ENCINITAS, Calif. (KGTV) - City leaders in Encinitas plan to ban gas-powered leaf blowers to help curb the effects of climate change.They're hosting a public meeting about the ban Monday night, May 13, at 6 p.m. at the Encinitas Community Center (1140 Oakcrest Park Drive).The ban is part of the City's bigger Climate Action Plan, which the City Council approved in January of 2018. It calls for a 41 percent reduction in greenhouse gas emissions by 2030 when compared to 2012 baseline levels.The plan says removing emissions from gas-powered leaf blowers would remove 142 Metric Tons of CO2 by 2030. That's the equivalent of taking roughly 25 cars off the road.While it's not a huge improvement, people in Encinitas say every small step will help."I think they ought to be eliminated everywhere," says David Winkler, who goes to Encinitas to meet friends. "The less reliance on fossil fuels, the better.""People come from all over the world here, so we should make it as clean and beautiful as we can," says Encinitas resident Linda, who declined to give her last name. "Anything we can do to lessen pollution is always a good thing."Other North County cities already have bans in place. Solana Beach and Del Mar both prohibit the use of gas-powered leaf blowers.City leaders in Encinitas say their rule is different because it bases the ban on environmental concerns, rather than noise pollution.The ban only covers two-stroke leaf blowers. Other gas-powered tools like weed whackers and chain saws will still be allowed.If the ban is approved, it will take effect immediately for all city-run operations. After three months, any business licensed to operate in Encinitas will have to comply. After six months, the ban will cover everyone else in the City.The City has a website with more information about the ban and the overall Climate Action Plan. 1863

ESCONDIDO, Calif. (KGTV) -- The San Diego Zoo is now five years into its ambitious attempt to save a critically endangered species, the Northern White Rhino, from extinction. There are currently just two Northern White's still alive, both females who are unable to give birth. They live at a preserve in Kenya.“It’s the only thing that keeps me going, thinking that this is possible and that we can save a species," says Dr. Marisa Korody, part of the team working on the project. The concept sounds like a science fiction novel. The plan is to take skin cells from Northern White rhinos preserved at the Safari Park's Frozen Zoo. Using Nobel Prize-winning technology developed 14 years ago, Dr. Korody is working to use those skin cells to make stem cells. Stem cells can then be converted into any other kind of cell. In this case, the genetically pure Northern White Rhino sperm and eggs that could be used for in vitro fertilization, with Southern White Rhinos, a close genetic cousin of the Northern White, to use as surrogate mothers. Dr. Korody says her team has made great progress, including successfully turning skin cells from Angilifu, a male Northern White rhino who died at the Safari Park in 2014, into stem cells and turning those stem cells into heart cells. They even recorded incredible video of those living heart cells beating in a petri dish. “We basically jumped up and down in the lab. That was probably one of the most exciting days we’ve had. We were pulling people in from the hallways to say, come look and see what we did.” Along with the cell portion of the project, tremendous progress has also been made with the in vitro research. This fall, the Zoo celebrated the first birthdays of two Southern White Rhinos who were born using the technology the team hopes to use with the Northern White embryos. “These two, Edward and future, are so healthy, so happy, so well-adjusted. I don’t have children of my own, but I think it must be the same kind, on some scale, of pride you feel in your own children," said Dr. Barbara Durrant, who leads that portion of the project. When ABC 10News first began covering the Northern White Rhino plan in 2015, Dr. Durrant estimated it would be ten years before a Northern White calf would be successfully born. (KGTV) -- The San Diego Sheriff's Office is investigating an incident involving Phil Graham, a candidate to represent the 76th district in the California Assembly. Niki Burgan filed the battery case with the Sheriff's Office Sunday, May 20.  She accuses Graham of forcibly kissing her at an Encinitas Bar. Burgan told 10News that it happened at 1st Street Bar on S. Coast Hwy 101 on the evening of Sunday, May 13, into the early morning of Monday, May 14 as the bar was closing. She said that Graham had initially been flirting, even mentioning that he was running for office and asked whether she would vote for him. After finding out that he was a Republican candidate she said, no she was a Democrat. At some point, she says his talk turned into aggression and Graham grabbed her hair, pulled her in, and started to kiss her. She said she had to push him off. Burgan also said she remembers that Graham had so much to drink that night that she had to help him sign his tab. The next morning Burgan says she learned that he was related to former Governor Pete Wilson and she was worried about repercussions. That's why she didn't file right charges right away.  1259

(KGTV) — A Vietnam veteran who is struggling with memory issues says a "mistake" could cause him to be evicted from his Escondido apartment.Orrin Donohoe's studio apartment in the Adult Village complex isn't spacious, but it is home. For how long?"I'm scared of what's going to happen to me," said Donohoe.Donohoe, who served as a deckhand for three years on the USS Columbus CG-12 during the Vietnam War, was later diagnosed with PTSD. "Constantly stressed, afraid I'm going to forget something," said Donohoe.Problems with short-term memory steadily grew worse."Missing doctor's appointments, missed bills, forgetting to get gas, forgetting to check the mail. Goes on and on," said Donohoe.The memory issues that cost him so many jobs could now cost him his home. Donohoe depends on Section 8 housing vouchers to pay most of his rent. A few days ago, Donohoe got a letter from his landlord: A three-day notice to pay his overdue rent.Donohoe believes he forgot to fill out the paperwork for the annual renewal for his housing voucher."Scared and depressed," said Donohoe.He owes more than 0 for this month's rent."I don't have it. I have a 0 in the bank and I haven't paid my electric yet," said Donohoe. Donohoe thinks he could be evicted at any moment. He says the County Housing Authority told him he could reapply for a voucher in six months. Until then, he'll likely have to live on the streets."No sense of security ... I'm frightened," said Donohoe.The County Housing Authority is reviewing the case but declined to talk specifics, citing confidentiality.A Gofundme campaign has been set up to help raise funds for Donohoe. 1664
