TOKYO, May 31 (Xinhua) -- Visiting Chinese Premier Wen Jiabao called on Japanese entrepreneurs Monday to make further contributions to the cooperation between the two countries.Addressing a welcome luncheon given in his honor by the Japanese Business Federation, the Chinese premier briefed the participants on what the Chinese government has achieved in tackling the global financial turmoil, as well as China's current economic situation and its major tasks.Wen said great progress has been made in bilateral economic and trade relations since the normalization of diplomatic ties between the two countries in 1972. It is his hope that Japanese entrepreneurs will further contribute to economic and trade cooperation between the two countries.Hiromasa Yonekura, president of the Japanese Business Federation, said Japanese entrepreneurs have confidence in China's future development and are ready to blaze new trails in pushing forward the bilateral economic and trade cooperation.Premier Wen arrived here on Sunday for a three-day official visit. Japan is the second leg of his four-nation Asian tour, which has taken him to South Korea. He will also visit Mongolia and Myanmar.

BEIJING, April 13 (Xinhua) -- The State Council, China's Cabinet, released here Tuesday new regulations on overseas investment, promising good business conditions but restricting funds to environmentally unsound projects.According to the new regulations, China still welcomes foreign investment in high-tech industries, services sectors, energy-saving and environmental protection, but polluting and energy-gorging or projects in industries running at overcapacity are not wanted.According to the regulations, the State Council said China will continue to support Chinese A-share listed companies in further introducing strategic investors from home and abroad, and standardize foreign companies' investment in domestic securities and corporate merger and acquisition moves.A national security examination mechanism will be built as soon as possible for foreign-funded companies' merger and acquisition operation in China, according to the regulations.Qualified foreign-funded companies are allowed to go public, issue corporate bonds or medium-term bills in China.Multinationals are encouraged by the regulations to set up regional headquarters, research and development centers, procurement hubs, financial management and other functional offices in China.Importing items for scientific and technological development by qualified foreign-funded R&D centers will be exempt from tariffs, importing value added tax and goods and services tax by the end of 2010, according to the regulations.Foreign-funded enterprises are also encouraged to increase their investment in China's central and western regions, particularly in environment friendly and labor-intensive companies.

YUSHU, Qinghai, May 20 (Xinhua) -- A mental health facility was established in Yushu, northwest China's Qinghai Province, Thursday to provide psychological counseling for the victims of last month's massive earthquake.The facility will ease the quake-victims' psychological trauma.The April 14 quake took the lives of at least 2,200, injured another 12,135 and left countless emotionally scared and reeling from the loss of family members and friends."It may take five to ten years for victims to recover from their psychological trauma. It is hard to heal such trauma without professional help," said Shi Zhanbiao, an expert with the Psychological Research Institute under the Chinese Academy of Social Sciences (CASS).The facility was established by the institute and the Qinghai Academy of Social Sciences.It will help restore quake-victims' mental health, he said.China's central government has allocated 9 billion yuan (1.32 billion U.S. dollars) for reconstruction in quake-devastated Yushu this year, according to a statement issued after a regular State Council meeting Wednesday.The meeting also established a three-year target for rebuilding homes, schools and roads in the county.The Ministry of Finance will allocate more money in the second and third years.

  

HONG KONG, April 16 (Xinhua) -- A volunteer from Hong Kong who lost his life on Wednesday when rescuing others in the earthquake- hit Qinghai province of China, has been recommended for a gold medal for bravery at home, local authority said on Friday.Wong Fu-wing, a 46-year-old volunteer, escaped from the earthquake on Wednesday morning but returned to rescue the trapped orphans and teachers in the orphanage where he worked in Yushu county of Qinghai province. He was critically injured by falling debris in a powerful aftershock.Tsang Tak-sing, Secretary for Home Affairs Bureau of Hong Kong Special Administrative Region (HKSAR) government, said on Friday that Wong has been recommended for the Medal for Bravery of Hong Kong.The Medal for Bravery (Gold), created in 1997, is the first rank in the Order of the Medal for Bravery, awarded for acts of gallantry of the greatest possible heroism or of the most conspicuous courage in circumstances of extreme danger.Chief Secretary Hengry Tang Ying-yen said Thursday that Wong's selfless sacrifice deserved the highest respect and expressed condolences to his family.Wong's family members departed from Hong Kong to the disaster zone of Qinghai province on Thursday to collect his remains. An officer from Hong Kong's Beijing Office was heading to Qinghai on Friday to meet Wong's family and assist local authorities. The Immigration Department of Hong Kong has offered help to the deceased's family members in Hong Kong.The death toll climbed to 1,144 and another 417 people remained missing as of 5 p.m. Friday, after a devastating earthquake shook a Tibetan area in northwest China's Qinghai Province.The 7.1-magnitude earthquake, which shook the Yushu County in the Tibetan Autonomous Prefecture of Yushu at 7:49 a.m. Wednesday, has left 11,744 people injured, including 1,192 serious cases.

  

YUSHU, Qinghai, April 15 (Xinhua) -- Chinese Premier Wen Jiabao on Thursday called for unremitting efforts to save people's lives in a visit to the quake-hit area in northwest China's Qinghai Province."The top priority is to save people. We will never give up even if there is only a slim hope," Wen told a meeting at the quake-relief headquarters in Yushu.Wen arrived in Yushu prefecture Thursday afternoon after a three-hour flight and rushed to the worst-affected areas.He visited the ruins triggered by the quake and a local hospital to inspect the rescue work, expressing his sympathy to families of the victims.Chinese Premier Wen Jiabao (R) visits a Tibetan woman in Yushu, northwest China's Qinghai Province, April 15, 2010.
