SAN DIEGO (KGTV) -- Many drivers around San Diego say they’re worried about being cited after seeing what some people call “smog checkpoints.”Motorists recently came across one of the mobile smog checks on Nimitz in Point Loma. A roadside team was inspecting cars to gather data in hopes of improving air quality.The mobile unit is set up to look like a DUI checkpoint, but stopping is voluntary. "I look ahead, and I see lights. It's obviously police action, and I'm thinking maybe there's a car accident,” said Nanci Washburn.Washburn said the activity created traffic backup, making her late for a meeting. "Here is a CHP car. Two officers, there's a whole blue tented area here with chairs. Once I got past that, here is a lift to put a car on."Washburn says the first thought that went through her head was that authorities were targeting older vehicles due to emission problems.10News spoke to the California Highway Patrol and the agency behind the smog checks, the Bureau of Automotive Repair. Those agencies say it’s not a checkpoint and no one is being impounded, rather, it’s a voluntary survey to help the state meet air quality standards.The agencies involved claim drivers aren’t penalized for not participating. "There's no fines and no penalties if they pass or fail, it's just informational. And we use this information to help us manage and evaluate the California Smog Check Program,” said Michael Lafferty.Essentially, the state is policing their program, officials claim. "We're not asking to spend billions of dollars and build something, we're saying change the zoning. They have the prerogative, it's under their jurisdiction, we're reminding them there are issues at stake and those issues are communities to this day that are segregated," said Ricardo Flores, executive director of LISC.Flores says the same areas that were identified back in 1930 by San Diego banks as low-income areas are still falling under that category today. Additionally, areas outside of those remain zoned for single-family homes, keeping the lower income families from moving in. "So, what we’re effectively saying is, if you can't buy a single-family home in Kensington, then you can't live in Kensington. But, that’s not the truth; the truth is Kensington is zoned one thing, single family, and we need to expand that zoning." A representative at the rally from Chicano Federation says, "We are tired of the continuation of policies masked as zoning when in reality they are policies of segregation." Meantime, Borre Winkle, CEO and president of the Building Industry Association of San Diego told 10News, "The American dream is not to live in an apartment, the American dream is still to live in a single-family dwelling unit no matter how big it is".Winkle says getting rid of single family zoning isn't the solution. "For us, were totally on board with having multi family in a single-family zone, but we think it's going to run into a lot of neighborhood opposition." 1688

  

SAN DIEGO (KGTV) — In October, members of ICE, CBP and USBP held a meeting with several organizations in San Diego, telling them the Department of Homeland Security would be ending a policy known as “safe release.”That’s according to a lawsuit filed Wednesday by the County of San Diego against Kirstjen Nelson, secretary of the Department of Homeland Security.The policy of safe release had been in place since at least 2009. Under it, ICE would work with asylum seekers who had made it legally across the border to connect with family or sponsors in the United States. ICE officials would coordinate transportation as well, making sure the migrants made it to their final destinations.At the meeting in October, federal authorities notified Jewish Family Service and the San Diego Rapid Response Network that ICE would no longer be providing that service.“When that policy ended we quickly began to notice there were moms and children being dropped off at the bus stations here in San Diego,” said Michael Hopkins, CEO of Jewish Family Service. “We realized pretty quickly that we needed to create some type of shelter so that we didn’t have families sleeping on our sidewalks and adding to our homelessness problem in San Diego.”Since October, Hopkins estimates they’ve helped nearly 12,000 migrants in San Diego.On average, they take in 50 to 100 people per day, but it can fluctuate.“Last week we had nights when it was over 200,” said Hopkins.The shelter has moved around several times, but in March, the County announced it would allow the Rapid Response Network to operate the shelter out of the former family courthouse in Downtown San Diego.The operation has cost about .3 million, according to the County.It’s come from a mix of donations and money given to the county by the state.In a statement from DHS, officials told 10News, “until Congress acts to address the obvious drivers of the crisis and gives the Department the proper resources, we will continue to refine and adapt our processes to address our many priority missions to the best of our abilities.” 2083
