SAN DIEGO (KGTV) -- Rep. Duncan Hunter's opponent, Ammar Campa-Najjar, spoke out Tuesday about the indictment against the congressman. “Now is the time to put country over party,” Campa said in a brief video posted on YouTube. Campa continued by adding that Hunter "is in it for himself." Later Wednesday, Campa called on Hunter to step down. Tuesday, Hunter and his wife Margaret were indicted by a federal grand jury in San Diego on suspicion of using 0,000 worth of campaign funds to pay for vacations and personal expenses. RELATED: San Diego Congressman Duncan Hunter addresses federal indictment in 10News interviewWatch Campa's full message in the player below:The indictment includes instances from 2009 through 2016. The couple is also accused of filing false campaign finance records with the Federal Election Commission. RELATED: San Diego Congressman Duncan Hunter and wife indicted for campaign fund misuseAccording to an affidavit, hunter allegedly spent the money on vacations, dental work, tuition, movie tickets, video games and home utilities, among other things. The affidavit goes on to claim that the Hunters mischaracterized the purchases in FEC filings as things such as campaign travel, dinner with volunteers or campaign contributors, toy drives and teacher/parent events.  Hunter and Campa will face off in November. In the June Primary, Hunter finished with 49 percent of the vote with Campa gaining 16 percent. Political Consultant Laura Fink told 10News Tuesday night that a more recent generic ballot showed the to candidates "neck-and-neck." Fink added “It got close before this indictment. With Republicans having less energy in their turnout, it gives Campa-Najjar a real shot at this.” 1835

SAN DIEGO (KGTV) - Rent isn't the only thing in San Diego on the rise - so are the costs and fees associated with it. A recent study from HotPads, a Zillow-owned site, says San Diegans can pay ,270 per year in overlooked costs and fees that come with moving. The includes security and pet deposits, pet rent and parking. The biggest chunk comes from the security deposit, which is typically one month's rent. In all, it works out to an additional 6 per month. "As rent prices continue to rise and rent affordability remains a concern, it is important for renters to consider all their potential expenses before planning a move," said Joshua Clark, economist at HotPads. "There's all kinds of things they might charge you for at move-in, so you want to be sure to check before you sign anything," she said. Steingrebe focuses largely on downtown, renting out privately owned condos. She says some buildings even require tenants hire move-in coordinators to make sure things go smoothly and not disturb other residents. Renters don't pay the HOA directly, but landlord's can pass along any sort of fines or violations they commit. "Unauthorized moves, these buildings downtown, you can't just walk in with your couch, you have to schedule it," Steingrebe said, adding dumping trash inappropriately can also lead to fines. The biggest financial issues that arise for renters come at the end of a lease, when it comes to getting a security deposit refunded, Steingrebe said. She said the best defense is to document with photos and text any damage or issues that occur throughout the year, starting with an initial move-in inspection. She said it's typical for landlords to deduct for carpet cleaning at the end of the lease. Renters can hire their own company to do it and leave the receipt, but if the job is sub-par, they could end up paying twice. Renters do have the right to use their property and not be charged for normal wear and tear. For instance, it's totally fine to nail a picture to the wall. Doing something bigger, however, such as a mounting a large TV to a wall, could lead to extra withdrawals from your security deposit. 2837

SAN DIEGO (KGTV) — San Diego health officials reported three unrelated cases of Tuberculosis, one at a South Bay high school and two others at U.S. Navy ships docked in San Diego.One case was reported at San Ysidro High School, according to the county. Health and Human Services Agency and Sweetwater Union High School District officials are warning individuals who were potentially exposed from Jan. 16 to May 31. County staff is providing free testing for students who may have potentially been exposed. The school district will provided staff potentially exposed with free testing as well.The Navy and HHSSA officials are working to alert potentially exposed contractors who worked on two Navy ships between Jan. 10 and July 18:Huntington Ingalls Industries employees who worked on the USS Bonhomme Richard (LHD-6), docked at Naval Base San Diego, from January 10 to June 8.General Dynamics NASSCO employees working on the USS Makin Island (LHD-8), docked at NASSCO from March 23 to July 18.The two ships were not accessible to the public and exposure to Navy personnel was extremely limited, according to the county. Contractors are working with occupational health providers to offer free testing.“Testing is recommended for all those exposed to assure they are not infected, since initial infection usually has no symptoms,” said Wilma Wooten, County public health officer. “For any infected individuals, early diagnosis and prompt treatment can prevent the infectious form of the disease.”Tuberculosis is transmitted from person-to-person through indoor air during prolonged contact with an infected individual. The county says most people who are exposed don't become infected.Symptoms include persistent cough, fever, night sweats, and unexplained weight loss. SAN DIEGO (KGTV) - Recent rains have caused sewage-contaminated runoff to enter ocean water along Imperial Beach, San Diego County health officials announced Friday.An existing water contact closure of the Tijuana Slough National Wildlife Refuge coastline has been expanded to include all of Imperial Beach's coast, according to the San Diego County Department of Environmental Health.Due to recent rainfall, county health officials said sewage-contaminated runoff from the Tijuana River entered the Tijuana Estuary. Water samples and observations caused officials to believe the contamination has reached ocean water in the South Bay.Signs and warnings have been placed in the area until water samples indicate the ocean is safe for recreational use once again.RELATED COVERAGE: 792

  

SAN DIEGO (KGTV) - San Diego Police released a composite sketch Tuesday in the search for a man suspected of trying to kidnap a 3-year-old girl in the Morena area. The incident happened Sunday about 4:30 p.m. as the girl’s mother was taking her daughter for a walk in her wagon on Savannah Street at Buenos Avenue, police said. The area is residential and two blocks away from busy Morena Boulevard. A man parked his sedan but left the engine running, then approached the mother and child from behind, according to investigators.
