Congress returned to work this week with two major things on its plate: pass a budget bill to avoid a government shutdown and get to work on another stimulus bill legislators have been talking about for months.Congress has until Dec. 11 to pass a budget bill, but there is no timeline on another stimulus package, as both Democrats and Republicans have failed to agree to terms on one.“I just want, more than anything, to be represented by people that understand,” said Ryan Nisly.In March, Nisly lost his job bartending. Only a few weeks later, he found a new one. But after the most recent round of shutdowns in his home state of Colorado, he has been relegated to working 5-10 hours a week.“I’ve had some bad moments,” said Nisly. “No matter your amount of resolve, it’s not enough sometimes if the entire deck is stacked against you.”Nisly, like so many millions of Americans, says he has been waiting for Congress to act and pass another stimulus bill. Since the CARES Act pumped more than trillion into the U.S. economy in late March, including a ,200 stimulus check to most Americans, Congress has stumbled to give any sort of meaningful relief to those, like Nisly, who need it.The Economic Policy Institute estimates between now and 2022, trillion in relief is needed, with an additional 0 billion annually through the end of 2024.“Americans could hardly be more cynical about government and its inability to act and this is a perfect example,” said Howard Gleckman, a fiscal policy expert at the Urban-Brookings Tax Policy Center.Gleckman says despite the need for financial help, he thinks the prospect of a new stimulus bill, with individual stimulus checks, is bleak at best until President-elect Joe Biden is sworn into office on Jan. 20.He says Democrats and Republicans are having trouble agreeing on where money from a stimulus should go. Republicans want a smaller package, while democrats want a larger one that gives money to cities that have been hit by declining tax revenue.“It’s really pretty simple. It’s not about substance it’s all about politics,” said Gleckman. “I think the best bet is that they’ll make an effort at this [and] fail. Sometime in the next week or so, [probably] at the last minute on Dec. 10, Congress will pass a budget bill and then go home.”Editor's Note: A previous version of this article incorrectly identified Howard Gleckman as Harold. COACHELLA, Calif. (KGTV) -- Another puppy was discovered in a dumpster at Coachella just weeks after a woman was arrested for reportedly leaving seven puppies in a trash can. According to the Animal Hope and Wellness Foundation, the puppy was found badly beaten and burned in a dumpster on the 49000 block of Harrison Street around 1 p.m. on May 5. Someone digging through the trash heard the puppy crying and took her to a nearby jewelry store, where she was rushed to an animal hospital. RELATED: Woman arrested after puppies dumped in trash can at Coachella“It appears as if she was burned with a caustic substance, or a metal object like an iron,” the foundation said. The weeks-old puppy also had a portion of her tail cut off and can’t walk due to being beaten. The puppy, whose name is Hope, is currently in intensive care and being monitored 24 hours a day. The foundation is offering a ,000 reward for information leading to an arrest of the person responsible. The incident comes after a woman identified as Deborah Sue Culwell, 54, was arrested for reportedly dumping seven puppies in a dumpster at Coachella. The puppies were only about three weeks old. A good Samaritan was able to rescue the puppies, saving their lives. 1246

COVID-19 cases among younger Americans are on the rise, and while most under 45 who contract the virus will recover without significant complications, the virus is still a concern for anyone who gets it.But despite that concern, some students in Alabama are actively trying to come down with the coronavirus.According to officials in Tuscaloosa — the home of the University of Alabama — college students have been betting to see who can catch the virus first. Officials say that students put money into a pot, and the first one to contract the virus gets to keep the cash.Randy Smith, the Chief for the Tuscaloosa Fire Department, says he uncovered a major health concern involving area students and parties."We thought that was kind of a rumor at first," Smith said. "Not only did the doctors' offices help confirm it, but the state confirmed they also had the same information."Tuscaloosa City Councilmember Sonya McKinstry says it's up to young people to be responsible and avoid contact others if they're sick. She said the students' behavior is only slowing down a return to normalcy and putting the lives of their loved ones at risk."I just think it's senseless. I think it's careless. And it makes me mad as hell that you know we're constantly trying to do everything we can to slow the spread of the virus while they're just having a damn party trying to spread it," McKinstry said.The University of Alabama plans to reopen campus to students for in-person classes this fall. Officials have not said if the students hosting and attending the "coronavirus parties" are enrolled at the capstone.Young people in Alabama wouldn't be the first to hold "coronavirus parties." Earlier this year, Kentucky Gov. Andy Beshear reported that one his constituents contracted the virus at a similar party. 1807

  

CLEVELAND, Ohio - Angel Negron Rodriguez lights up when he’s dancing."It’s fun,” said Angel.It's his saving grace."Sometimes my eyes hurt a little bit,” said the fourth-grader.Especially now when he spends so much time remote learning."You have to memorize the steps and then when you’re done it’s like easier to concentrate."It’s a method Angel’s teacher, Sharon Lenahan, uses every single day in her class at Almira Elementary School in Cleveland."When they get fatigued you can tell because they will find a couch, they’ll find a bed, they’ll find something comfortable, you’ll see their head kind of finding a pillow,” said Lenahan.That’s when she knows it's time for a Break Dance. It’s a series of videos that allow the kids to follow along with instructors and learn dance moves."You really do see the students recharge after a little brain break, you really do,” she said. "Their energy and motivation are back.”Other Northeast Ohio teachers who think their students might need a brain break, breakdance can join in."As an organization who took great pride in having people physically connect in a respectful and meaningful way, it became very apparent to us that we were going to have to evolve how we accomplished our goals,” said Jojo Carcioppolo, the founding executive director of Dancing Classrooms Northeast Ohio.Carcioppolo says Dancing Classrooms has had to significantly change the way it connects with students and teachers for now because of COVID, so they created breakdance."It’s called Break Dance because breaks, reset, engagement, attention, and knowledge,” said Carcioppolo.And the company is doing all of this for free."All of the breaks are three minutes or less, and it just really gives the teachers the ability to put on a break and let students stand up, shake it out,” said Carcioppolo.Students like Angel are dancing out their fatigue at home all across Northeast Ohio until they’re able to bust a move in person."It’s fun, then when we’re done I can concentrate better on the class,” said Angel.This story was first published by Amanda VanAllen at WEWS in Cleveland, Ohio. 2115
