BEIJING,Aug 9(Xinhuanet) -- China's high savings rate is expected to fall substantially in coming years as its workforce shrinks, the population ages and social security spending increases, a BIS report shows.In research published by the Bank for International Settlements (BIS) on the “myth and reality” of China’s savings rate, Ma Guonan and Wang Yi found that the Asian giant needs its population to spend more in order to sustain rapid economic growth in coming years.The researchers, who were writing in their personal capacity, also reject claims that Chinese State firms have been benefiting from high savings thanks to exchange rate distortions and subsidies designed to drive economic growth.They point out that “less advantaged” and more efficient firms have been the ones posting the greatest gains in earnings in recent years rather than State-owned companies.China’s gross national savings soared from 39.2 percent of output in 1990 to 53.2 percent in 2008, far higher than the United States, which saved only 12.2 percent in 2008.Even compared to other Asian giants — Japan with 27 percent in 2007 and India with 33.6 percent in 2008 — China’s share of savings as a percentage of gross domestic product (GDP) is significantly larger.Nonetheless, the population and social trends that have underpinned China’s growth and savings rates are likely tail off significantly over the next decade, the two Chinese researchers argued.In the wake of the global slump, world leaders and economists have been asking China to spend more, rather than pin its economic growth on exports to the West, in order to help address world trade imbalances.Ma, a BIS economist and Wang, who is from the Chinese central bank, said however that the current savings trend by Chinese households will not last.The swelling working population in recent years has boosted savings in recent years, they said.In addition, large-scale corporate restructuring between 1995 and 2005 increased job uncertainty, forcing workers to set aside more money in case they were fired. The lack of a social safety net also pushed workers to make “precautionary savings.”Beyond households, government savings have also been increasing in tandem, as more is being set aside to meet pension needs which are expected to rise significantly as the population ages.However, these trends are expected to be reversed in coming years.“It is reasonable to assume that the large-scale labor retrenchment observed during 1995 to 2008 is by and large been behind us,” say the researchers.In addition, China is expected to enter into a phase of “accelerated population ageing within a decade.” This means that the workforce will decline, leading to a fall in overall income and therefore savings.At the same time, infrastructure spending is expected to continue, in order to provide for the ageing population and the urbanization of the country.

BELGRADE, July 15 (Xinhua) -- Visiting top Chinese legislator Wu Bangguo and Serbian Prime Minister Mirko Cvetkovic met here on Thursday and agreed to expand cooperation between their two countries.During their talks, Wu, chairman of the Standing Committee of the National People's Congress of China, spoke highly of the China-Serbia ties, saying China sees Serbia as an important cooperation partner in Southeastern Europe.Thanks to their joint efforts, the two countries have made remarkable achievements in their cooperation in infrastructure construction, automobile manufacturing and other areas, noted Wu, the highest-ranking Chinese official to visit Serbia since the two countries established their strategic partnership in 2009.The Chinese guest particularly referred to the official inauguration of the Zemun Bridge construction, the biggest infrastructure project to be conducted in Serbia by a Chinese enterprise.Wu on Wednesday attended the groundbreaking ceremony for building the bridge, which will span the Danube river and ease local traffic strain.As the two countries boast good political relations, strongly complementary economies and huge cooperation potential, Wu stressed, China and Serbia should make a full use of such advantages and seize opportunities to deepen bilateral collaboration in infrastructure construction including roads, bridges and power plants.Meanwhile, the two countries should explore new ways and fields of cooperation, consolidate the leading role of enterprises in bilateral economic and trade cooperation, and thus build up momentum for a substantial leap forward on the cooperation track, added Wu.Stressing that China encourages its businesses to cooperate with their Serbian counterparts in various ways, Wu expressed the hope that the Serbian side will further facilitate corporate cooperation between the two countries.For his part, Cvetkovic first recalled his experience in the Serbian National Pavilion Day activities at the World Expo in Shanghai last month, saying that he was deeply impressed by the unparalleled exhibition, which he said will surely help Serbia better showcase its splendid history and modern accomplishments to the world.Noting that economic and trade cooperation is a significant part of the Serbia-China strategic partnership, the Serbian host also cited the Zemun Bridge project, stressing that the new fruit of bilateral cooperation symbolizes the Serbia-China friendship and injects new impetus into the strategic partnership between the two countries.Serbia attaches great importance to enhancing ties with China, and is ready to continue expanding cooperation in infrastructure, energy, agriculture, tourism and other fields, Cvetkovic emphasized.Serbia keeps its door open for Chinese enterprises, and is ready to create a better environment for corporate cooperation between the two countries, he continued, adding that his country will learn from China's successful opening-up policy and foreign investment incentives.Wu met with Serbian President Boris Tadic on Wednesday after a visit to France. He is scheduled to leave on Friday for Switzerland, the last leg of his three-nation Europe tour, where he will attend the Third World Conference of Speakers of Parliament in Geneva.

  

BEIJING, July 29 (Xinhua) -- The People's Liberation Army (PLA) Navy had conducted a large scale of live-ammunition training exercise in the South China Sea, according to a front-page report on Thursday's PLA Daily newspaper.The exercise, which was carried out on July 26, brought together a large group of warships, submarines and combat aircraft.During the exercise, warships and submarines from the Navy's South China Sea Fleet performed precision strikes on surface targets by firing guided missiles while surface warships conducted anti-missile air defense operations, said the PLA's official newspaper.A naval aviation fleet also participated in air control operations, according to the report, which did not specify the exact location of the training or the number of participating warships.In overseeing the training, General Chen Bingde, PLA's chief of the General Staff, said that the PLA should "pay close attention to the development of situation and tasks" and make "solid preparation for military struggle which depends on massive military training" .

  

CHONGQING, June 27 (Xinhua) -- A delegation led by Taiwan's Straits Exchange Foundation (SEF) chairman Chiang Pin-kung will arrive at Chongqing on Monday for the fifth round of talks with the mainland's Association for Relations Across the Taiwan Straits (ARATS).The talks will be held on Tuesday, with the much-anticipated Economic Cooperation Framework Agreement (ECFA) and an agreement on intellectual property protection likely to be signed.Chiang told a news conference in Taipei Sunday that the signing of ECFA would profoundly influence Taiwan's economy, particularly in trade and investment, as well as the development of relations between Taiwan and the mainland.He said he expected a positive change of Taiwan's economic development mode after the signing of ECFA.The two sides will hold a vice-chairman level preparatory discussion on Monday afternoon.After the talks, Wang Yi, head of the State Council's Taiwan Affairs Office, will meet the SEF negotiators on Tuesday.Bo Xilai, secretary of the Chongqing municipal committee of the Communist Party of China, will also meet the representatives from the two sides on Wednesday morning.The SEF delegation is scheduled to leave Chongqing on Wednesday afternoon.Since June 2008, when regular talks between the SEF and ARATS were restarted, the two sides had held four rounds of talks respectively in Beijing, Taipei, Nanjing and Taichung.The talks brought about several agreements regarding among other things: mainlanders visiting Taiwan, cross-Strait shipping, air transportation, cooperation in fighting against crime and mutual legal assistance.
