"It's not a killer yet, We're trying to survive until the end of the year."Sales plummeted in the tasting room and distribution. Munson had to cut his staff of eight to two, even letting his own daughter go. It got even more complicated in early July, when the governor eliminated indoor service for bars and restaurants.But when Munson approached the City of San Marcos to get an outdoor permit, he says it went lightning-quick, something Munson never expected.San Marcos Mayor Rebecca Jones says it happened fast because the city already had the framework in place to streamline outdoor permits, with no fees. The city actually approved it in late May. Jones credits Innovate 78, a collaborative effort between the five cities that line the 78: San Marcos, Carlsbad, Oceanside, Escondido, and Vista. They've been working together on the economy for years."If you are not looking forward to what could happen next, you're not really planning," Jones said. "So we try to plan for the unknown, and I really believe that has come from COVID."Innovate 78 now plans to send a letter to Gov. SANTEE, Calif. (KGTV) -- A victim was rescued following a crash in Santee Wednesday afternoon. According to the San Diego County Sheriff’s Department, the crash happened just after 4:30 at Mission Gorge Road and Cottonwood Avenue. Deputies responded to calls of a car hitting a motorcyclist. The victim was said to be conscious and breathing when they were taken to the hospital. (CNS) - Los Angeles County Supervisor Sheila Kuehl was spotted dining outdoors at a restaurant in Santa Monica hours after voting to uphold a ban on outdoor dining due to a surge in COVID-19 cases, it was reported Monday.Kuehl had dinner at Il Forno Trattoria on Tuesday, soon after voting to uphold the county's new restrictions that were announced two days before, according to Fox11, which said it received multiple tips. During the board meeting, Kuehl called outdoor dining "a most dangerous situation."A representative for Kuehl told Fox11, "She did dine al fresco at Il Forno on the very last day it was permissible. She loves Il Forno, has been saddened to see it, like so many restaurants, suffer from a decline in revenue. She ate there, taking appropriate precautions, and sadly will not dine there again until our Public Health Orders permit."Kuehl was one of three board members voting to allow the ban to take effect as scheduled, while board members Kathryn Barger and Janice Hahn asked that outdoor dining be allowed to continue, arguing that the ban is too punitive to restaurants in response to a surge that has largely been blamed on private gatherings rather than outdoor dining."This is a serious health emergency and we must take it seriously," Kuehl said Tuesday, according to Fox11."The servers are not protected from us, and they're not protected from their other tables that they're serving at that particular time, plus all the hours in which they're working."The county Department of Public Health announced Nov. 22 that in- person dining would be halted at 10 p.m. Wednesday and continuing for three weeks.The move came in response to a surge that has now seen new daily COVID- 19 cases average more than 4,000 over the previous five days."Outdoor dining is probably more dangerous in terms of contagion than any other kind of business," Kuehl said earlier.Kuehl said diners at restaurants "sit for hours with no masks on" and are in close proximity to servers and patrons walking by. 2042

School districts across the country are being tasked with opening their campuses safely. Social distancing is a big part of that, but limited spacing at schools and a lack of available teachers is making that difficult."We are also having our students wear masks, as well, to keep our students and our staff healthy. I worked with superintendents across the state to compare plans and what they're following. Most of us are trying to keep that three foot distancing facing forward when possible and six foot distancing when we can, as well," said Jonathon Cooper, the Superintendent of Mason City Schools in Ohio. Cooper said each level of his district's plan aligns with the levels of coronavirus cases in their community. For example, if COVID-19 levels rise to a certain level, the district will move to having students in class only a couple days a week."The way that it is structured, is it’s every other day and so it creates consistency for our families and it allows our teachers to have 50% of the class in person that they can concentrate on, get them set up for the next day while the other 50% of their class comes in. It allows them to spread out in their classroom," Cooper explained.Many public school districts say they're dealing with reduced budgets, so hiring new teachers to ensure smaller class sizes is not a possibility. Plus, a lot of educators say even if they could hire teachers right now, there are not enough qualified candidates."This COVID-19 health crisis has really exposed inequities in many of our public institutions and definitely in our education system and it shows the reason why we don’t have that pool of new up and coming educators," said Manuel Bonilla, the president of the Fresno Teachers Association in California."We see it in all the documents from federal to state to local, that physical distancing is one of the things that needs to take place and we just don’t have the manpower to do so with teacher shortage," Bonilla said. He adds that many of the roughly 4,000 teachers in his city don't even feel comfortable taking on face-to-face learning in the classroom this fall. "When you just take a look at the CDC guidelines, the state guidelines and the local guidelines as to what you need in order to return safely in a classroom, physical setting, we know that by the start of school date we just can't do that," Bonilla said.And if teachers get sick, it may be hard or unsafe to find replacements. Bonilla is concerned with the availability and willingness of substitute teachers during this time. "See and that’s one of the points in regards to substitute teachers and the physical reopening of schools. When you take a look at the qualifications of quarantine and the subs moving from place to place and it's by the nature of their position they might be in different areas or causing that unsafe atmosphere just because there will be different contact points," says Bonilla.Districts are also worried that any lack of protections for teachers could further impact a teacher shortage.Back in Ohio, Cooper said, "We're also losing funding really quickly from our state. We’ve lost .2 million in the last four months. So when you’re losing money, you’re doing these amazingly new strategies to keep everybody safe and things we’ve never done before so we’re writing the script as we go,"The superintendent adds that many education administrators nationwide are leaning on each other now more than ever to make the right decisions when it comes to reopening schools this fall. 3541

SAN LUIS OBISPO, Calif. -- Students at California Polytechnic State University are demanding action after a social media post showed a fraternity member in blackface.  The outrage came after a photo surfaced showing members of the fraternity throwing gang signs while dressed as gangster stereotypes, according to The Tribune.A photo later surfaced showing a fraternity member in blackface. The Instagram account that posted the photo has since been deleted.Late Monday afternoon, the dean of students announced that the fraternity, Lambda Chi Alpha, had been placed on interim suspension.The fraternity said in a statement to the school's newspaper that it is sorry "for failing to recognize the racial impacts this brought forth." 750
