SAN DIEGO (KGTV) - Some residents picking up trash in a City Heights neighborhood were met by a disturbing sight and an ominous warning near a homeless encampment.Blocks from an elementary school on Fairmont Avenue, Matt Armstrong and a friend collected more than seven bags of trash in a culvert near the small encampment Wednesday. The next day, he and his friend were at it again, when they saw it. In front of a tent and hanging from a limb was a noose and a handmade sign inches away."It says, 'Trespassers will hang by the heads,'" said Armstrong.Armstrong, a black belt, wasn't intimidated, but the warning is one he takes seriously."Something like this sends a message that they will hurt you. There are no rules. It's disconcerting," said Armstrong.The safety issue becoming more prominent the last few years as more and more local residents have reported to 10News about encounters with aggressive transients. Unwilling to back down, Armstrong ventured back into the brush, where several homeless told him the transient who hung the noose wasn't there."They told me it was a joke, but it's not funny to me. People should not feel unsafe in their own neighborhood," said Armstrong.Armstrong also filed a complaint about the noose with the city. We reached out to city officials but have yet to hear back. 1346

SAN DIEGO (KGTV) — San Diego Police say they received a call regarding a goat on the loose in the tailgate lot near Petco Park on Sunday.SDPD said a goat was apparently running around the lot sometime before 2 p.m., before the owner of the animal had retrieved the goat and left the area before officers arrived."Officers are responding to reports of a goat running around the area of tailgate lot in downtown. The latest is the owner has the goat and is walking him back to his vehicle saying he was a BAAAAAAAD goat. The owner and his goat left the area prior to police arrival," the department tweeted.The department said a couple of hours later that officers later found the man and his goat elsewhere downtown and learned the goat's name: "Tom Brady." 764

SAN DIEGO (KGTV) — San Diego's District Attorney's Office Wednesday says the officer who fatally shot a man who had attacked another person with a machete in Southcrest acted in self defense.After review the case and officer's actions, DA Summer Stephen's office says Officer Corey Pitts, who fired upon Vaughn Denham on Aug. 8, 2018, is not criminally liable for the shooting.Denham, 48, has reportedly attacked another person with a machete during an argument over a dog chain. Pitts eventually fired two rounds, striking Denham.Denham later died at the hospital. The Stephen's office says a toxicology report showed phencyclidine (PCP), cannabinoids, and methamphetamine in his system."Based on these circumstances, Pitts fired at Denham in his own defense," the office's review states. "He therefore bears no state criminal liability for his actions."In addition to clearing Pitts of any criminal wrongdoing, the DA's office released nearly two minutes of body camera footage from the incident. 1751

SAN DIEGO (KGTV) - Snoopy’s San Diego Comic-Con pop-up store is celebrating the Peanuts gang’s history with NASA and the Apollo 10 mission. In 1969, Apollo 10 used a lunar module to “snoop around” the moon’s surface in advance of the Apollo 11 moon landing. The crew named the module “Snoopy” and the command module “Charlie Brown”. As Gene Cernan, Apollo 10's Lunar Module Pilot once said, "No one remembers Apollo 10—until you tell them our spacecrafts were named Snoopy and Charlie Brown, and they say 'Oh! I remember!' " To honor the 50th anniversary, Oscar-winning director Morgan Neville created “Peanuts in Space: Secrets of Apollo 10”, a mockumentary demonstrating the ties between the beloved cartoons and the space agency. SAN DIEGO (KGTV) -- Some San Diego homeowners are making a little extra money and helping with the housing crisis by converting their home detached garages into so-called "granny flats."10News visited the 95-year-old North Park home of Mike Walsh, who is in the process of remodeling his garage. "It was a huge garage and we had a bunch of space in it, so we thought we'd try to convert it into something a little more useful," Walsh said.Walsh hired contractor Murray Lampert to come up with a design that would keep half the space as a two-car garage, while turning the rest into a 230-square-foot apartment. It includes a bathroom with shower, as well as a kitchenette.Murray Lampert CEO Gregg Cantor said many San Diego County cities are making it much easier to convert homes into granny flats, officially known as "accessory dwelling units" or ADU's. The City of San Diego has eliminated some fees to encourage homeowners, while also eliminating some regulations that used to block ADU creation.A city spokesperson told 10News there has already been a significant uptick in ADU applications in 2019. He estimates about 20% of those are garage conversions."They're not always directly for rental," Cantor said. "But I think the upside of it all is creating more rental space in San Diego County because there's a shortage and housing is very expensive."Cantor warns that is important to follow all building codes and to get the proper permits before starting the project, rather than hire a contractor willing to do the work under the table. "There is a process to do it to code that does cost a little more than just hiring a Chuck in a truck to build it and not get permits, but the payoff is way better," Cantor added. 1734
