Afghanistan went down by 39 percent in the first three months of 2009 compared to the same period a year before, NATO said on Wednesday.     NATO spokesman James Appathurai said 81 percent of the civilian deaths were caused by the Talilban-led insurgents and 19 percent by international troops in the first three months of 2009. He did not give the overall number of civilian deaths in this period.     A total of 1,240 civilians were killed in 2008 in Afghanistan and the Taliban and other militant groups were responsible for 80 percent of them, according to NATO counts. But the UN mission in Afghanistan said more than 2,100 civilians were killed last year.     "It is important to note that despite the increase in (the numbers of) international forces, efforts to reduce the numbers of civilian casualties are having an effect," said Appathurai.     He said NATO and the Afghan security forces will establish about three dozen joint coordination centers throughout the country by mid-summer to coordinate military support and security support for the presidential and provincial elections in August.     Four battalions of extra troops will be deployed by mid-summer to help secure the elections. The extra troops will stay long enough in case a presidential run-off is needed in early October, he said.

SHENZHEN, July 18 (Xinhua) -- Chen Yunlin, president of the mainland's Association for Relations Across the Taiwan Straits (ARATS) said Saturday that the ARATS will offer more support to help Taiwan businessmen weather through the financial crisis.     Chen said this at a symposium here Saturday on the development of Taiwan companies amid the financial crisis.     According to the Taipei World Trade Center, the second purchase delegation from the mainland had shown intention to purchase more than 600 million U.S. dollars worth of goods from Taiwan companies in the coming 12 months during a weeklong visit to the island, mainly involving food, drinks, garments and daily necessities.     "Under the current circumstances, we should positively seek more cooperation opportunities to overcome the hardships," said Chiang Pin-kung, chairman of Taiwan-based Straits Exchange Foundation (SEF).     The mainland will send the third procurement delegation to the island in August, focusing on the island's chemical industry, electronic products and automobiles.     More than 50 representatives from the mainland-based Association of Taiwan Investment Enterprises, the Taiwan-based "Chinese National Federation of Industries" and other organizations attended the symposium, which was jointly held by the ARATS and the SEF.

MOSCOW, June 4 (Xinhua) -- Russia and China have agreed to establish a cross-border nature reserve to protect Siberian tigers and other endangered animals, local media reported on Thursday.     An agreement on the creation of the nature reserve was signed by Russian Minister of Natural Resources Yury Trutnev and his Chinese counterpart Zhou Shengxian, news reports said, citing the Russian Ministry of Natural Resources.     The Siberian tiger, also known as the Amur tiger, is the largest subspecies of the family with a length of more that three meters and a weight of up to 300 kg. There are only about 500 of them left in the wild.

BEIJING, June 8 (Xinhua) -- Chinese Vice Premier Li Keqiang met with U.S. special envoy for climate change Todd Stern on Monday, calling for more dialogues and substantial cooperation with the United States on climate change.     "China has noticed the change of the U.S. government on climate change as well as the positive measures it has taken," Li told Stern during their meeting in the Great Hall of the People.     To strengthen dialogue and cooperation between the two countries helps the growth of China-U.S. ties and benefits the international cooperation to fight against climate change, the vice premier said. BEIJING, May 11 (Xinhua) -- China's State Council Monday published a guideline to maintain current agricultural development and promote income for farmers.     The guideline was issued on the Chinese central government's official Web portal www.gov.cn.     It consists of 22 items in eight parts, calling for more efforts to expand domestic demand, promote exports and stabilize grains' prices.     The guideline calls for more support for spring sowing, including pest control, guarding against natural disasters and science and technology services.     It also stresses the importance of granting subsidies to farmers and setting grain prices.
