SAN DIEGO (CNS) - San Diego County's Air Pollution Control District selected projects from 49 organizations Wednesday to receive .3 million in grants for projects designed to keep 692 tons of greenhouse gas and pollution out of the skies.The grants, part of the county's Clean Air for All campaign, will reimburse the selected businesses, local governments, schools and utilities for swapping out high-polluting, heavy-duty equipment for low-polluting or zero- polluting vehicles, boats and machinery.The district has notified all the organizations that their projects have been selected to receive the grants funded by California's Air Resources Board and Department of Motor Vehicles.All the organizations must sign contracts to start their projects; seven of the projects must still receive final approval from the California Air Resources Board. The organizations are reimbursed once their projects are completed.District officials estimate that if all 138 selected projects are completed they would improve local air quality over their lifetime by preventing the emission of 562.5 tons of nitrogen engine emissions, 103.5 tons of reactive organic gases that affect ozone production and 26.1 tons of diesel particulate matter -- small particles of carbon like soot. All told, the weight is roughly equal to six space shuttles.The majority of the grant money, roughly .3 million, is targeted to help the county's portside environmental justice neighborhood communities and projects from other state-designated disadvantaged communities. SAN DIEGO (CNS) - The San Diego County Board of Supervisors Wednesday gave final approval to a measure to reduce light pollution in two rural communities.The amendment to the county's Light Pollution Chapter ordinance covers the Julian and Borrego Springs Community Planning Areas. Both will now be considered "Zone C" to receive a Dark Sky Community designation, which limits the total amount of light per acre and has more restrictive standards for signage or nighttime sports.During their regular meeting on Oct. 28, supervisors approved the ordinance amendment on first reading, and also found it to be exempt from the state's Environmental Quality Act, as it does not affect land use or density.Taking effect in January, the ordinance will support Julian in becoming an International Dark Sky Community and update Borrego Springs' light pollution standards.According to the county, changes willinclude new lighting standards (for color type, levels and shielding) and sign illumination. SAN DIEGO (CNS) - Some people making emergency calls to the San Diego County Sheriff's Department on Verizon phones experienced problems connecting with dispatchers for part of the day Tuesday.It was not immediately clear what was preventing 911 operators from hearing certain -- but not all -- calls made on the Verizon network, sheriff's public-affairs Lt. Karen Stubkjaer said.The regional law enforcement agency worked with the telecommunications company to determine the source of the problem, Stubkjaer said.Officials advised anyone having trouble being heard by a sheriff's dispatcher to hang up, after which the emergency operator will immediately call back.The connection problems were tending to go away on the return calls, Stubkjaer said.By mid-afternoon, the New York-based wireless carrier had identified and resolved the problem, according to Stubkjaer.A Verizon spokesperson did not immediately return a call seeking comment on the issue. 962
