SAN DIEGO (KGTV) -- A man police say rammed a patrol vehicle while holding a gun prompted an officer-involved shooting in North Park Saturday. The incident began around 9:20 p.m. when police received a call about a carjacking near Maryland Street and Madison Avenue. According to San Diego Police, the victim’s property, including a 2019 Subaru Outback, was taken at gunpoint. When officers tried to stop the vehicle, the driver, a 17-year-old boy, fled the scene, leading police on a chase. The pursuit ended when the suspect drove off the road at Arizona Street and Howard Avenue before putting the car in reverse and driving toward officers. While backing up, police say the 17-year-old slouched down in the driver’s seat, pointing a handgun at police and prompting an officer to fire his weapon at the suspect. The man continued to back up, slamming into a patrol car, police say. No officers were injured. At this time, the suspect isn’t being identified due to his age. (CNN) -- A task force that looked into scores of horse deaths at California's Santa Anita Park found no animal cruelty or criminal activity, Los Angeles County District Attorney Jackie Lacey said Thursday.The number of horses that were being euthanized or dying after accidents at the famed facility gained nationwide attention when officials briefly suspended racing in early March over concerns about the number of deaths."Horse racing has inherent risks but is a legally sanctioned sport in California," Lacey, who led the panel of prosecutors and investigators, said. "Greater precautions are needed to enhance safety and protect both horses and their riders."RELATED: 3-year-old horse euthanized after suffering injury at Del MarThe task force looked into the 56 deaths that occurred between July 1, 2018, and November 30, 2019, and "did not find evidence of criminal animal cruelty or unlawful conduct relating to the equine fatalities."The task force, formed in March, had recommendations for post-death investigations, identifying preexisting conditions, track maintenance and enforcement. IMPERIAL BEACH, Calif. (KGTV) - A plan to build hotel rooms and apartments in Imperial Beach is one step closer to happening. The Design Review Board unanimously decided to move the plan to city council Thursday. The development is planned for an empty lot on 550 Highway 75. It will be a four-story development with 51 hotel rooms and 47 apartments. Developers say there’s a need for hotel rooms in the area. “There are less than a hundred units of hotel rooms in IB now,” said David Brienza, the developer with the Blue Wave Project, “IB needs a hotel community.” People living in the area raised concerns about impacts to the area, like noise and traffic. The design review board asked developers for look for ways to mitigate those concerns. If the plan gets the city council’s approval, developers say they could start construction by mid to late summer. 875
